ในอนาคตเหตุการณ์ภัยพิบัติเกิดอย่างมีความถี่มากขึ้นเรื่อยๆ โดยมีตัวอย่างที่เกิดใน
ประเทศต่างๆหลายภูมิภาคทั่วโลก ซึ่งแนวโน้มเหล่านั้นน่าจะเป็นสัญญาณบอกว่ามนุษย์เราควรที่จะ
เริ่มต้นคิดถึงการรับมือสถานการณ์เช่นนั้นอย่างจริงจังและมีวิธีการที่เราสามารถใช้เตรียมตัวรับมือกับ
สถานการณ์เหล่านั้นได้อย่างเฉลียวฉลาดมากขึ้น
การวิจัยจะใช้วิธีวิจัยเชิงพรรณนาและศึกษาวิเคราะห์โดยการรวบรวมข้อมูลที่ได้จาก
การศึกษาค้นคว้าตำราเอกสาร ระเบียบ พรบ. ข้อตกลงต่างๆ และข้อมูลต่างๆ ของทางราชการ
ทฤษฎีหลักการที่เกี่ยวข้อง รวมทั้งสัมภาษณ์ผู้บริหารและผู้ใช้บริการมาใช้เป็นแนวทางการพัฒนา
พร้อมกับรวบรวมข้อมูลสิ่งอำนวยความสะดวกขั้นพื้นฐานสำหรับผลการวิจัยพบว่าภัยพิบัติที่เกิดขึ้นใน
ประเทศไทย ส่วนมากเป็นเรื่องการบริหารจัดการเรื่องน้ำ (น้ำท่วม) คงจะสังเกตได้ว่า เดี๋ยวนี้ภัย
ธรรมชาติเกิดขึ้นบ่อยมากๆ ทั่วทุกภูมิภาคของโลก ซึ่งส่วนหนึ่งก็เกิดจากน้ำมือของมนุษย์เราเองที่ไป
เร่งให้ปรากฏการณ์เหล่า นี้เกิดเร็วยิ่งขึ้น อย่างไรก็ดี การเตรียมพร้อมรับมือกับภัยพิบัติเหล่านี้ก็เป็น
เรื่องสำคัญมากๆโดยเฉพาะเรื่องน้ำท่วม โคลนถล่มอย่างแรกเลยคือ ควรติดตามข่าวพยากรณ์อากาศ
ของกรมอุตุนิยมวิทยาในช่วง ที่มีฝน เมื่อมีการเตือนภัยให้อพยพ ควรอพยพไปอยู่ในที่สูงหรืออาคารที่
มั่นคงแข็งแรง ทั้งคนและสัตว์เลี้ยง ขนย้ายข้าวของเครื่องใช้ไว้ในที่ที่พ้นน้ำโดยเฉพาะเครื่องใช้ไฟฟ้า
ถ้าอยู่ในพื้นที่ราบใกล้ภูเขาให้ระวังน้ำป่าไหลหลากให้ดี เพราะกระแสน้ำจะมีความรุนแรงมาก ระวัง
อย่าสัญจรไปมาบนทางเลียบภูเขาช่วงที่ฝนตกหนักโอกาสเกิดดินโคลนถล่มมีสูงมาก อย่าขับรถลงไป
ในกระแสน้ำหลากแม้จะบนพื้นถนนก็ตามครับ หลังน้ำท่วมระวังโรคระบาดด้วยครับ ทั้งเชื้อราและโรคเกี่ยวกับระบบทางเดินอาหาร ภัยที่เกิดขึ้นเนื่องจากมีน้ำเป็นสาเหตุ อาจจะเป็นน้ำท่วม น้ำป่า หรืออื่น
ๆ โดยปกติ อุทกภัยเกิดจากฝนตกหนักต่อเนื่องกันเป็นเวลานาน บางครั้งทำให้เกิดแผ่นดินถล่ม อาจมี
สาเหตุจากพายุ หมุนเขตร้อน ลมมรสุมมีกำลังแรง ร่องความกดอากาศต่ำมีกำลังแรง อากาศ
แปรปรวน น้ำทะเลหนุน แผ่นดินไหว เขื่อนพัง ทำให้เกิดอุทกภัยได้เสมอ แบ่งได้ ๒ ชนิด
๑.๑ อุทกภัยจากน้ำป่าไหลหลากและน้ำท่วมฉับพลัน เกิดจากฝนตกหนักติดต่อกันหลาย
ชั่วโมง ดินดูดซับไม่ทัน น้ำฝนไหลลงพื้นราบอย่างรวดเร็ว ความแรงของน้ำทำลายต้นไม้ อาคาร ถนน
สะพาน ชีวิต ทรัพย์สิน
๑.๒ อุทกภัยจากน้ำท่วมขังและน้ำเอ่อนอง เกิดจากน้ำในแม่น้ำ ลำธารล้นตลิ่ง มีระดับสูง
จากปกติ ท่วมและแช่ขัง ทำให้การคมนาคมชะงัก เกิดโรคระบาด ทำลายสาธารณูปโภค และพืชผล
