ABSTRACT
Title : Guidelines of the Information Operation of Thai Armed Forces to support of the
insurgency solution in the 3 southern border provinces

Due to unrest in southern Thailand are complex problem including large of factors
and conditions. These are the conditions leading to the idea of the state of Pattani separatist
insurgency by civil war that fought under the 7 steps ladder strategic guideline of the BRN
Coordinate those conducted Information Operations Of psychological operations and
propaganda as important tool cause to the continued violence, existence and always
challenge the problem-solving of the state.
Currently, insurgent group has improved strategy become protracted war that aims to
maintain the masses condition, international organizations conditions and to create a
revolutionary organization in achieving strategic goals and next. According to the mentioned
guidelines which are characterized as asymmetric warfare these success factor is to win the
hearts of the people, information superiority and domination of the news. Therefore Navy as
one of security agencies with the mission and supporting roles in solving insurgency in the
three southern border provinces then began to focus on the Information Operation which provided in the policies of the Navy Commander since fiscal year 2010. But the
implementation has major problem both in terms of their knowledge of the Information
Operation staff whether practitioners and policy level. The problems of converting policy
into practice, and there is no clarity of main responsible agency that allows the Information
Operation to support the issue of insurgency problem in the three southern provinces of the
Navy and without guidelines for the tangible implementation.
The study of principles and theories that related to Information Operation of USA
military then found that the Information Operation concept is important these are
integration of the various practices to focus on the impact or influence the decision of the
opponent's information systems or other target of Cyber Social Groups including action to
protect information and information systems for which appropriate policy response to the
new threat in the form of asymmetric warfare under the current fast changing environment.
With the goal of maintain the superiority of the information under the Information
environment which consists of three functions are related to the management of
information, Information Operation and intelligence Including surveillance and
reconnaissance. In order that principle of Information Operation are capabilities / activities
of the various agency integration to meet the objectives of the policy and the capacity of
higher unit including to Core capabilities, Support Capability and capacity which related the
effective of plan. Require to understand the relationships between capabilities and can be
used properly and effectively for result of Information Operation to defeat the insurgency to
overcome the public mind is important therefore have to adopt the theory that was applied
to analyze the insurgency is divided into subsystems that support the objectives of the
insurgency and the most significant effect of COG of the insurgency has six themes including
political, security and economic security, social and cultural ideologies. Which lesson of
Information Operation British in Malaya. And the United States in Iraq and Afghanistan are
insist the public mind overcome by Information Operation that defined objectives and goals
are related to the evaluation clearly are the key factor to success in the insurgents
defeating.Strategic analysis results of the insurgents fighting by warcraft principal able to set
the COG of the insurgency are public support and the ability to form of critical component
including six systems are political, ideology, culture, security and economic these are
important factor that is related to Information Operation to defeat the insurgency. Besides
there also have factors in the superiority of the information under the Information
environment in which the various dimensions which insurgency group have operated
proactive continuously. Therefore, in order to establish Information Operation of Navy to
support the insurgency problem in the 3 southern border provinces. Therefore focus on the
exploitation of such factors of the solution application to the Policy / Strategy of Information
Operation into practice by establishment of the Navy Information Operation to drive the
policy / strategic Information Operation to the practice of the tactical unit at the area of
responsibility including the need to speed up the process to understand and realize the
importance of the Information Operation to personnel of Navy at all levels, particularly at
the commander level and decision-makers level who determining of the direction and
policies.
