ประโยชน์ต่อการเป็นประชาคมเศรษฐกิจอาเซียนในปี ๒๕๕๘

วัตถุประสงค์ของการวิจัยในครั้งนี้ เพื่อศึกษาแนวคิดกลยุทธ์ของประเทศต่างๆ ในระบบ
ห้วงอากาศแบบไร้พรมแดน ทฤษฎีการจัดการเชิงกลยุทธ์ และทฤษฎีอื่นๆ ตลอดจนศึกษาแนวคิดการเข้าสู่
ประชาคมเศรษฐกิจอาเซียน (AEC) เกี่ยวกับผลกระทบและการเตรียมพร้อมที่เกี่ยวข้องกับการบริการ
จราจรทางอากาศ ตามที่ บวท. ได้รับมอบหมายทั้งทางตรงและทางอ้อม รวมทั้งศึกษาแนวทางในการ
จัดทำโครงการ Seamless ASEAN Sky ของ บวท. เพื่อบูรณาการความร่วมมือ และผลักดันให้เกิด
ประโยชน์ต่อการเป็น AEC ในปี ๒๕๕๘
ผลการวิจัยพบว่า มีปัจจัยที่เป็นปัญหาและอุปสรรคอยู่ ๔ ด้าน คือ ด้าน Human
บุคลากรหรือเจ้าหน้าที่ควบคุมจราจรทางอากาศ ยังไม่คุ้นเคยกับการให้บริการแบบใหม่ทดแทนการใช้
Voice ซึ่งจะถูกทดแทนด้วย Data Link ด้าน Machine ยังไม่มีเครื่องไม้เครื่องมือที่ทันสมัยพร้อมใช้
งานและไม่คุ้นเคย ด้าน Media จะต้องวางระบบเครือข่ายที่ครอบคลุมและไร้การรบกวน สามารถ
ให้บริการได้อย่างมีประสิทธิภาพ และ ด้าน Moral จะต้องมีการบังคับใช้กฎหมายอย่างจริงจังและ
เด็ดขาด เพื่อป้องกันอันตรายที่อาจเกิดขึ้นต่อชีวิตและทรัพย์สินของผู้โดยสารเครื่องบินได้ABSTRACT

The objective of this research were to study about the strategic guide
line of other countries which implement the Seamless Sky, strategic management
theory, and other theories and also guide line of AEC joint cooperation that should
be impacted with the air traffic service of the Aeronautical Radio of Thailand Ltd.
directly or indirectly. Including to review the Seamless ASEAN Sky Project for
integration of cooperation and support for AEC benefits in 2015.
The research found that the problems and threat factors that could
be in 4 parts: Human factor, especially the air traffic controllers could not use the
new technology very well due to technology transition from voice to data link.
Machine factor, that could be related with human factor with skills and training with the new technology. Media factor, need to get rid of the noise interference
frequency and increase the service efficiency. And Moral factor, about the law
concerning with uncontrolled rockets (Bang Fai) in the north-eastern that would be
dangerous with the commercial aircrafts, And also forest fire or smog that can
reduce the aviation’s visibility. That is depend on the law enforcement for the
safety of life and property.
