โครงการบริการอินเทอร์เน็ตความเร็วสูงด้วยเทคโนโลยี WiFi โดยไม่คิดค่าใช้จ่ายเพื่อ
ประโยชน์สาธารณะ (ICT Free WiFi) เป็นโครงการตามนโยบายของรัฐบาล ที่กระทรวงเทคโนโลยี
สารสนเทศและการสื่อสารซึ่งเป็นผู้รับนโยบาย และได้มอบหมายให้ บริษัท ทีโอที จำกัด (มหาชน)
เป็นผู้ดำเนินโครงการ โดยสนับสนุนงบประมาณจำนวน ๙๕๐ ล้านบาท สำหรับจัดหาระบบ และ
อุปกรณ์ในการให้บริการเท่านั้น ไม่รวมถึงค่าใช้จ่ายในการให้บริการและค่าบำรุงรักษาระบบและ
อุปกรณ์ผู้ศึกษาจึงมีความสนใจศึกษาแนวทางการหารายได้ในการให้บริการอินเทอร์เน็ตความเร็วสูง
ด้วยเทคโนโลยี WiFi โดยไม่คิดค่าใช้จ่าย โดยมีวัตถุประสงค์๑) เพื่อศึกษารูปแบบการให้บริการ WiFi
ในเชิงธุรกิจของผู้ให้บริการในต่างประเทศ ๒) เพื่อศึกษาแนวทางการดำเนินธุรกิจหารายได้จาก
โครงข่าย ระบบ และอุปกรณ์ของ ICT Free WiFi โดยไม่ส่งผลกระทบต่อบริการฟรีไวไฟโดยไม่คิด
ค่าใช้จ่ายของรัฐบาล และ ๓) เพื่อเสนอทำแนวทางในการหารายได้มาสนับสนุนการให้บริการฟรีไวไฟ
ในที่สาธารณะตามโครงการ ICT Free WiFi เพื่อช่วยลดภาระค่าใช้จ่ายของ บมจ. ทีโอที และรัฐบาล
โด ย วิธีก าร ศึก ษ าเป็ น ก ารวิจั ย เชิ งคุณ ภ าพ (Qualitative Research) แบ บ วิจัย เอ ก สาร
(Documentary Research) และการสัมภาษณ์ โดยใช้ข้อมูลปฐมภูมิ {Primary Data) และข้อมูล
ทุติยภูมิ (Secondary Data)
ผลการศึกษาพบว่าระบบ โครงข่าย และอุปกรณ์ในการให้บริการ ICT Free WiFi มี
ศักยภาพเพียงพอในการนำไปให้บริการเพื่อหารายได้ในเชิงธุรกิจ ด้วยการ Bundle บริการ WiFi เข้ากับบริการอื่นๆของ บมจ. ทีโอที รวมถึงการให้บริการ TOT WiFi เช่าใช้ SSID และการเสนอขาย
บริการ WiFi ไปยังกลุ่มนักท่องเที่ยว และเมื่อนำข้อมูลมาวิเคราะห์ความคุ้มค่าในการลงทุนโดย
เปรียบเทียบกรณีศึกษาระหว่าง กรณีไม่นำโครงการไปหารายได้เพิ่ม และกรณีเมื่อนำโครงการไปหา
รายได้เพิ่ม พบว่ากรณีการนำโครงการไปหารายได้เพิ่ม สามารถลดภาระค่าใช้จ่ายของรัฐบาลตลอด
ระยะเวลาที่ให้บริการเป็นจำนวนเงินรวม ๑,๙๗๘.๗๒ ล้านบาท หรือคิดเป็นมูลค่าปัจจุบันจำนวนรวม
๑,๔๑๘.๘๒ ล้านบาท โดยทั้งสองกรณีนี้อยู่บนพื้นที่ฐานที่ให้บริการหรือดำเนินการเพื่อประโยชน์
สาธารณะโดยไม่หวังผลกำไร และจากการสัมภาษณ์ผู้บริหารระดับสูงของ บริษัท ทีโอที จำกัด
(มหาชน) จำนวน ๓ ท่าน ทราบว่าทั้งสามท่านมีความเห็นตรงกันและสนับสนุนแนวทางการหารายได้
ตามที่ผู้ศึกษาได้ทำการศึกษาไว้ ABSTRACT

The project of providing high speed internet using WiFi technology for
free (ICT Free WiFi) is one of the Thai government policies for the benefits of
Thai people. The Ministry of Information and Communication Technology, which is
the project organizer, has assigned the TOT Public Company Limited to be in charge
of the project by supporting the budget worth 950 million baths for acquiring
systems and equipment for providing internet services for people. However, this
budget does not cover operating and maintenance costs. Therefore, the researcher
would like to solve this problem by doing this research. The objectives of this
research are 1) to study the patterns of WiFi service providing from business
companies outside Thailand, 2) to study how to get revenue from networks, systems
and equipment of the ICT Free WiFi project without damaging effect to the
government policies of free services and 3) to offer proposals for additional revenue
to reduce financial burden of the TOT Public Company Limited and the government
for providing the ICT Free WiFi project. The research uses methodology of Qualitative Research, Documentary Research and interview for Primary and Secondary Data for
the research.
The results of the research found that systems, networks and equipment
of the ICT Free WiFi project has potential for gaining revenue by bundling the Free
WiFi service to the other TOT’s services including SSID services and WiFi for tourists.
Moreover, feasibility study analysis comparing between the original project without
bundling services to the TOT’services with the research’s proposal project found that
the research’s proposal project will be able to reduce financial burden for the
government worth 1,978.72 million baths over three year service or 1,418.82 million
baths for the present value. Significantly, the analysis of both cases bases on the
principle of providing WiFi as nonprofit service according to the government policy.
Finally, the interviews from three exclusive CEOs of the TOT Public Company Limited
found that all of the CEOs strongly agree and would actively support the research’s
proposal project.
