ปัญหาการลักลอบเข้าเมืองถือเป็นภัยคุกคามรูปแบบใหม่ที่มีผลกระทบต่อความมั่นคงของชาติ
ซึ่งมีปัจจัยเกื้อหนุน คือ สภาวะความเปลี่ยนแปลงของโลกยุคโลกาภิวัตน์ ทำให้เกิดความเปลี่ยนแปลง
ทางด้านเศรษฐกิจ การเมือง สังคม รวมทั้งความเจริญก้าวหน้าที่เทคโนโลยีและช้อมูลข่าวสาร การ
เปลี่ยนแปลงดังกล่าวนั้นเกิดขึ้นทั้งในแง่บวกและลบ ทำให้แต่ละประเทศเกิดความไม่ทัดเทียมกัน จึง
จำเป็นต้องหาโอกาสเคลื่อนย้ายถิ่นไปยังที่มีความเป็นอยู่ที่ดีกว่า ประเทศไทยมีความเหมาะสมด้านที่ตั้งทาง
ภูมิศาสตร์มีพรมแดนทางธรรมชาติทั้งทางบกและทางทะเลติดต่อกับประเทศเพื่อนบ้านทั้งเมียนมา ลาว
กัมพูชา และมาเลเซีย มีโครงสร้างพื้นฐานด้านการคมนาคมที่ทันสมัย ถือว่าเป็นศูนย์กลางการคมนาคม
หรือ Hub จึงถูกใช้เป็นทางผ่านระหว่างประเทศต้นทาง – ประเทศปลายทาง บางครั้งมีสถานะเป็น
ทั้งประเทศต้นทาง และปลายทางของผู้ลักลอบเข้าเมือง
รัฐบาลได้ให้ความสำคัญและถือเป็นนโยบายเร่งด่วนที่ต้องดำเนินการ ปัญหาการลักลอบเข้า
เมืองมีแนวโน้มเพิ่มขึ้น ทวีความรุนแรง และสลับซับซ้อนมากขึ้น และเกิดขบวนการนำพา อาทิ ผู้ลักลอบ
เข้าเมืองเปลี่ยนสถานะเดินทางเข้าไทยอย่างถูกต้อง เป็นนักท่องเที่ยว นักธุรกิจ นักศึกษา รวมทั้งการ
เข้าไทยโดยอ้างเหตุผลในการรักษาพยาบาล เป็นต้น และจากนั้นก็แฝงตัวอยู่ในไทยเพื่อค้าแรงงาน พักรอ
การเดินทางไปประเทศที่สาม บางส่วนก็ประกอบอาชญากรรมประเภทต่างๆ ที่มีผลกระทบต่อความมั่นคง เช่น การปลอมแปลงหนังสือเดินทาง การลักลอบส่งคนไปประเทศที่สาม ผลกระทบทางเศรษฐกิจ
ได้แก่ กลุ่มปลอมแปลงบัตรเครดิต กลุ่มลักลอบกดเงินที่ตู้เงินสดอัตโนมัติ หรืออาจเชื่อมโยงกับเครือข่าย
กลุ่มก่อการร้ายสากลต่างๆ ที่ใช้ไทยเป็นพื้นที่เคลื่อนไหวหรือฐานปฏิบัติการ เป็นต้น
วัตถุประสงค์ของการวิจัยในครั้งนี้เพื่อศึกษาถึงสภาพปัญหา สถานการณ์และผลกระทบ
ของการลักลอบเข้าเมือง ศึกษาถึงปัญหาอุปสรรคในการปฏิบัติงานและการประสานงานร่วมกับ
หน่วยงานบังคับใช้กฎหมายและหน่วยความมั่นคงอื่น ๆ รวมถึงแนวทางที่มีประสิทธิภาพในการ
ปฏิบัติงานของสำนักข่าวกรองแห่งชาติ ด้านการต่อต้านการลักลอบเข้าเมือง ซึ่งผลการวิจัยเรื่อง
แนวทางในการเพิ่มประสิทธิภาพการปฏิบัติงานของสำนักข่าวกรองแห่งชาติ ด้านการต่อต้านการ
ลักลอบเข้าเมือง ทำให้เจ้าหน้าที่ผู้ปฏิบัติได้เข้าใจถึงสภาพปัญหาและผลกระทบจากการลักลอบเข้า
เมืองโดยชาวต่างชาติ แนวทางในการปฏิบัติของหน่วยงานบังคับใช้กฎหมาย ปัญหา อุปสรรคในการ
ปฏิบัติงาน รวมทั้งการบูรณาการด้านการข่าวทั้งภายในและภายนอกสำนักข่าวกรองแห่งชาติ ซึ่งผล
การศึกษาพบว่าตามหลักการบริหาร 4M ซึ่งประกอบด้วย Man Money Material Management
นั้น หากมีปัญหาสามารถแก้ไขได้ตามห้วงเวลา แต่ที่เป็นปัญหาที่ทำการปฏิบัติการ ไม่รื่นไหล เกิด
จากตัวบุคคล ด้านการประสานงานทั้งในหน่วยงานและภายนอกหน่วยงาน สิ่งที่จำเป็นที่สุดในการ
ประสานงานคือ ยึดเป้าหมายหรืองานเป็นหลัก และควรมีคุณลักษณะส่วนบุคคลที่สามารถสร้างความ
พึงพอใจแก่เพื่อนร่วมงานด้วย “ความซื่อสัตย์ ความจริงใจ และการให้เกียรติ” มีการทำงานเป็นทีม
รวมทั้งในการปฏิบัติการ เจ้าหน้าที่การข่าวต้องมีลักษณะ ALERT เพื่อทำให้การปฏิบัติงานให้ดียิ่งขึ้น

Illegal immigration has been a new threat for Thailand national security.
A Supporting factor to this threat is the globalization which has brought economical,
political, social and technological changes into the country positively and negatively.
Unequal opportunities that have been occurred among the countries make their
people to seek for a better life or better living places. It is considered that Thailand
has been a major destination and/or transit point for immigrants due to its
geographical location whose borders meet Malaysia, Myanmar, Laos and Cambodia
and its convenient transportation infrastructures.
The Thai government has its top priority right on the illegal immigration
problem which is clearly increasing and getting more complexities. The problem
involved with the organized crime groups who facilitate immigrants and help them to
enter the country as legitimate tourists, students as well as patients or people who
need medical treatment in Thailand. After entering to the country, some of these
immigrants might hide themselves in the labour market and wait for the process until
they can go to the third country. Some of them might involve in crimes such as the forged document and the human trafficking. The impact on the economics can be
seen when these immigrants involve in the credit card fraud, ATM scam or have
linkage to the international terrorist group who use Thailand as an operation base to
run their activities.
National Intelligence Agency – NIA is a civilian security agency whose
responsibilities are running intelligence operations and gathering information that
may threaten the security by coordinating with other agencies through the routine
intelligence meetings. Other responsibility is to advise the Prime Minister and the
National Security Council and other related agencies as well as make
recommendations on intelligence, counter intelligence and the security.
An approach to increase the effectiveness of NIA on counter illegal
immigration is to make the officers understand the natures and impacts of problem
that rooted from foreigners. Moreover, it is important to accept how law
enforcement agencies deal with the illegal immigration problem as well as
understand the drawbacks of their works. Integrating intelligence both inside and
outside NIA is also a vital approach. This study has shown that according the 4M
theory (Man, Money, Material and Management), problem can be solved by time.
However, sometimes, when works do not run as smooth as it should be is because
of the intelligence officers themselves. These are how they cooperate/communicate
to each other inside and outside their agencies. The most important thing is that it is
vital for the intelligence officers to be work-oriented. They should impress their
colleagues or people they deal with by their “honest, sincere and honor”.
Intelligence officers should focus more on team work and be alert at all time.
