จากสถานการณ์การเกิดสาธารณภัยในรูปแบบต่างๆ ที่เกิดขึ้นในประเทศไทยที่ผ่านมา
ปัจจุบันสาธารณภัยก็ยังคงมีแนวโน้มที่จะเกิดขึ้นอย่างต่อเนื่อง และในการเกิดสาธารณภัยแต่ละครั้ง
มักจะขยายขอบเขตของพื้นที่การเกิดสาธารณภัยเป็นวงกว้าง และสร้างความเสียหาย ส่งผลกระทบ
โดยตรงแก่ชีวิตและทรัพย์สินของประชาชนเป็นจำนวนมาก ซึ่งที่ผ่านมาทหาร มีบทบาทสำคัญในการ
สนับสนุนการบรรเทาสาธารณอย่างต่อเนื่อง ซึ่งผู้เขียนเองเคยมีประสบการณ์ตรงในการปฏิบัติงานใน
ด้านนี้ ในฐานะเคยดำรงตำแหน่งรองผู้อำนวยการกองกิจการพลเรือน กองทัพภาคที่ ๑ จึงได้เห็น
ปัญหาและข้อขัดข้องในการดำเนินการบางประการ ซึ่งปัญหาเกิดจากหลายสาเหตุ ทั้งด้านการ
ประสานงาน ด้านกำลังพล และอื่นๆ
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาข้อมูลด้านการเตรียมการของการบรรเทาสาธารณ
ภัย ของศูนย์บรรเทาสาธารณภัย กองทัพภาคที่ ๑ และนำมาวิเคราะห์หาแนวทางในการพัฒนาด้าน
การบรรเทาสาธารณภัย ของศูนย์บรรเทาสาธารณภัย ในระดับกองทัพภาค ให้มีประสิทธิภาพและ
ประสิทธิผลมากยิ่งขึ้น รวมทั้งสามารถนำผลของการวิจัยมาใช้เป็นแนวทางในการบรรเทาสาธารณภัย
ของ ศูนย์บรรเทาสาธารณภัย ในระดับกองทัพภาค โดยมีข้อสมมติฐานของการวิจัยที่ว่า
“การเตรียมการ และการดำเนินการด้านการบรรเทาสาธารณภัย ของ ศูนย์บรรเทาสาธารณภัยของ
กองทัพภาค มีการเตรียมการ และมีระบบการบริหารจัดการร่วมกันที่ดี ย่อมส่งผลให้เกิดการพัฒนา
ในภาพรวมของการบรรเทาสาธารณภัย ของศูนย์บรรเทาสาธารณภัย ในระดับกองทัพภาค ให้มี
ประสิทธิภาพ และประสิทธิผลมากยิ่งขึ้น”
วิธีดำเนินการวิจัย เป็นการศึกษาวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกต่อผู้ที่เกี่ยวข้อง
กับงานด้านการเตรียมการและการบรรเทาสาธารณภัยของศูนย์บรรเทาสาธารณภัย กองทัพภาคที่ ๑
ผลการวิจัยพบว่าศูนย์บรรเทาสาธารณภัย กองทัพภาคที่ ๑ ได้มีการเตรียมการโดยให้ความรู้พื้นฐานด้านการบรรเทาสาธารณภัย และระบบการบริหารจัดการภัยพิบัติของประเทศ มีการดำเนินการ
บูรณาการแผนงานในหน่วยงานของกองทัพ ตลอดจนภาครัฐ และเอกชนต่างๆรวมทั้งได้จัดให้มีการ
ฝึกบรรเทาสาธารณภัยร่วม เพื่อเป็นการทดสอบแผนบรรเทาสาธารณภัยของแต่ละส่วนราชการที่
เกี่ยวข้อง ทำให้ได้รับรู้ถึงขีดความสามารถและข้อจำกัดในการบรรเทาสาธารณภัย เกิดการ
ประสานงานและประสานประโยชน์ซึ่งกันและกันในระดับหนึ่ง
ข้อเสนอแนะ ศูนย์บรรเทาสาธารณภัย ในระดับกองทัพภาค ควรจัดให้มีองค์กรโดยเฉพาะ
ที่มีภารกิจหลักในการประสานงานกับส่วนราชการหรืหน่วยงานต่างๆ ทั้งภาครัฐและเอกชน ที่มีส่วน
เกี่ยวของด้านงานบรรเทาสาธารณภัย และโดยเฉพาะอย่างยิ่งกรมป้องกันและบรรเทาสาธารณภัย
กระทรวงมหาดไทย อย่างใกล้ชิด เพื่อติดตามการพัฒนาระบบการบริหารจัดการภัยพิบัติของประเทศ
และเผยแพร่ให้กับหน่วยงานของกองทัพอย่างต่อเนื่อง ควรจัดทำเอกสารรวบรวมข้อกฎหมาย
นโยบาย หลักการ ระเบียบ คำสั่งต่างๆ ที่มีประโยชน์ต่อภารกิจการบรรเทาสาธารณภัยส่งให้หน่วย
รอง ที่มีหน้าที่อย่างเพียงพอและทั่วถึง ควรจัดให้มีการประชุมสัมมนาหน่วยงานที่มีภารกิจในการ
บรรเทาสาธารณภัย ได้มีความรู้ความเข้าใจที่ตรงกันในการบริหารจัดการภัยพิบัติของประเทศรวมทั้ง
เพื่อให้มีการถ่ายทอดประสบการณ์ ตลอดจนขีดความสามารถ และช่องทางการติดต่อสื่อสารระหว่างกัน
โดยพิจารณาเชิญวิทยากรที่มีประสบการณ์ ความรู้ความสามารถ มาให้ความรู้อย่างน้อยปีละ ๑ ครั้ง

Thailand has recently experienced in many disaster situation and still likely
to face these issues continuously. Disaster tends to expand the scope of its area and
there is damage directly affect the lives and property of many people in each time.
The military has currently played a key role in supporting the ongoing disaster relief.
As deputy director of Civil Affair of 1st Army Area, The author myself has experience
in working in this field. Therefore, I have experienced through problems or difficulties
in implementing some aspects. This problem is caused by many reasons and the
coordination of personnel and more.
This research aims to study the preparation of disaster relief of 1
st Army Area
Mitigation Center and bring to analyze the functional development of disaster relief
in providing more efficient and effective of Mitigation Center at Army Area level. The
results of this research study can be used as guidelines for the mitigation of disaster
mitigation centers at Army Area level. The assumption of the research is "Well
preparation, implementation management and coordination of Mitigation Center of
the Army Area would result in an improvement in the overall relief of Mitigation
Center to be more efficient more effective "
In this research, qualitative research method and interviews with those
involved with the preparation and disaster relief operation of 1st Army Area Mitigation
Centre. The results showed that 1
st Army Area Mitigation Center has well prepared by
educating their staff for the disaster relief operation and management. Integrated planning is carried out in units of the army area, as well as various private and public
sectors. It also held a joint training and mitigation plans to test each of the relevant
government agencies. As a result lead to the awareness of the capabilities and
limitations in disaster relief and the coordination with mutual benefit to some
degree.
Suggestion, Mitigation Centre at Army Area Level should provide a particular
organization with primary mission in close-coordination with the government or other
agencies in both public and private sectors especially with Department of Disaster
Prevention and Mitigation in order to track the development of disaster management
in the country and that could be distributed to its units. There should document the
legal principles, rules, orders and policies that benefit the disaster relief mission to a
subordinate whose duties adequately and evenly. Should arrange a seminar with the
agency's disaster relief mission in conformity with knowledge of disaster management
in the country as well as to the experience and capabilities, and communication
channels between them by experienced lecturers at least once a year. These will
define clearly each other roles and responsibilities.
