เนื่องด้วยความมั่นคงปลอดภัยของประเทศ มิได้อยู่ที่การปกป้องผืนแผ่นดินได้โดย
แสนยานุภาพแต่เพียงอย่างเดียว หากแต่จำเป็นที่ประชาชนจะต้องมีความวัฒนาผาสุกปราศจากทุกข์
เข็ญ ปัญหาความมั่นคงจึงเป็นปัญหาที่เกี่ยวเนื่องกับทุกคนภายในชาติในทุกด้าน ดังนั้นการแก้ปัญหาที่
จะได้ประโยชน์ทั้งส่วนตนและส่วนรวมของชาติในทุกระยะเวลาของชีวิตและท่ามกลางความเจริญ
ของประเทศที่ไม่เคยหยุดนิ่ง โดยเฉพาะอย่างยิ่งในสังคมของประเทศประชาธิปไตย หากผู้มีอำนาจ
หรือผู้นำ มีคุณธรรมจริยธรรมในการใช้อำนาจที่เป็นธรรมตั้งแต่เริ่มคิด พูด และลงมือทำ ตลอดจนชาว
พุทธมีความเข้าใจและปฏิบัติตามหลักธรรมคำสอนได้อย่างถูกต้องเหมือนกัน นั่นคือความสามัคคีที่มี
ธรรมกำกับ ย่อมจะทำให้สังคมเข้มแข็ง ประเทศชาติมั่นคง สามารถจำกัดเสรีการบ่อนทำลายจากฝ่าย
ตรงข้ามตั้งแต่เริ่มต้นได้อย่างแท้จริง ที่เรียกว่า การเสริมความมั่นคงของชาติด้วยพระพุทธศาสนา
การศึกษาวิจัยนี้ได้กำหนดวัตถุประสงค์ ๓ ประการ คือ (๑) เพื่อศึกษาแนวคิดเกี่ยวกับ
ความมั่นคงของชาติ (๒) เพื่อศึกษาหลักคำสอนทางพระพุทธศาสนาที่เกี่ยวข้องกับความมั่นคงของ
ชาติ (๓) เพื่อศึกษาแนวทางในการเสริมความมั่นคงของชาติด้วยพระพุทธศาสนา การดำเนินการ
ศึกษาวิจัย เป็นการวิจัยเชิงคุณภาพ(Qualitative Research) แบบวิจัยเอกสาร (Documentary
Research) ประกอบการสัมภาษณ์เชิงลึก(In – depth interview) ผู้เชี่ยวชาญด้านความมั่นคง และข
ด้านพระพุทธศาสนารวม ๕ ท่าน โดยศึกษาคำสอนทางพระพุทธศาสนาที่เกี่ยวข้องกับความมั่นคงของ
ชาติในทุกด้าน และใช้หลักอริยสัจ ๔ ในการวิเคราะห์แนวทางในการเสริมความมั่นคงของชาติด้วย
พระพุทธศาสนา ผลการศึกษาวิจัยพบว่า มิติแนวคิดความมั่นคงของชาติ มีหลักธรรมที่สามารถ
เกื้อกูลและผู้เชี่ยวชาญด้านความมั่นคงและด้านศาสนาต่างเห็นพ้องต้องกันว่าการเสริมความมั่นคงของ
ชาติด้วยพระพุทธศาสนาเป็นเรื่องที่ดียิ่ง บางท่านเน้นย้ำว่าต้องเป็นหลักสำคัญมิใช่แค่เพียงเสริม ดังนี้
ความมั่นคงของชาติมีทั้งในลักษณะของรูปธรรมและนามธรรม โดยพลังอำนาจที่เป็น
รูปธรรมแต่เพียงอย่างเดียวนั้นย่อมไม่สามารถทำให้ผลประโยชน์ของชาติบรรลุผลอย่างยั่งยืน ถ้าหาก
ขาดการหนุนเนื่องจากพลังอำนาจที่เป็นนามธรรม อาทิ ขวัญ กำลังใจ อุดมการณ์ และความศรัทธา
เชื่อถือต่อภาวะผู้นำ ก็ยากที่จะเอาชนะฝ่ายตรงข้ามหรือยากที่จะรักษาความมั่นคงของชาติไว้ได้
ดังนั้นปวงชนชาวไทยจึงเป็นแกนหรือเป็นศูนย์กลางของความมั่นคงของชาติ
คำสอนทางพระพุทธศาสนาเป็นหลักของธรรมชาติมีความเป็นสากลที่ปวงชนชาวไทยทุก
หมู่เหล่าปฏิบัติได้โดยง่าย เกิดประโยชน์ต่อตนเอง เกิดประโยชน์ต่อผู้อื่นและเกิดประโยชน์ต่อชาติ
อย่างแท้จริง หากเพียงมีความเข้าใจตามแนวทางอันเป็นแบบอย่างเดียวกัน(พุทธวจน) โดยเข้าใจ
หลักธรรมหลัก อันเป็นพื้นฐานของหลักธรรมย่อยๆ ได้แก่ หลักอริยสัจ ๔ หลักปฏิจจสมุปบาท
หลักอิทัปปัจยตา หลักไตรลักษณ์ ซึ่งมีหลักธรรมย่อยๆที่เกี่ยวข้องกับความมั่นคง อาทิ ศีล ๕
อปริหานิยธรรม อริยมรรคมีองค์๘ พรหมวิหาร ๔ ทศพิธราชธรรม จักรวรรดิ ๑๒ พละ๕ กุศลกรรม
อกุศลกรรม เป็นต้น
จากแนวคิดด้านความมั่นคงของชาติซึ่งมีประชาชนมีบทบาทเป็นศูนย์กลางของพลัง
อำนาจในทุกด้าน เมื่อเสริมคนให้แข็งแกร่งด้วยนำหลักคำสอนไปปฏิบัติงานตามหน้าที่ของตนเอง
องค์กร สังคม ความมั่นคงจะเกิดขึ้นอย่างยั่งยืน ขจัดสิ้นในเงื่อนไขต่างๆที่นำไปสู่การบ่อนทำลายความ
มั่นคงของชาติ อาทิ ความมั่นคงด้านการเมือง เป็นรัฐบาลมีเสถียรภาพ ประชาชนส่วนใหญ่เชื่อมั่น
ศรัทธาบ้านเมืองมีความสงบเรียบร้อย ด้านเศรษฐกิจประชาชนอยู่ดีกินดี มีความพอเพียงตามคำสอน
ช่วยเหลือเกื้อกูลกันไม่เอาเปรียบกัน ด้านสังคม มีความเป็นเอกภาพของคนในชาติ มีความเป็นธรรม
ในสังคม มีคุณภาพชีวิตที่ดีร่วมกัน ด้านการทหาร มีกำลังทหารที่เข้มแข็งพร้อมอาวุธยุทโธปกรณ์ที่
จำเป็นและพอเพียง โดยกำลังทหารขวัญดีและกล้าหาญเพราะมีธรรม ด้านเทคโนโลยีการพลังงานและ
สิ่งแวดล้อมมีใช้อย่างสมดุลได้ด้วยปัญญาธรรมค
ข้อเสนอแนะ ด้วยพระพุทธศาสนาเป็นศาสนาแห่งธรรมชาติหลักคำสอนในพุทธศาสนา
มีทั้งหลักปฏิบัติที่เป็นจริยธรรมคุณธรรม และศีลธรรม ดังนั้นการขับเคลื่อนใดๆ ให้ชาวพุทธควรเข้าใจ
ศาสนาพุทธตามพุทธวจนอย่างเป็นแนวทางเดียวกัน หรือการกำหนดให้พระพุทธศาสนาเป็นศาสนา
ประจำชาติจะเป็นความสามัคคีที่เกื้อกูลต่อความมั่นคงของชาติ

ABSTRACT

As a country’s security does not solely rely on its conventional military might,
essentially, its citizens have to live their lives happily without depression and
suffering. Inevitably, security issues and challenges involve all of its people. So as to
care for both individual’s and nation’s interests in all periods of their lives while the
country is constantly growing, especially in the democracy society, solutions to these
problems have to be based on the leaders’ or authorities’ ethics and morality. They
have to be fair in their judgments while discharging their duties including thinking,
speaking and performing accordingly. Not only Buddhists correctly understand
Buddhism’s teaching and principles (Dhamma), they also appropriately put them into
practice. That is cohesiveness with Dhamma helping strengthen society and secure
the nation. This can essentially restrict the adversary’s freedom of sabotage since the
onset – so called strengthening national security by Buddhism.
This study has three main objectives: 1) to study the concepts related to the
nation’s security; 2) to study the Buddhism’s principles associated with the nation’s
security; and 3) to develop guidelines for strengthening national security by
Buddhism. This study is carried out with a qualitative research utilizing documentary
review and in-depth interview. Five key informants include experts on security and ง
Buddhism. The Buddhism’s teaching related to all aspects of the nation’s security
was inquired and guidelines for strengthening national security by Buddhism were
then analyzed by using analytical method of applying the Four Noble Truths. From
the study, it is found that the dimension of the national security concepts contain
the vital assisting teaching and principles. Experts on security and Buddhism agree
that strengthening national security by Buddhism is greatly sound-some even
emphasize that it should be a main key.
As national security can exist in both abstract and tangible forms, only a
tangible form of the national powers cannot pursue sustained national interests. If
lacking continued support from an abstract one, such as spirit, moral, ideology and
faith in leadership, it is difficult to defeat an adversary or maintain the nation’s
security. Hence, the Thai people are the core or focus of the nation’s security.
Buddhism’s teaching and principles are actually the nature’s principles and
universally, all the Thai population can apply in every day’s activities with ease
bringing benefits for themselves, others and the nation. Only understanding the
Buddha’s words by considering the other fundamental teaching and principles
including the Four Noble Truths, Pratityasamutpada (commonly translated as
dependent origination or dependent arising), the Three marks of existence consisting
of other Buddhist teaching related to security, for instance, the Five Precepts,
Aprihaniyatham – 7 things leading never to decline but only to prosperity; conditions
of welfare, The Noble Eightfold Path, Four sublime states of mind, " virtues of the
king or tenfold virtue of the ruler"), Duties of a Universal King or a Great Ruler,
The Five Strengths, good deeds, sin or bad deeds
According to the national security concepts, the population plays a role of
the center of all national powers. Especially, when the people equipped with the
teaching and principles perform their duties in society or organizations, security tends
to last longer and restrict conditions leading to national security sabotages; for
example, in political security the governance is stable with public trust and the
society is in order and in peace. Economically, the people are well off, satisfied with
self-sufficiency and willingly able to assist other without taking advantages for จ
themselves. Socially, the people are unified as one national unity upholding justice
and enjoying better life quality. Military is strong, well-trained and well-equipped
and with high-moral and courage because of Dhamma. In addition, technologically,
power resources and environments are used in a sustained and balanced manner
with enlightened wisdom.
Recommendations: As Buddhism is the religion of freedom, Buddhism’s
principles encompass practical guidelines on ethics and morality. Thus, any drive to
make Buddhists understand the Buddhism according to Buddha’s words in the same
fashion or designating the Buddhism as the nation’s religion can be unified factors to
foster the nation’s security.
