การปฏิบัติการทางทหาร จ าเป็นต้องมีการข่าวที่ รวดเร็ว ทันเวลา และมีประสิทธิภาพ มีการบูร
ณาการ อย่างมีเอกภาพ รวมถึงความต้องการของผู้ใช้ข่าวในปัจจุบันมีความหลากหลายมากขึ้น ซึ่ง
ระบบงานข่าวกรองในปัจจุบันจ าเป็นต้องใช้แหล่งข่าวกรอง ทุกประเภทให้สามารถตอบสนองความ
ต้องการของผู้ใช้ข่าวได้อย่างมีประสิทธิภาพ และสามารถบอกเหตุแจ้งเตือนได้ทันเหตุการณ์ ใน
ปัจจุบันงานข่าวกรองการภาพ หรือ Imagery Intelligence: IMINT ซึ่งเป็นงานข่าวกรองที่ได้จาก
ภาพถ่ายดาวเทียม หรือภาพถ่ายทางอากาศได้เข้ามามีบทบาทอย่างมากต่องานด้านการข่าวกรองทั้งงาน
ข่าวเพื่อการป้องกันประเทศ และข่าวกรองเพื่อความมั่นคง ไม่ว่าจะเป็นการติดตามสถานการณ์ การ
วิเคราะห์แนวโน้มสถานการณ์ การวิเคราะห์พื้นที่ปฏิบัติการ การเตรียมสนามรบด้านการข่าว รวมถึง
การวางแผนการปฏิบัติการทางทหาร
ในปัจจุบันกองทัพไทยมีขีดความสามารถด้านข่าวกรองการภาพในระดับหนึ่ง และยังไม่เพียง
พอที่จะตอบสนองความต้องการด้านงานข่าวได้อย่างมีประสิทธิภาพ การพัฒนาข่าวกรองการภาพของ
กองทัพไทยที่ผ่านมาเป็นไปอย่างค่อยเป็นค่อยไปและขาดทิศทางการพัฒนา ไม่มีนโยบายและแนวทางที่
ชัดเจนและต่อเนื่อง ขาดการบูรณาการในการปฏิบัติงานระหว่างหน่วยงานและการพัฒนาจัดท า
ฐานข้อมูล รวมถึงการพัฒนาด้านข่าวกรองการภาพยังไม่สามารถน าไปสู่จุดที่สามารถน ามาใช้ประโยชน์ร่วมกันได้อย่างมีประสิทธิภาพ ซึ่งที่ผ่านมายังไม่มีแนวทางหรือแผนการพัฒนาข่าวกรองการ
ภาพของกองทัพไทยส าหรับใช้เป็นแนวทางในการพัฒนา ฯ ได้อย่างชัดเจน ซึ่งการวิจัยมีวัตถุประสงค์
เพื่อศึกษาแนวทางการพัฒนาข่าวกรองการภาพของกองทัพไทย โดยใช้ประเด็นปัญหาในการวิจัย
กล่าวคือ กองทัพไทยจะมีแนวทางพัฒนาระบบงานข่าวกรองการภาพในปัจจุบัน และในอนาคต ให้มี
ประสิทธิภาพได้อย่างไร ซึ่งผลที่ได้จากวิจัยคาดว่าจะเป็นประโยชน์กับการพัฒนาระบบงานด้านข่าว
กรองการภาพของกองทัพไทยได้บ้าง
การวิจัยครั้งนี้เป็นการวิจัยเชิงพรรณนา โดยวิเคราะห์จากข้อมูลที่รวบรวมได้จากเอกสาร
ทางราชการ ข้อมูลเกี่ยวกับหลักพื้นฐาน และหลักนิยมด้านการข่าวกรอง รวมทั้งแนวความคิดในการ
ปรับปรุงและพัฒนาองค์กรข่าวกรองทั้งของไทยและต่างประเทศ ทฤษฎีที่เกี่ยวข้องกับการพัฒนาองค์กร
และระบบ ตลอดจนประสบการณ์ของผู้วิจัย ร่วมกับการสัมภาษณ์หน่วยที่เกี่ยวข้อง ที่มีประสบการณ์
เกี่ยวข้องกับการปฏิบัติงานด้านการข่าวกรองการภาพของกองทัพไทย
ผลการวิจัยพบว่า การพัฒนางานด้านการข่าว โดยเฉพาะงานด้านข่าวกรองการภาพ จ าเป็นต้อง
ด าเนินการทั้งในด้านบุคลากร เครื่องมือ ระบบปฏิบัติงานด้านการข่าว และงบประมาณที่เหมาะสม
เพื่อให้หน่วยงานข่าวทุกระดับมีศักยภาพในการปฏิบัติงานตามหน้าที่ความรับผิดชอบได้อย่างมีประสิทธิภาพ
ทั้งนี้การพัฒนาดังกล่าวจะต้องมีความชัดเจนสอดคล้องและ ต่อเนื่องในเรื่องของหน้าที่ความรับผิดชอบ
และพื้นที่ปฏิบัติงาน เพื่อลดความซ้ าซ้อนในการปฏิบัติงานต่อเป้าหมายด้านการข่าว และเพื่อให้การ
ใช้ทรัพยากรที่มีอยู่อย่างจ ากัดของกองทัพไทย เพื่อให้ให้เกิดประโยชน์สูงสุด ทางผู้วิจัยเห็นว่า ควรมี
การบูรณาการงานด้านข่าวกรองการภาพ ทั้งในระดับยุทธศาสตร์ และระดับยุทธวิธี ให้เกิดผลอย่าง
เป็นรูปธรรมและพัฒนาระบบงานข่าวให้เป็นระบบ โดยจัดให้มีผู้วางแผนและรับผิดชอบในงานด้าน
การข่าวกรองแต่ละระดับ เพื่อน าไปสู่การปฏิบัติงานด้านข่าวกรองการภาพแบบบูรณาการ และลด
ความซ้ าซ้อนในการปฏิบัติงานด้านการข่าวของหน่วยข่าวในกองทัพไทยรวมถึงจัดท าแผนแม่บทการ
พัฒนาปรับปรุงหน่วยงาน และระบบการด าเนินการด้านการข่าวของกองทัพไทยให้สอดคล้องกับ
สภาพแวดล้อมและสถานการณ์ที่เปลี่ยนแปลงไปเป็นประการส าคัญ นอกจากนี้ควรพัฒนาแนวทางการ
เพิ่มพูนศักยภาพของบุคลากรในหน่วย หมายถึงเจ้าหน้าที่ในสายงานข่าวให้มีแนวทางการรับราชการ
อย่างชัดเจนเป็นระบบและเป็นรูปธรรม เพื่อแก้ไขปัญหาบุคลากรด้านการข่าวขาดแคลน อีกทั้งพัฒนา
หลักสูตรด้านการข่าวเพื่อพัฒนาฝึกอบรมให้บุคลากรด้านข่าวกรองการภาพให้มีคุณภาพและมีขีดความ
สามารถพร้อมที่จะปฏิบัติงานภายใต้สถานการณ์ที่เปลี่ยนแปลงไปABSTRACT

Military operations required to have quick, timely and efficiently news with
unitied integration. In addition, nowaday newreaders desire various news. Intelligence
sytems today require intelligence sources. All types to meet the needs of users efficiently
news and can be timely reminder. Present in the visual intelligence or Imangery
Intelligence: IMINT which the intelligence derived from satellite imagery or aerial
photograph has a significant role toward intelligence. The news for the defense, for
security and intelligence whether monitoring trends Analysis. Analysis of laboratory
space preparing the battlefield news, including planning military operations.
At present, Thailand has the capability to image a certain level of intelligence.
It is not sufficient to meet the staffing jobs effectively. Developing intelligence picture
of the past Royal Thai Armed Forces was gradually with lack of development orientation.
No clear and consistent policies and guidelines. Lacking of integration between operational
units and the development of a database. Including the development of intelligence, the picture is still not lead to points that can be used together efficiently. In the past, no
guidelinesor development plans for military intelligence Thailandto use as guidelines
in developing clearly. This research aims to study the development of the image of
the Army IntelligenceThailand. The issues discussed in this research is to develop Thailand ' s
military intelligence system and the current image and how to be effective in the future.
The results of the research are expected to be useful to the system developmentand
the image of Thailand the military intelligence.
This research is descriptive research. The analysis of data collected from official
documents. Basic information about the main doctrine and intelligence, including
ideas to improve the organization and development of intelligence in both Thailand
and abroad. Theories associated with organizational development and systems. The
experience of the research Interviews with relevant authorities. Experiences related to
practices in image intelligence of Royal Thai Armed Forces.
The results showed that the development of the news in particular, the
image intelligence. Necessary to operate the system tools in personnel practices in
the news and reasonable budget. All levels of news agencies have the potential to
perform the duties and responsibilities effectively. However, such development must
be clear, consistent and continuing on the subject of responsibility in operational areas.

the limited resources of the Royal Thai armed Forces in order to maximize the benefits.
