กองทัพเรือมีหน้าทีในการปกป้ องอธิปไตยและรักษาผลประโยชน์ของชาติทางทะเล
โดยมีทัพเรือภาคที๑ เป็ นหน่วยใช้กาลัง รับผิดชอบพื ํ +นทีอ่าวไทยตอนบน ซึงมีทีตั+งทางทหารและ
แหล่งเศรษฐกิจทีสําคัญของประเทศ อีกทั+งยังเป็ นทีตั+งแหล่งพลังงานทีใช้ในการผลิต
กระแสไฟฟ้ าสําหรับใช้ภายในประเทศ ประมาณ ๗๐ เปอร์เซ็นต์ หากแหล่งพลังงานนี+ถูกทําลาย
หรื อถูกก่อวินาศกรรม ก็จะส่งผลกระทบกับระบบเศรษฐกิจและความมันคงของชาติอย ่าง
หลีกเลียงไม่ได้ เนืองจากชายหาดมีลักษณะลาดยาวตลอดแนวชายฝัง ซึงง่ายต่อการถูกแทรกซึม
ทางทะเล หากมีสถานการณ์วิกฤติเกิดขึ+น มาตรการทีใช้อยู่ในปัจจุบันไม่น่าจะเพียงพอ ดังนั+น
การทําให้พื+นทีดังกล่าวมีความปลอดภัยจึงเป็ นสิงทีจําเป็ น
เอกสารวิจัยฉบับนี+จึงได้ทําการศึกษาการกาหนดก ํ าลังรบทีเหมาะสมในพื ํ +นทีอ่าว
ไทยตอนบน ตลอดจนปัญหาทีเกิดขึ+นจากการใช้กาลังในพื ํ +นที โดยเทียบเคียงกบแนวคิดหรือ ั
หลักนิยมของต่างประเทศ เพือหาแนวทางในการพัฒนาระบบป้ องกนฝั ั งของทัพเรือภาคที ๑ ให้
เป็ นไปอยางมีประสิทธิภาพ ่
ผลการวิจัยพบว่า แนวคิดในการใช้กาลังในการป้ องก ํ นฝั ั งของ ทร.ไทย และ ทร.
ต่างประเทศ มีความเหมือนกน คือ ใช้การป้ องก ั นในทางลึก (Defense in Depth) เป็ นหลัก โดย ั
วางเรื อขนาดใหญ่ทีมีขีดสมรรถนะสู งไว้ชั+นนอก และเรื อตรวจการณ์ขนาดเล็กอยู่ชั+นใน
ปฏิบัติงานร่วมกบปื นใหญ ั ่รักษาฝัง และสนามทุ่นระเบิด สิงเดียวทีแตกต่างคือ ทร.ไทย ยังไม่มี
ฐานยิงอาวุธปล่อยนําวิถี พื+น – สู่ – พื+น ทีอยู่บนบก สําหรับแนวทางการพัฒนาระบบป้ องกนฝั ั ง
ของทัพเรือภาคที ๑ นั+น ผลการวิจัยทีออกมาได้แก่ ดําเนินการติดตั+งเรดาร์ตรวจการณ์พื+นนํ+าให้
ครอบคลุมพื+นทีเป้ าหมายทีรับผิดชอบ ทําการฝึ กปฏิบัติการร่วมระหว่าง ทรภ.๑ กบ สอ.รฝ. ทั ั +ง
ทางยุทธวิธีและทางยุทธการ จัดหายาน UAV เพือให้กาลังพลได้ฝึ กใช้จนสามารถจัดทําเป็ นหลัก ํ
นิยมได้ จัดหาอาวุธปล่อยนําวิถีชนิดพื+น – สู่ – พื+น ทีมีฐานยิงอยูบนฝั ่ งในลักษณะเคลือนทีได้ รวมทั+ง
จัดหาทุ่นระเบิดทางรุกชนิดติดปลายปี กเครืองบิน ทร. ได้จากทวีปยุโรป ทั+งนี+อยู่ในกรอบเวลา ๑๐ ปี
หากสามารถดําเนินการจัดหายุทโธปกรณ์ได้ตามแผน ระบบป้องกนฝั ั งของทัพเรือภาคที ๑ ก็จะมี
ศักยภาพเพิมมากขึ+น

ABSTRACT
Title Developing the coastal defense system of the First Naval Area Command

The mission of the Royal Thai Navy is to protect its sovereignty and national
interests at sea; whereas, the First Naval Area Command is one of the principal equip combatready Naval Forces under the command of the Royal Thai Navy. The First Naval Area Command
is responsible within the northern area of the Gulf of Thailand. Within the mentioned area, there
are not only combat service supports and military installation facilities, but also other energy
platforms which produce approximately 70 percents of electricity consumed within the country. If
any energy platform is incapacitated or sabotaged, it will affect the national security and its
economic environment inevitably. Due to the fact that Thailand has such a long coastline, it is
quite easy to use military tactic of infiltration from the sea. In such a case, the defensive measure
used currently would imperil the national security undoubtedly. Hence, it is extremely crucial to
secure the mentioned area and maintain the military readiness effectively.
This research studies on apposite force planning for the northern part of the Gulf of
Thailand. The problems on force implication occurred and other related concern in the mentioned
area has been focused and compared with maritime doctrines used by other nations in order to
determine measure in developing the coastal defense system of the First Naval Area Command
effectively.
The research found that the coastal defense concept and force implication used by
the Royal Thai Navy is similar to those used by other maritime nations. The defense in depth is
a core concept applied in which high competence vessel located within the outer ring and the
smaller patrol vessel located within the inner ring working closely with coastal artillery and mine
laying unit. However, the missing piece in coastal defense system which the Royal Thai Navy
needs is surface-to-surface missile launcher on land. In order to develop the coastal defense
system of the First Naval Area Command, it is recommended to improve naval capabilities in 2
several dimensions. First, surveillance radar must be installed to cover the responsible maritime
domain. Second, the First Naval Area Command should annually conduct operational exercise
with the Coastal Defense Command in order to train their personnel both tactically and
operationally. Third, unmanned aerial vehicle (UAV) should be acquired and trained to set a
procedure in our maritime doctrine. Last, surface-to-surface missile with launcher operated on
land and offensive mine attached to naval aircraft should be procured in order to increase its naval
capabilities. The recommendation above should be attained within ten years period in order to
make the coastal defense system in the responsible area working effectively.
