บทคัดย่อ ชื่อเรื่อง : แนวทางการปฏิบัติ เพื่อลดเหตุความรุนแรง ในพื้นที่ ๓ จังหวัดชายแดนภาคใต้ ของหน่วยปฏิบัติงานด้านความมั่นคง GUIDELINES TO MITIGATE IN THAILAND IN THREE SOUTHERN BORDER PROVINCES THE VIOLENCS SITUATION โดย : พันเอก วรจิตร ศาสตร์ศิลป์ สาขาวิชา : ความมั่นคง อาจารย์ที่ปรึกษาเอกสารวิจัย : พ.อ. (ศุภธัช นรินทรภักดี) สิงหาคม พ.ศ.๒๕๕๗ การวิจัย“แนวทางการปฏิบัติเพื่อลดเหตุความรุนแรงในพื้นที่ ๓ จังหวัดชายแดนภาคใต้” มีวัตถุประสงค์เพื่อศึกษาถึงโครงสร้าง ยุทธศาสตร์ ยุทธวิธี ของขบวนการก่อความไม่สงบที่รับผิดชอบ ต่อเหตุการณ์ความรุนแรงที่เกิดขึ้น ในพื้นที่ ๓ จังหวัดชายแดนภาคใต้ ภายใต้กรอบทฤษฏีและขั้นตอน ที่จะนำไปสู่ความสำเร็จ บันได ๗ ขั้น และศึกษาถึงนโยบาย ยุทธศาสตร์ของรัฐบาล และแนวคิดการ ปฏิบัติทางยุทธวิธีของหน่วยปฏิบัติงานด้านความมั่นคง ในการที่จะต่อสู้กับกลุ่มขบวนการก่อความไม่ สงบ เพื่อลดเหตุความรุนแรง ในพื้นที่ ๓ จังหวัดชายแดนภาคใต้ จากยุทธศาสตร์ ยุทธวิธีและข้อเท็จจริง โดยเป็นการวิจัยเชิงคุณภาพ แบบวิจัยเอกสาร (Documentary Research) ใช้ข้อมูลปฐมภูมิ(Primary data) กับข้อมูลทุติยภูมิ (Secondary data) ผลการวิจัยพบว่า แนวทางการปฏิบัติ เพื่อลดเหตุความรุนแรง ในพื้นที่ ๓ จังหวัดชายแดนภาคใต้ ของหน่วยปฏิบัติงานด้านความมั่นคง ถ้าหากไม่ได้รับการปรับปรุง ในแนวทางแก้ปัญหาที่ถูกต้องตาม ข้อเท็จจริงแล้ว ก็จะไม่สามารถลดเหตุความรุนแรง หรือยุติสถานการณ์การก่อความไม่สงบที่เกิดขึ้น ในพื้นที่จังหวัดชายแดนภาคใต้ได้อย่างยั้งยืนต่อไปและจะกระทบต่อความมั่นคงของประเทศดังนี้ ๑. จากสถานการณ์การก่อความไม่สงบที่เกิดขึ้น ในพื้นที่จังหวัดชายแดนภาคใต้ ตั้งแต่ปี พ.ศ.๒๕๔๗ จนถึงปัจจุบัน ได้เกิดเหตุการณ์จำนวน 8,540 ครั้ง เสียชีวิต จำนวน 5,325 ราย บาดเจ็บ จำนวน 9,965 ราย ซึ่งผลการสูญเสียจากเหตุการณ์ ทำให้เด็กเสียชีวิตจากเหตุการณ์จำนวน 65 ราย โรงเรียนและสถานที่ราชการถูกเผาหลายแห่ง ขบวนการก่อเหตุรุนแรงที่อยู่เบื้องหลังการก่อเหตุทั้งสิ้น คือขบวนการ “BRN-Coordinate” นั่นเอง สถานการณ์ในการก่อความไม่สงบที่เกิดอาจเกิดจากความขัดแย้งในทางการเมืองและการปกครองมาตั้งแต่อดีตจนเกิดมีการสะสมมาช้านาน จึงเกิดขบวนการใน การที่จะต่อสู้ เพื่อให้ได้มาซึ่งการปกครองตนเองของชาวไทยเชื้อสายมลายูที่นำเงื่อนไขทางศาสนามา เป็นแนวทางในการต่อสู้ด้วยอาวุธ โดยที่บิดเบือนข้อเท็จจริงของสถานการณ์ที่เกิดขึ้น และคิดรวบยอด เหมาเองว่ามลายูคือ มุสลิม มุสลิมคือ มลายูเท่านั้น จากเงื่อนไขฝ่ายขบวนการแบ่งแยกดินแดนใช้เป็น เงื่อนไขหลักในการปลุกระดมมวลชน ต่อกลุ่มเป้าหมายประชาชนไทยเชื้อสายมลายูมุสลิมโดยต่อเนื่อง เพื่อดึงประชาชนให้มาร่วมขบวนการต่อสู้ และสร้างความสำนึกร่วมให้เข้าใจว่าในการดำเนินการครั้งนี้ เป็นสงครามของประชาชนโดยแท้จริง เพื่อความคงอยู่ของคนเชื้อชาติมลายูท้องถิ่นและศาสนาอิสลาม ถือเป็นสงครามเพื่อพระเจ้านั่นเอง หรือสงครามศักดิ์สิทธิ์ หรือ “ญีฮาด” สำหรับเป้าหมายสุดท้ายของ กลุ่มขบวนการ คือ การสถาปนารัฐปัตตานีขึ้นมาใหม่ “รัฐอิสลาม” เป็นประเทศ “ปัตตานีดารุสลาม” ๒. สำหรับการปฏิบัติงานของเจ้าหน้าที่รัฐทุกฝ่าย มีกระทรวงหลักคือ กระทรวงกลาโหม กระทรวงมหาดไทย กระทรวงศึกษาธิการ กระทรวงยุติธรรม กระทรวงวัฒนธรรม ต้องมีนโยบายหลัก ให้เป็นไปในแนวทางเดียวกันก็คือ นำสันติสุขกลับคืนพื้นที่จังหวัดชายแดนภาคใต้ ให้จงได้ ด้วยการจัด โครงสร้างที่มีเอกภาพ ซึ่งจะเป็นโครงสร้างของกองอำนวยการรักษาความมั่นคงภายในราชอาณาจักร ในปัจจุบัน แต่ต้องมีการบังคับบัญชาเพียงหนึ่งเดียวเท่านั้น และต้องมีความต่อเนื่องในการปฏิบัติงาน จะต้องจัดลำดับความสำคัญ และความเร่งด่วนในภาพรวม อย่างถูกต้อง และทันสถานการณ์สำหรับ การพัฒนาอาชีพ และฟื้นฟูจิตใจด้วยการปฏิบัติกิจทางศาสนาที่ถูกต้องของอิสลาม การประชาสัมพันธ์ สู่โลกมุสลิม ฝ่ายรัฐควรพัฒนาความสัมพันธ์กับ OIC และกับมวลสมาชิกโดยเฉพาะ ประเทศมาเลเซีย ประเทศอินโดนีเซีย และประชาชนชาวไทยเชื้อสายมลายูที่อยู่ต่างประเทศ จะต้องได้รับรู้ข้อเท็จจริงใน จังหวัดชายแดนภาคใต้ จากประชาสัมพันธ์ด้วยสื่อ และเชื้อเชิญมาสัมผัสด้วยตนเอง ในด้านการศึกษา ของเด็กเยาวชน ตั้งแต่ตาดีกา ปอเนาะ โรงเรียนเอกชนสอนศาสนา ควรส่งเสริมการศึกษาทั้งสองด้าน ซึ่งล้วนมีความจำเป็นแต่ต้องมีมาตรฐานในการศึกษา ๓. เจ้าหน้าที่ของรัฐไทยเป็นส่วนสำคัญยิ่ง ที่จะต้องแก้ไขปัญหาที่เกิดขึ้นนี้ให้จงได้ เพราะ ต้นตอของสาเหตุที่แท้จริงมันเกิดจากเบื้องลึกของจิตใจ ที่มีการสะสมกันมาเป็นระยะเวลานาน ดังนั้น เจ้าหน้าที่ของรัฐจะต้องมีความอดทน อดกลั้นให้ถึงที่สุด มิฉะนั้นก็จะตกหลุมพรางของขบวนการ เช่น เหตุการณ์กรือเซะ ตากใบ แม้จะต้องเสียชีวิตก็ต้องยอมเพราะเป็นหน้าที่ที่จะต้องปกป้องแผ่นดินไทย ภายใต้กฎหมายรัฐธรรมนูญฉบับเดียวกันกับยอมรับความแตกต่างแต่ไม่แตกแยก สำหรับแนวคิดในการ แก้ไขปัญหาความรุนแรงในพื้นที่จังหวัดชายแดนภาคใต้ คือ “เอาชนะที่หมู่บ้าน” โดยการสลายและทำลาย โครงสร้างการปกครองซ้อนอำนาจรัฐในระดับหมู่บ้าน (อาเยาะห์) และกำลัง RKK โดยดำเนินการจัดตั้งชุด คุ้มครองหมู่บ้าน (ชคบ.) ซึ่งเป็นกลยุทธ์ “หนามยอกเอาหนามบ่ง” หรือ “เกลือจิ้มเกลือ”
