การวิจัยเรื่อง “พัฒนาการส่งกำลังบำรุงด้านการซ่อมบำรุงอากาศยานของกองทัพเรือ”
มีวัตถุประสงค์ เพื่อศึกษาแนวทางการซ่อมบำรุงอากาศยานของ ทร. ในปัจจุบันและเพื่อศึกษาแนว
ทางการพัฒนาการส่งกำลังบำรุงด้านการซ่อมบำรุงอากาศยานของ ทร. ซึ่งเป็นการวิจัยเชิงคุณภาพโดย
ใช้ข้อมูลปฐมภูมิคือข้อมูลที่ได้จากการสัมภาษณ์เชิงลึกบุคคลที่เกี่ยวข้อง จำนวน ๓ ท่าน ประกอบด้วย
รองผู้อำนวยการศูนย์ซ่อมอากาศยาน กองการบินทหารเรือ กองเรือยุทธการ หัวหน้ากองบริหารงาน
ซ่อมสร้าง ศูนย์ซ่อมอากาศยาน กองการบินทหารเรือ กองเรือยุทธการและหัวหน้ากองพัสดุช่าง
ศูนย์ซ่อมอากาศยาน กองการบินทหารเรือ กองเรือยุทธการ รวมทั้งใช้ข้อมูลทุติยภูมิคือข้อมูลที่เป็น
เอกสาร เช่น ระเบียบ คำสั่ง ที่เกี่ยวข้องกับการวิจัยนี้
ผลการวิจัยพบว่า สาเหตุของการซ่อมบ ารุงที่ขาดประสิทธิภาพเกิดจากรูปแบบและ
วิธีการในซ่อมท าอากาศยานที่ล้าสมัยและขาดการวางแผนที่ดี ได้แก่ รูปแบบการการจัดหา
อะไหล่เพื่อการซ่อมท าอากาศยาน ดังนั้น แนวทางการพัฒนาการส่งก าลังบ ารุงด้านการซ่อม
บ ารุงอากาศยานเพื่อให้ได้รูปแบบการด าเนินการซ่อมท าอากาศยานควรด าเนินการในลักษณะ
แบบรวมการซื้อ/จ้างในลักษณะPackage ไม่ควรมีการแยกรายการซื้อ/จ้าง ในอากาศยานแบบ
เดียวกันออกเป็นหลายรายการ ดังนั้นแนวทางในการด าเนินการควรด าเนินการในลักษณะการส่ง
กำลังพัสดุอะไหล่แบบใหม่ให้มีพัสดุใช้งานจำนวนพอเพียงและได้รับพัสดุทันเวลาเมื่อต้องการใช้งาน
ตามลักษณะของการส่งกำลังบำรุงแบบพอเพียง ( Sufficiency ) และทันความต้องการภายในเวลาที่
กำหนด ( Just In Time ) โดยใช้วิธีPerformance Based Logistics (PBL) ซึ่งเป็นวิธีการส่งกำลังให้มีพัสดุอะไหล่ทั้งประเภทซ่อม
หมุนเวียนได้(Repairable) และพัสดุประเภทสิ้นเปลือง (Consumable) ที่มีจำนวนเพียงพอกับความ
ต้องการใช้งานอากาศยานทางด้านยุทธการที่กำหนด สำหรับข้อเสนอแนะจากผลการวิจัยครั้งนี้เป็น
เพียงการวิจัยเพื่อได้แนวทางการดำเนินการที่เหมาะสมในเบื้องต้นเท่านั้น สำหรับวิธีการหรือขั้นตอน
นำไปปฏิบัติจำเป็นต้องศึกษารายละเอียดและวิธีการให้มีความเหมาะสมกับทางราชการและแบบของ
อากาศยานต่อไป

ABSTRACT

The objectives of this research were 1) To study the trend of repairing Royal
Thai Navy aircraft 2) To study the Development the logistic of maintenance the Royal
Thai Navy aircraft. This is the qualitative research using primary data got from indepth interviewing 3 persons : the deputy director material control division aircraft
rework facility, the chief of aircraft rework and maintenance administration division
and the last,chief of material control division at material control division, at Material
control division aircraft rework facility, Naval Air division Royal Thai Fleet This
research is also included secondary data which are regulations and order relating to this
research.
Besidely,there is also having the secondary data which is the official
documents as ordering and regulation paper that relation to this research. The result
of research can be finded that the unefficiency the aircraft maintenance will be
happened because of the backwardness format, the way for maintenance working
and the lag planning maintenance.
In the reason, the logistics maintenance development method should be
including purchasing and hiring the aircraft equipment at the same time which is
called a procurement package for whole maintenance.
Furthermore, the procurement method should not be separated to buy for
each items in the same aircrafts. Thus,the method of logistics maintenance would be conduction in the latest way of logistic procurement in order to provide and
prepare equipment in sufficiency amount and ready to operate in the real time.
Performance based logistics(PBL) means the method of logistics for having
repairable parts and consumable parts and also will be enough to pick up
equipment maintenance for the aircraft as the technician needed to follow the naval
operations determined.
The conclusion of this result is only the way of research to work
maintenance process for suitable in basically of logistics maintenance.
Otherwise,The method of procedure operation would be mustly increasing study to
getting more research in the details and methods for the aircraft maintenance
background which one is the most approciate for the official aircraft in the highly
government beneficial.
