การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ภัยคุกคามรูปแบบใหม่ที่ส่งผลกระทบต่อความ
มั่นคงของประเทศไทย ศึกษาและวิเคราะห์วิธีการจัดทำงบประมาณรายจ่ายประจำปีของกองอำนวยการรักษา
ความมั่นคงภายในราชอาณาจักร ศึกษาผลกระทบจากงบประมาณที่กองอำนวยการรักษาความมั่นคงภายใน
ราชอาณาจักรได้รับจัดสรรเพื่อรองรับต่อภัยคุกคามรูปแบบใหม่ในทศวรรษหน้า ตลอดจนให้ข้อเสนอแนะใน
การเตรียมการด้านงบประมาณเพื่อรองรับต่อภัยคุกคามรูปแบบใหม่ในทศวรรษหน้า การดำเนินการวิจัย
ใช้รูปแบบการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) แบบวิจัยเอกสาร (Documentary Research)
และการสัมภาษณ์เชิงลึก (In-depth Interview)
ผลการศึกษาวิจัยพบว่า ภัยคุกคามรูปแบบใหม่ที่ประเทศไทยต้องเผชิญในทศวรรษหน้า และส่งผล
กระทบต่อความมั่นคงของประเทศ ยังคงเป็นภัยคุกคามที่ต่อเนื่องจากปัจจุบัน ความรุนแรงจะเพิ่มขึ้นหรือลดลงขึ้นอยู่กับขีดความสามารถในการแก้ไขปัญหา โดยภัยคุกคามเหล่านั้น ได้แก่ ความไม่สงบในพื้นที่จังหวัด
ชายแดนภาคใต้ การก่อการร้ายและอาชญากรรมข้ามชาติยาเสพติด แรงงานต่างด้าวและผู้หลบหนีเข้าเมือง
การทำลายทรัพยากรธรรมชาติและความยากจน ซึ่งในการแก้ไขปัญหาเหล่านี้ เป็นอำนาจหน้าที่ของ
กองอำนวยการรักษาความมั่นคงภายในราชอาณาจักร ตามที่กำหนดไว้ในพระราชบัญญัติการรักษาความมั่นคง
ภายในราชอาณาจักร พ.ศ.๒๕๕๑ แต่งบประมาณที่ได้รับไม่เพียงพอต่อการดำเนินการ
เพื่อให้มีงบประมาณที่เพียงพอสำหรับการจัดการต่อปัญหาภัยคุกคามรูปแบบใหม่ในทศวรรษหน้า
กองอำนวยการรักษาความมั่นคงภายในราชอาณาจักร สมควรมีการเตรียมการด้านงบประมาณในเรื่องที่สำคัญ
ต่างๆ เช่น การกำหนดเป้าหมาย/แนวนโยบายในยุทธศาสตร์ของกองอำนวยการรักษาความมั่นคงภายใน
ราชอาณาจักรให้มีความชัดเจน การศึกษาวิเคราะห์ปัญหาภัยคุกคามในส่วนที่เกี่ยวข้อง รวมทั้งแนวโน้มของภัย
คุกคาม การให้ความสำคัญในกระบวนการกลั่นกรองตรวจสอบแผนงานโครงการต่างๆในความรับผิดชอบ
การจัดเตรียมเจ้าหน้าที่ที่มีความชำนาญในการปฏิบัติงานเพื่อพิจารณาแผนงานโครงการ การบูรณาการ
แผนงานโครงการกับส่วนราชการอื่นๆเพื่อลดความซ้ำซ้อนในการเสนอแผนงานโครงการไปยังสำนักงบประมาณ
การจัดทำเอกสารแผนงานโครงการที่มีรายละเอียดเพียงพอและได้มาตรฐานตามแบบฟอร์มที่สำนักงบประมาณ
กำหนด การเตรียมการชี้แจงป้องกันงบประมาณต่อคณะกรรมาธิการพิจารณาร่างพระราชบัญญัติงบประมาณ
รายจ่ายประจำปีงบประมาณ สภาผู้แทนราษฎร และการเร่งรัดการใช้จ่ายงบประมาณในปีปัจจุบันไม่ให้มีผล
การเบิกจ่ายต่ำ เป็นต้น
หากไม่มีการเตรียมการหรือปรับปรุงแก้ไขดังกล่าว ปัญหาภัยคุกคามรูปแบบใหม่จะไม่ได้รับการแก้ไข
อย่างเป็นระบบและมีประสิทธิภาพ และกองอำนวยการรักษาความมั่นคงภายในราชอาณาจักรจะประสบปัญหา
ในเรื่องงบประมาณที่ขาดแคลนต่อไป เนื่องจากสำนักงบประมาณจะยังคงจัดสรรวงเงินงบประมาณในกรอบ
เดิมหรือใกล้เคียง เว้นแต่เพียงว่ากองอำนวยการรักษาความมั่นคงภายในราชอาณาจักร จะสามารถแสดงให้
เห็นถึงการจัดทำงบประมาณตามขั้นตอนที่มีประสิทธิภาพ มีเอกสารประกอบที่สมบูรณ์และสามารถอธิบายการ
ดำเนินการในแต่ละแผนงานโครงการในเชิงวิชาการได้อย่างถูกต้อง ครบถ้วน มีข้อมูลผลการดำเนินงานที่เป็น
รูปธรรมในเชิงประจักษ์ซึ่งล้วนเกี่ยวข้องกับการพัฒนาปรับปรุงการดำเนินงานของหน่วยขึ้นตรงของ
กองอำนวยการรักษาความมั่นคงภายในราชอาณาจักรทุกหน่วยงาน

The purposes of this research were to study and analysis the next decade non
traditional threats affect the stability of Thailand , study and analysis how to prepare the
annual budget of the Internal Security Operations Command , study the effects of the
budget that the Internal Security Operations Command has been allocated for the next
decade non traditional threats as well as suggestions in the preparation of the budget for the
next decade non traditional threats. This study employed a qualitative research method
consisting of documentary research and in-depth interview.
The findings revealed that non traditional threats that Thailand has to face in the
next decade and affect the stability of the country remains a threat continuous current.
Intensity can be increased or decreased depending on the capabilities of the solution.
By those threats are the unrest in the Deep South , terrorism and transnational crime , drug ,
migrant workers and fugitive immigrants , destruction of natural resources and poverty. To resolve these problems , it is the authority of the Internal Security Operations Command
as defined in the Internal Security Act BE 2551. But the budget is not enough to perform.
To obtain adequate budget for management the next decade non traditional
threats , the Internal Security Operations Command should prepare the budget for important
matters such as clearly targeted and guidelines in the strategic , study and analysis the
threats involved and likely future threats , feature in the screening and monitoring project
process , prepare staff with expertise , integrating projects among other agencies to reduce
the redundancy in the proposed plan to the Bureau of the Budget , documented project
plan with sufficient detail and defined a standard form of the Bureau of the Budget , defense
budget preparation explained to the House of Representatives Committee's draft budget for
the fiscal year , accelerated spending in the current year not to have the low disbursement.
If no arrangements or revised , the next decade non traditional threats will not be
solved in a systematic and effective. And the Internal Security Operations Command will
continue to experience problems in the budget shortfall next. Because the Bureau of the
Budget will continue to allocate the budget in the same amount or nearby. Except that the
Internal Security Operations Command be able to demonstrate the budgeting process
effective , having a complete documentation , explaining the implementation of the project
plan in academics is accurate and complete and performance data is concrete empirical.
These are involved in the development and implementation of the Internal Security
Operations Command to all.
