การวิจัยเรื่อง “การศึกษาแนวทางการโอนการบริหารจัดการระบบไฟฟ้ากองบิน ๒๓ ให้การ
ไฟฟ้าส่วนภูมิภาค” มีวัตถุประสงค์เพื่อศึกษาการบริหารจัดการระบบไฟฟ้าภายในพื้นที่ค่ายทหาร
เพื่อศึกษาการบริหารจัดการระบบไฟฟ้าภายในกองบิน ๒๓ และเพื่อศึกษาแนวทางการโอน
การบริหารจัดการระบบไฟฟ้ากองบิน ๒๓ ให้การไฟฟ้าส่วนภูมิภาค ซึ่งเป็นการวิจัยเชิงคุณภาพ
โดยใช้ข้อมูลปฐมภูมิและการสัมภาษณ์เชิงลึกบุคคลที่เกี่ยวข้องจำนวน ๓ ท่าน คือ รองผู้อำนวยการ
กองควบคุมอาคารสถานที่ กรมส่งกำลังบำรุงทหารอากาศ หัวหน้าแผนกการข่าวกองบังคับการ
กองบิน ๒๓ และผู้อำนวยการกองโครงการ การไฟฟ้าส่วนภูมิภาค รวมทั้งใช้ข้อมูลทุติยภูมิที่เป็น
เอกสารเช่น ระเบียบ คำสั่ง กฎหมาย ผลการประชุม และมติการประชุมในการศึกษา
จากการศึกษาวิจัยพบว่าปัญหาการบริหารจัดการระบบไฟฟ้าภายในกองบิน ๒๓ เกิดจาก
การขาดแคลนกำลังพลที่มีความชำนาญเฉพาะด้าน และงบประมาณในการจัดซื้ออุปกรณ์ต่างๆของ
ระบบไฟฟ้าไม่เพียงพอ ทำให้การปฏิบัติงานเกิดความล่าช้า และไม่มีประสิทธิภาพดังนั้น แนวคิดใน
การโอนการบริหารจัดการระบบไฟฟ้าให้กับการไฟฟ้าส่วนภูมิภาคจึงเป็นหนทางที่จะช่วยเพิ่ม
ประสิทธิภาพในการทำงานให้กับกองบิน ๒๓ เพราะเป็นหน่วยงานที่ดูแลและปฏิบัติงานด้านการไฟฟ้า
โดยตรง จึงมีขีดความสามารถ และความเป็นมืออาชีพมากกว่า ซึ่งจะส่งผลต่อประสิทธิภาพในการทำงานของกองบิน ๒๓ ให้ดีขึ้น นอกจากนั้นจากการสัมภาษณ์พบว่าแนวทางที่ทางกองทัพอากาศ
สามารถดำเนินการเพื่อพัฒนาการบริหารจัดการระบบไฟฟ้าให้มีประสิทธิภาพยิ่งขึ้นได้นั้น สรุปได้ดังนี้
๑. กองทัพอากาศควรมีนโยบายที่ชัดเจนในการปรับเปลี่ยนแนวทางการบริหารจัดการระบบ
ไฟฟ้าของกองบิน โดยสนับสนุนให้กองบิน ๒๓ เป็นโครงการต้นแบบในการโอนให้การไฟฟ้าส่วน
ภูมิภาคดูแลรับผิดชอบ
๒. กองทัพอากาศควรส่งเสริมการประสานความร่วมมือกับภาครัฐ หรือรัฐวิสาหกิจที่มีการ
บริหารจัดการที่ดีกว่าการดำเนินการของกองทัพอากาศเพื่อลดภาระงาน และเพิ่มประสิทธิภาพการ
บริหารจัดการทั้งระบบ ดังตัวอย่างการวิจัยที่การไฟฟ้าส่วนภูมิภาคเป็นหน่วยงานที่มีความเป็นมือ
อาชีพ มีความเชี่ยวชาญ มีบุคลากรที่มีความสามารถ เต็มไปด้วยประสบการณ์มีเครื่องมือที่ทันสมัย
และเทคโนโลยีเหมาะสม มีมาตรฐานในการทำงาน ในการปฏิบัติงานด้านระบบไฟฟ้า
๓.กองทัพอากาศโดยกรมส่งกำลังบำรุงทหารอากาศจัดประชุมร่วมกับ กรมช่างโยธาทหารอากาศ
กรมข่าวทหารอากาศสำนักงานพระธรรมนูญทหารอากาศและกองบิน ๒๓ ในรายละเอียดเงื่อนไขต่างๆ โดย
ใช้แนวทางที่ ๓ คือ การโอนระบบไฟฟ้าในเขตบ้านพักอาศัย โดยเมื่อได้ข้อสรุปแล้วให้นำเรียน
ผู้บัญชาการทหารอากาศ เพื่อขออนุมัติในการพิจารณาร่วมกับการไฟฟ้าส่วนภูมิภาคตามแนวทางที่
กองทัพอากาศกำหนดจัดประชุม และการขออนุมัติยกเว้น หรือ ผ่อนผันการไม่ปฏิบัติตามระเบียบว่า
ด้วยการพัสดุ พ.ศ.๒๕๓๕ ต่อคณะกรรมการว่าด้วยการพัสดุ (กวพ.) ในเรื่องการโอนพัสดุ
เมื่อคณะกรรมการว่าด้วยการพัสดุอนุมัติและกองทัพอากาศกับการไฟฟ้าส่วนภูมิภาค
เห็นชอบร่วมกันในเบื้องต้น ให้ดำเนินการนำเรียนอนุมัติผู้บัญชาการทหารอากาศ และเมื่อ
คณะกรรมการของการไฟฟ้าส่วนภูมิภาคเห็นชอบด้วยก็ขออนุมัติร่าง MoU (Memorandum of
Understanding) ผ่านคณะกรรมการ MoU ของกองทัพอากาศ โดยกองทัพอากาศจัดดำเนินการเพื่อ
ลงนามข้อตกลง ภายหลังจากการลงนาม กรมส่งกำลังบำรุงทหารอากาศ และหน่วยเกี่ยวข้องจัดการ
ประชุมสรุปแผนดำเนินการ เรื่อง กำหนดการเข้าดำเนินการที่กองบิน๒๓ ในปีงบประมาณใดให้
สอดคล้องกับการใช้งบประมาณ โดยจัดทำเป็นโครงการเร่งด่วน การแจ้งให้การไฟฟ้าส่วนภูมิภาค
ทราบแผนงานเบื้องต้น และให้เข้าสำรวจประมาณการ โดยนำผลการประมาณการจากการไฟฟ้าส่วน
ภูมิภาคมาจัดตั้งงบประมาณ และจัดทำโครงการ ทั้งนี้ให้กรมช่างโยธาทหารอากาศตรวจรับรองแบบและควบคุมการดำเนินการ กรมส่งกำลังบำรุงทหารอากาศกำกับดูแล สำนักงานปลัดบัญชีทหาร
อากาศสนับสนุนงบประมาณ สุดท้ายจะเป็นการดำเนินการโอนระบบในส่วนของงานที่ดำเนินการแล้ว

ABSTRACT
Title : The Study of Guidelines for Transferring of the Electricity System
Management at Wing 23 to Provincial Electricity Authority (PEA)

The research of “The Study of Guidelines for Transferring of the Electricity
System Management at Wing 23 to Provincial Electricity Authority (PEA)” have the
objective of the research is to study the management of the electricity system in the
military camp areas, study the management of Wing 23 electricity system. The last
study is to find the way to hand over the management of the electricity system of
Wing 23 to PAE. Qualitative research was used in this study by using primary data.
In-depth interviewed with Deputy Director of Building and Facilities Control Division,
Directorate of Logistics of RTAF, Chief of Intelligent Division of Wing 23 Headquarters,
and Project Manager in Planning Division of PAE was also used to find out what will
be good ways to improve electricity management system for Wing 23. Secondary
data as rules and regulations laws and the results of the meeting was also used in
this study.According to the study, we found that the problems in electricity management
system of Wing 23 were lack of skillful staff and insufficient budget to buy electrical
equipments that made work delay and inefficiency. Therefore, the idea of transferring
electricity management system to PAE is a good way to increase work efficiency in
Wing 23 because PAE has high capability and more professional experienced in electricity
system so it can help to improve work performance in Wing 23. Moreover, from the
interviewed, they suggested that the guidelines that the Air Force can improve electricity
management system are as follows:
1. The Air force should have a clear policy in changing the electricity management
system for Air Force Wings and support Wing 23 to be a pilot project for this guideline by
handing over the electricity management system to PAE.
2. The Air Force should cooperate with public sectors and state enterprises where
they can support the Air Force to increase management efficiency. As we know, PAE is an
expert in electricity system where there are professional and capable staff, modern
equipment and technology to operate a good electricity management system for Wing 23.
3. The Air Force by Directorate of Logistics of RTAF should have a meeting with
Directorate of Civil Engineering of RTAF, Directorate of Intelligence of RTAF, Office of
Comptroller of RTAF and Wing 23 to discuss about transferring electricity management
system in living area to PAE in details. After the meeting, it needs to be presented to
Commander in Chief of the Air Force for permission. The Air Force also needs to make
decision with PAE to follow the guidelines and the exception of not following the
Regulations on Procurement B.E. 2535 (1992) to Committee in charge of Procurement
about transferring of supplies.
If the Committee in charge of Procurement accepts the agreement and also
the Air Forces and PAE, it has to present to Commander in Chief of the Air Force.
In addition to that, Committee of PAE has to accept the agreement in order to make MoU draft which agree by MoU committee of the Air Forces. The Air Forces will work on
the process of agreement for signature. After signing the agreement, Directorate of Logistics
of RTAF and other departments need to have a meeting to make a plan for working
procedure in Wing 23, especially the budget terms due to an urgent project. Then, PAE
will be acknowledged to explore the working area and estimate the budget cost for this
project. Directorate of Civil Engineering of RTAF is assigned to approve the model and
control the project. Directorate of Logistics of RTAF supervised Office of Comptroller of
RTAF will take care of the budget. Finally, the process of transferring electricity
management system will be done accordingly.
