การวิจัยเรื่อง แนวทางการปรับบทบาทกองทัพเรือเพื่อรองรับการเข้าสู่ประชาคมอาเซียนเป็น
วิธีการวิจัยเชิงคุณภาพ (Qualitative Research) มีวัตถุประสงค์เพื่อศึกษาประเด็นสำคัญของประชาคม
อาเซียน และความเชื่อมโยงระหว่างเสาหลักทั้งสาม การวิเคราะห์ถึงผลกระทบต่างๆ ที่จะเกิดขึ้นต่อ
กองทัพเรือ แนวคิด ทฤษฎีความมั่นคงระหว่างประเทศ ตลอดจนบทบาท หน้าที่ของกองทัพเรือ ที่ได้รับ
มอบหมายจากรัฐบาลและกระทรวงกลาโหม มีความเหมาะสมหรือไม่เพียงไร เพื่อนำไปสู่การปรับปรุง
วิสัยทัศน์และบทบาทของกองทัพเรือในการเข้าสู่ประชาคมอาเซียน ต่อไป
จากผลการวิเคราะห์ที่เกิดจากสภาวะแวดล้อมด้านความมั่นคงทางทะเลในภูมิภาค และ
ผลกระทบอันเกิดจากการจัดตั้งประชาคมการเมืองและความมั่นคงอาเซียน สามารถนำมาตรวจสอบ
วิเคราะห์กับภารกิจหน้าที่และบทบาทการทำงานของกองทัพเรือ เพื่อวิเคราะห์ความพร้อมและสิ่งที่
กองทัพเรือควรจัดให้มีเพื่อรองรับการเข้าสู่การเป็นประชาคมการเมืองและความมั่นคงอาเซียนได้ โดย
ผู้วิจัยจะขอนำเสนอเฉพาะประเด็นสิ่งที่กองทัพเรือควรจัดให้มีในเรื่องต่าง ๆ อันนำมาสู่การวิเคราะห์เรื่อง
การปรับบทบาทของกองทัพเรือ สรุปได้ดังนี้๑. กองทัพเรือควรจัดให้มีหน่วยงานที่รับผิดชอบหน้าที่ในการประสานงาน กำกับดูแลงานด้าน
การต่างประเทศที่เกี่ยวข้องกับการเป็นประชาคมอาเซียน
๒. กองทัพเรือควรจัดให้มีหน่วยงานที่รับผิดชอบหน้าที่เกี่ยวกับงานด้านความมั่นคงทางทะเลที่
เกี่ยวกับการเป็นประชาคมอาเซียน รวมทั้งงานภายใต้กรอบความร่วมมือ มาตรการและข้อตกลงต่าง ๆ ที่
รัฐบาลและกระทรวงกลาโหมกำหนดและพัฒนาขึ้นภายใต้กรอบความร่วมมือของประชาคมอาเซียนได้แก่
หน่วยงานของกองทัพเรือหรือกรมฝ่ายอำนวยการของกองทัพเรือ เพื่อทำหน้าที่รับผิดชอบกำกับดูแลงาน
ด้านนี้ให้บรรลุผลและเป็นไปตามนโยบายของหน่วยเหนือและเป็นไปตามนโยบายของกองทัพเรือต่อไป
๓. กองทัพเรือควรจัดให้มีแนวทางการพัฒนาและเสริมสร้างความร่วมมือด้านความมั่นคงกับ
ประเทศสมาชิกอาเซียนในการแก้ไขปัญหาภัยคุกคามรูปแบบใหม่ โดยจัดตั้งหน่วยงานเพื่อรับผิดชอบ
กำกับดูแล รวมทั้งจัดหาเครื่องมือที่จะใช้ในการแก้ไขปัญหากับภัยคุกคามรูปแบบใหม่ โดยเฉพาะปัญหา
ภัยคุกคามที่ไม่ใช่การกระทำของรัฐ ได้แก่ โจรสลัดและการปล้นเรือ การก่อการร้ายทางทะเล เป็นต้น ใน
ลักษณะของการใช้เครื่องมือร่วมกัน เนื่องจากปัญหาภัยคุกคามดังกล่าวจะเป็นปัญหาภัยคุกคามร่วมใน
ภูมิภาค หลังจากการจัดตั้งประชาคมการเมืองและความมั่นคงอาเซียนบรรลุผลในปี พ.ศ.๒๕๕๘ เรียบร้อยแล้ว
๔. กองทัพเรือควรจัดให้มีการสร้างความร่วมมือด้านข่าวสารร่วม และมาตรการต่าง ๆ ที่เกิดขึ้น
ภายใต้กรอบความร่วมมือจากการเป็นประชาคมอาเซียน รวมทั้งมาตรการต่าง ๆ ที่จะนำมาใช้ในการแก้ไข
ปัญหาภัยคุกคามรูปแบบต่าง ๆ ที่เกิดขึ้นในภูมิภาค และกระทบกับความมั่นคงทางทะเล ด้วยการ
ปฏิบัติการทางเรือร่วมกันของชาติสมาชิกอาเซียน โดยจัดตั้งศูนย์ควบคุม สั่งการ และอำนวยการปฏิบัติใน
ลักษณะของศูนย์ปฏิบัติการร่วม ชึ่งขณะนี้ประเทศสมาชิกอาเซียนยังไม่ได้พิจารณาและจัดตั้งขึ้นเพื่อ
รองรับภารกิจดังกล่าว ดังนั้น กองทัพเรือควรจะแสดงบทบาทนำด้วยการริเริ่มจัดตั้งศูนย์ดังกล่าวในฐานะ
ประเทศสมาชิกผู้ช่วยก่อตั้งอาเซียนต่อไปABSTRACT

Research Approach to the role of the Royal Thai Navy to support the ASEAN
