การวิจัยเรื่อง “ แนวทางการบริหารจัดการพื้นที่ปลูกหญ้าเนเปียร์เพื่อใช้เป็นอาหารสัตว์
และ พืชพลังงานทดแทน ”มีวัตถุประสงค์เพื่อศึกษาแนวคิดทฤษฎีและแนวทางการปลูกหญ้าเนเปียร์
เพื่อใช้เป็นอาหารสัตว์และพืชพลังงานทดแทน เพื่อศึกษาแนวทางในการบูรณาการการบริหารจัดการ
การปลูกหญ้าเนเปียร์ เพื่อใช้เป็นอาหารสัตว์และพืชพลังงานทดแทน และเพื่อศึกษาแนวทางในการ
เตรียมความพร้อมด้านความมั่นคงทางพลังงานให้สอดคล้องกับแผนพัฒนาเศรษฐกิจและสังคม
แห่งชาติ ฉบับที่ ๑๑ (พ.ศ.๒๕๕๕ – ๒๕๕๙) การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ และการสัมภาษณ์เชิง
ลึกผู้มีส่วนเกี่ยวข้องทุกภาคส่วน
ผลที่ได้จากการวิจัย สรุปได้ว่า การบูรณาการการบริหารจัดการของทุกภาคส่วน โดยมี
หน่วยงานภาครัฐ ภาคเอกชนและเกษตรกรในระดับพื้นที่ในการขับเคลื่อนนโยบายสู่ภาคการปฏิบัติ
ผู้บริหารระดับสูง โดยเฉพาะรัฐบาลได้มีการกำหนดนโยบายที่ชัดเจนและให้การสนับสนุนอย่างจริงจัง
ทั้งนี้ควรมีความเชื่อมโยงกระบวนการทำงานกันอย่างต่อเนื่อง ทำให้เกษตรกรสามารถนำไปใช้ในการ
บริหารจัดการการปลูกหญ้าเนเปียร์ เพื่อใช้เป็นอาหารสัตว์และพืชพลังงานทดแทน ทำให้เกิด
ประสิทธิภาพมากยิ่งขึ้นและเกิดประโยชน์ครอบคลุมทุกด้าน นอกจากนี้ยังสามารถนำไปใช้ในการ
บริหารจัดการการปลูกหญ้าเนเปียร์ได้มากยิ่งขึ้นABSTRACT

The purposes of this research “Guidelines for the Management of
Pennisetum purpureum for use as Energy Plants” were to study the
concepts,theories and approaches of Guidelines for the Management of Pennisetum
purpureum for use as Food Crop and Energy Plants. To study the integration for the
Management of Pennisetum purpureum for use as Food Crop and Energy Plants.
And to learn ways to prepare the energy security in line with the National Economic
and Social Development Plan No.11 (BE 2012 – 2016) This study is a qualitative
research. And in-depth interviews with all sectors involved.
The results of the research show that the integration of the management
of all sectors. With government agencies. Private sector and farmers in the area to
drive the policy implementation. Chief executive the government has set a clear
policy and support very seriously. This should be linked to an ongoing process. Thecriteria can be used to manage the area in the management area of Pennisetum
purpureum as a food crop and energy plants is more effective and comprehensive
benefits. It can also be used to extend the results in the management of other areas
in this research.
