การศึกษาวิจัยในเรื่อง แนวทางการให้ประชาชนมีส่วนร่วมในการแก้ปัญหาการก่อความไม่
สงบในพื้นที่จังหวัดชายแดนภาคใต้โดยใช้ยุทธศาสตร์พระราชทาน “เข้าใจ เข้าถึง พัฒนา” มี
วัตถุประสงค์ ๑) เพื่อศึกษายุทธศาสตร์พระราชทาน”เข้าใจ เข้าถึง พัฒนา” ๒) เพื่อศึกษาสถานการณ์
การก่อความไม่สงบและการแก้ปัญหาการก่อความไม่สงบ ๓) เพื่อกำหนดแนวทางการให้ประชาชนมี
ส่วนร่วมในการแก้ปัญหาการก่อความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้ โดยใช้ยุทธศาสตร์
พระราชทาน “เข้าใจ เข้าถึง พัฒนา” ทำการศึกษาวิจัยในห้วงระยะเวลาตั้งแต่วันที่ ๒๒ กุมภาพันธ์
พ.ศ.๒๕๕๖ จนกระทั่งถึงวันที่ ๓๐ กันยายน พ.ศ.๒๕๕๗ ในพื้นที่อำเภอทุ่งยางแดง ซึ่งใช้วิธีวิจัยเชิง
คุณภาพ โดยการศึกษาจากแนวคิด ทฤษฎี ผลงานวิจัยที่เกี่ยวข้อง การสังเกต และการสัมภาษณ์ผู้ที่
เกี่ยวข้อง ทำให้ทราบถึงแนวทางการให้ประชาชนมีส่วนร่วมในการแก้ปัญหาการก่อความไม่สงบในพื้นที่
จังหวัดชายแดนภาคใต้ โดยใช้ยุทธศาสตร์พระราชทาน “เข้าใจ เข้าถึง พัฒนา”ในพื้นที่อำเภอทุ่งยางแดง
จังหวัดปัตตานี
ผลการวิจัยพบว่า แนวทางการให้ประชาชนมีส่วนร่วมในการแก้ปัญหาการก่อความไม่สงบ
ในพื้นที่จังหวัดชายแดนภาคใต้โดยใช้ยุทธศาสตร์พระราชทาน “เข้าใจ เข้าถึง พัฒนา” มีผลลัพธ์
สุดท้าย ทำให้ชุมชนเกิดความเข้มแข็ง มีความปลอดภัย มีคุณภาพชีวิตดีขึ้น สามารถพึ่งพาตนเองได้
อย่างยั่งยืน เนื่องจากเป็นหนทางปฏิบัติหรือเป็นกระบวนการพัฒนาด้วยการมีส่วนร่วมของประชาชน ข
ทั้งในเรื่องความเข้าใจกันระหว่างเจ้าหน้าที่รัฐกับประชาชน โดยประชาชนมีส่วนร่วมเป็นผู้ให้ข้อมูล
ข้อคิดเห็นต่างๆ เพิ่มเติมจากการที่เจ้าหน้าที่รัฐได้ทำการศึกษาข้อมูลทางด้านภูมิศาสตร์และ
สังคมศาสตร์ในพื้นที่มาล่วงหน้า ก่อนที่จะเข้าไปปฏิบัติงานในพื้นที่จริง ทั้งนี้เพื่อให้เจ้าหน้าที่รัฐได้มี
ความเข้าใจร่วมกันกับประชาชน ในปัญหาการก่อความไม่สงบ และปัญหาอื่นๆที่เกี่ยวข้องในพื้นที่
สำหรับเจ้าหน้าที่รัฐก็ต้องทำให้ประชาชนมีความเข้าใจเกี่ยวกับปัญหาดังกล่าว ทางเจ้าหน้าที่รัฐไม่
สามารถแก้ไขปัญหาได้เพียงลำพัง จำเป็นต้องได้รับความร่วมมือจากประชาชน จึงจะสามารถแก้ไข
ปัญหาต่างๆได้ ทั้งนี้การเข้าถึงจิตใจประชาชนจะส่งผลทำให้การมีส่วนร่วมของประชาชนเกิดขึ้นได้
และพร้อมให้ความร่วมมือกับเจ้าหน้าที่รัฐ หลังจากนั้นจึงร่วมกันพัฒนาเพื่อแก้ไขปัญหา ซึ่งในการ
พัฒนานั้น ทางเจ้าหน้าที่รัฐต้องดำเนินการให้ประชาชนรวมกลุ่มกันในลักษณะต่างๆ ตามความ
ต้องการของประชาชน เช่น ชุมชนรักษาความปลอดภัยหมู่บ้าน สหกรณ์ชุมชน เป็นต้น เพื่อให้เกิดเป็น
พลังประชาชนในการร่วมกันแก้ปัญหา โดยนำสถาบันหลักในชุมชน ได้แก่ สถาบันครอบครัว สถาบัน
ศาสนา เช่น มัสยิด วัด สถาบันการศึกษา รวมถึงหน่วยงานภาครัฐ เป็นกลไกในการพัฒนาชุมชน ให้
เกิดความเข้มแข็ง โดยทำการพัฒนาทั้งทางด้านจิตใจ ความคิด ความรู้ของประชาชน ร่วมกับ
เจ้าหน้าที่รัฐ ให้คำนึงถึงประโยชน์ส่วนรวม ดำเนินการพัฒนาจนกระทั่งชุมชนได้แสดงออกถึงความคิด
ความตระหนักรู้ ความสามัคคี สามารถสร้างความเข้มแข็งของชุมชนได้เอง มีความพร้อมใจกัน ในการ
ร่วมกันแก้ปัญหาการก่อความไม่สงบ รวมทั้งปัญหาอื่นๆที่เกี่ยวข้อง เพื่อให้ชุมชนเกิดความปลอดภัย
และพัฒนาทางด้านกายภาพ ทางด้านวัตถุ สิ่งอำนวยความสะดวกในด้านต่างๆ ตามความต้องการของ
ชุมชน เพื่อให้ชุมชนมีคุณภาพชีวิตดีขึ้น
ข้อเสนอแนะที่ได้จากการวิจัย เจ้าหน้าที่รัฐต้องมีคุณสมบัติพื้นฐานสำหรับการปฏิบัติงานใน
พื้นที่จังหวัดชายแดนภาคใต้ในประการแรกเจ้าหน้าที่รัฐต้องมีความเข้าใจทั้งสภาพแวดล้อมในพื้นที่
ปฏิบัติงานอย่างถ่องแท้และเข้าใจประชาชน เกี่ยวกับประวัติศาสตร์ค่านิยม ความเชื่อ
ขนบธรรมเนียม จารีตประเพณีวัฒนธรรม วิถีชีวิตความเป็นอยู่ของประชาชน เป็นต้น เพื่อใช้เป็น
ข้อมูลสำหรับเจ้าหน้าที่รัฐ ทำการพัฒนาร่วมกับประชาชน ให้สอดคล้องกับสภาพแวดล้อมและ
ประชาชนในพื้นที่อีกทั้งเมื่อเจ้าหน้าที่รัฐมีความเข้าใจในเรื่องดังกล่าว จะได้ไม่สร้างเงื่อนไขความ
ขัดแย้งกับประชาชน ในขณะปฏิบัติงาน และเป็นการป้องกันไม่ให้กลุ่มผู้ก่อเหตุรุนแรงนำไปขยายผล
สร้างความขัดแย้งระหว่างเจ้าหน้าที่รัฐกับประชาชน ประการต่อมาเจ้าหน้าที่รัฐต้องสามารถสื่อสารกับ
ประชาชนเป็นภาษาท้องถิ่นได้ เพื่อให้เกิดความเข้าใจ เข้าถึง ประชาชนได้ง่ายยิ่งขึ้น ไม่เกิดความค
หวาดระแวงต่อกัน ประการสุดท้ายเจ้าหน้าที่รัฐต้องเป็นผู้มีอุดมการณ์ มีความทุ่มเท มีความเสียสละ
เพื่อประโยชน์ส่วนรวม ไม่หวั่นเกรงภยันตรายจากกลุ่มผู้ก่อเหตุรุนแรง ทั้งนี้เพื่อเห็นแก่ประโยชน์สุข
ของประชาชน คำนึงถึงผลประโยชน์ของประเทศชาติเป็นสิ่งสำคัญยิ่งกว่าชีวิตตนเอง จากที่กล่าวมา
ข้างต้น จะทำให้ประชาชนได้มีความเข้าใจ เข้าถึงจิตใจเจ้าหน้าที่รัฐ และเข้าไปอยู่ในหัวใจของ
เจ้าหน้าที่รัฐ รวมทั้งทำให้เจ้าหน้าที่รัฐได้มีความเข้าใจ เข้าถึงจิตใจประชาชน และเข้าไปอยู่ในหัวใจ
ของประชาชนเช่นเดียวกัน ซึ่งเป็นวิธีการสำหรับเจ้าหน้าที่รัฐใช้ในการสร้างการมีส่วนร่วมของ
ประชาชนให้เกิดขึ้น ทำให้ประชาชนให้ความร่วมมือและสนับสนุนการปฏิบัติงานของเจ้าหน้าที่รัฐด้วย
ความเต็มใจ ในการร่วมกันแก้ปัญหาการก่อความไม่สงบในพื้นที่จังหวัดชายแดนภาคใต้ต่อไป

Research of guidelines for public participation in solving the unrest situations in the
area of southern border provinces by utilizing the Royal Strategy "understand, access,
develop" with the purposes of : 1)To study His Majesty the King’s guidance of "understand,
reach out, develop" 2) To study the situation causing unrest and terrorism 3.) To define
guidelines for citizen participation in the establishment of workaround unrest situation in the
southern border provinces by utilizing His Majesty the King’s guidance of "understand, reach
out, develop". The research in a period from February 22, 2556 (2013) until September 30,
2557 (2014) in the area of Amphoe Thung Yang Daeng-based on a qualitative research study
concept was conducted. Related research theory Observation and interview those involved
to make people aware of ways to participate in solving unrest in the area of the southern
border provinces by utilizing His Majesty the King’s guidance of "understand, reach out,
develop" in the area of Amphoe Thung Yang Daeng Pattani Province.
It was found that guidelines for public participation in solving the insurgency in the
southern border region provinces by utilizing His Majesty the King’s guidance of "understand,
reach out, develop" provided the final results of strong community, improved quality of life,
and sustainable self reliance. Because it is a way to practice or development process with ง
the participation of the people the understanding between government officials and the
public participation state officials to study the geographical information and social sciences
on an origin in advance before entering the working in the area, in order for government
officials to have a common understanding with the people of the insurgents and other
problems involved in the area. For state officials to make people have an understanding of
the problem and that the cooperation of the people is needed to solve the problems.
Getting through to the heart and mind of the people is the way to have public participation
to get them ready to cooperate withgovernment officials. In which they would be ready to
develop and solve problems. Government officials need to take action in bringing people
together in various ways such as security, cooperative community, etc., to create a national
power in together by the institute in the community, including family, religion such as
mosque, government agencies are to develop mechanisms to strengthen communities by
developing both in the minds of people, knowledge and ideas to be shared with
government officials, to benefit communities. Continue to develop the community shared
ideas, situational awareness knowledge can strengthen the unity of the community. Be ready
in order to solve the problem of the insurgents as well as other issues related to community
safety and the development of facilities in the community to meet its needs, so that the
people in the community would have a better quality of life.
Recommendations from research; Government officials must have the basic
qualifications for the task in the area of the southern border provinces. Firstly,
government officials must understand the whole operating environment in the areas
also to clearly understand about people’s history, values, beliefs, cultures and
customary way of life of the people, etc. To be used as information for government
officials, developed with the people in accordance with the environment and the local
people in the area. Moreover, when the authorities have an understanding of such
matter while working and to prevent groups linked to create conflict between
government officials and the public. Secondly, the government officials must be able
to communicate with the public in the local language which would gain access to จ
people more easily and not causing distrust. Finally, government officials must have
the ideology the commitment to sacrifice for the benefit of the whole and not fear the
danger from violence and to see the benefits of the people and most importantly,
taking into consideration the interests of the nation more than life itself. From the
above, it will cause both the people and government officials to gain heartfelt
profound understanding of one another which is a method of making people
cooperate and support the work of the government officials willingly in order to
continue solving the unrest situation in the southern provinces.
