เมื่อกล่าวถึงความมั่นคงแห่งชาติในยุคปัจจุบันแล้วก็จะนึกถึงมิติของเรื่องราวที่แตกต่าง
หลากหลายที่มีความเกี่ยวพันยึดโยงกันอยู่เป็นภาพรวมของพลังอำนาจแห่งชาติด้านความมั่นคง
ที่ประกอบไปด้วยเรื่องการเมือง เศรษฐกิจ สังคมจิตวิทยา พลังงาน วิทยาศาสตร์เทคโนโลยี
ทรัพยากรธรรมชาติและสิ่งแวดล้อม แต่หากพิจารณาเฉพาะเรื่องที่เป็นความมั่นคงในการดำเนินชีวิตของ
คนในชาติที่เรียกว่าความมั่นคงภายในจะพบว่าสังคมจิตวิทยาเป็นพลังอำนาจด้านหนึ่งที่เป็นรากฐานใน
การดำรงชีวิตของคนในชาติที่มีเรื่องราวของการศาสนารวมอยู่ด้วย
พระพุทธศาสนา คือ สิ่งหนึ่งที่เป็นเครื่องยึดโยงคนในชาติ ประชาชนส่วนใหญ่ในประเทศไทยเป็น
ผู้นับถือศาสนาพุทธ จึงถือได้ว่าพระพุทธศาสนาเป็นศาสนาประจำชาติไทย คำสอนขององค์พระสัมมา
สัมพุทธเจ้าประกอบไปด้วยเหตุผล หลักธรรมของพระพุทธศาสนาได้เป็นที่พึ่งและเป็นหลักยึดเหนี่ยว
จิตใจของพุทธศาสนิกชนคนไทยมาอย่างยาวนาน ทำให้การใช้ชีวิตเป็นไปอย่างเรียบง่ายสมถะ และได้
สร้างเอกลักษณ์อันดีงามให้แก่คนไทยและชาติไทย แต่ในสภาพการณ์ปัจจุบันได้เกิดการเปลี่ยนแปลงของ
สภาวะทางเศรษฐกิจและสังคม ความเจริญก้าวหน้าทางวิทยาศาสตร์ และเทคโนโลยีได้ทำให้สังคมไทย
เปลี่ยนแปลงไปสู่สังคมยุคโลกาภิวัตน์ ความเจริญทางวัตถุได้ล้ำหน้ากว่าความเจริญทางจิตใจ ทำให้คน
ไทยจำนวนไม่น้อยเริ่มที่จะไม่เห็นความสำคัญของพระพุทธศาสนา เป็นเหตุให้ความประพฤติ ความคิด
และจิตใจเบี่ยงเบนผิดทำนองคลองธรรม ไม่เป็นไปตามหลักธรรมของศาสนา มีความประพฤติที่ผิดศีลธรรม
เบียดเบียนกันมากขึ้น อันเป็นภัยคุกคามที่เกิดจากพุทธศาสนิกชนทั้งที่เป็นบรรพชิตและฆราวาส ทำให้บทบาทของพระพุทธศาสนาลดน้อยลงไป หากละเลยต่อปัญหาเหล่านี้ก็อาจจะส่งผลต่อความมั่นคงของ
ชาติในอนาคตได้ในฐานะที่เราเป็นคนไทยส่วนใหญ่ที่นับถือพระพุทธศาสนา จึงมีความจำเป็นที่จะต้องมี
ยุทธศาสตร์ความมั่นคงของพระพุทธศาสนาเป็นการเร่งด่วนโดยให้การศึกษาและพัฒนาคนไทยให้รู้และ
เข้าใจพอที่จะรักษาหลักการเบื้องต้นของพระพุทธศาสนาไว้ได้ ผู้วิจัยจึงมีความสนใจที่จะทำการศึกษา
ในเรื่องการพัฒนาพระพุทธศาสนาเพื่อความมั่นคงของชาติเพื่อเป็นแนวทางส่งเสริมพระพุทธศาสนาโดย
มีวัตถุประสงค์ ๓ ประการ คือ (๑) เพื่อศึกษาแนวคิด ทฤษฎี ยุทธศาสตร์ความมั่นคงแห่งชาติ(๒) เพื่อ
ศึกษาหลักการและคำสอนของพระพุทธศาสนา (๓) เพื่อจัดทำยุทธศาสตร์ความมั่นคงของ
พระพุทธศาสนา โดยได้การทำการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) แบบวิจัยเอกสาร
(Documentary Research) ประกอบการสัมภาษณ์เชิงลึก (In-depth interview) ผู้เชี่ยวชาญด้าน
พระพุทธศาสนารวม ๓ ท่าน
ผลการวิจัย การพัฒนาพระพุทธศาสนาเพื่อความมั่นคงของชาตินี้ ผู้วิจัยได้ใช้หลักการของการ
จัดทำยุทธศาสตร์ชาติมาเป็นต้นแบบและปรับประยุกต์จัดทำเป็นยุทธศาสตร์ความมั่นคงของ
พระพุทธศาสนาเป็นการเฉพาะ สามารถนำมากำหนดเป็นผลประโยชน์ของพระพุทธศาสนาโดยกำหนด
มาตรการหรือแนวทางในการปฏิบัติด้วยการใช้กำลังอำนาจด้านพระพุทธศาสนาเพื่อให้บรรลุผล
ประโยชน์ของพระพุทธศาสนาโดยใช้ทรัพยากรทั้งปวงด้านพระพุทธศาสนาที่มีอยู่ไปขับเคลื่อนมาตรการ
ปกป้องพระพุทธศาสนา ทำให้การจัดทำยุทธศาสตร์ความมั่นคงแห่งพระพุทธศาสนามีความสอดคล้อง
กับผลประโยชน์แห่งพระพุทธศาสนา ซึ่งผลงานทางวิชาการนี้มุ่งหมายให้เกิดแนวความคิดในการปฏิบัติ
ตามแนวคิดให้มีความชัดเจนเพื่อเป็นกรอบในการปฏิบัติด้านพระพุทธศาสนา ผู้วิจัยหวังว่ายุทธศาสตร์
ความมั่นคงของพระพุทธศาสนาที่ได้ริเริ่มจัดทำขึ้นนี้จะมีบทบาทสำคัญในการการดำเนินการทั้งปวง
เพื่อให้เกิดความมั่นคงในพระพุทธศาสนา
ข้อเสนอแนะ ผู้วิจัยหวังเป็นอย่างยิ่งว่ายุทธศาสตร์ความมั่นคงของพระพุทธศาสนาฉบับนี้
จะสามารถนำไปพิจารณาใช้ประโยชน์สำหรับหน่วยงานหรือผู้ที่เกี่ยวข้องรวมทั้งผู้ที่สนใจ สามารถ
นำไปใช้เป็นแนวทางเบื้องต้นในการพัฒนายุทธศาสตร์ความมั่นคงของพระพุทธศาสนาต่อไปABSTRACT

When it comes to national security in the present, we would think about the
different involvement of the national security forces comprising the political, social,
economic, energy, science technology, environment and natural resources. If we consider
only the stability in lives of people in the nation which is internal security, it is found that the social psychology is one of national power that is rooted in our everyday life which
the story of our religion is also included.
Buddhism is closely linked to people’s mind in Thailand. Most of Thai people are
Buddhists. Buddhism is considered our national religion where teachings of Buddha
containing reasons. The principle of Buddhism is dependable and main anchor people's
mind for a long time. This will affect our life style to be simple, unique and classy. But in
today's environment, scientific progress and Technology have made the transition to a
globalized society. Nowadays, People though are more Material than their behavior and
ethic. Discipline makes the mind deviate immorality and not following to the principles of
religion. The role of religion diminished. To ignore these issues will affect the national
security in the future. As most people are Buddhists, it is necessary to have a security
strategy of Buddhism in emergency by providing education and development of Thai
people to know and understand enough to maintain the principle of Buddhism.
Researcher is particularly interested in the study.
In Buddhism development for the strength of National stability in order to promote
Buddhism, with 3 objectives: (1) to study the theories strategic national security (2) to
study the principle and teachings of Buddhism (3) to prepare the strategic stability of
religion by studying of qualitative research and research papers (Documentary Research)
includes in-depth interviews 3 Buddhism professionals.
For Buddhism development for the strength of National stability, researcher has
used the principle of a national strategy to improve the model and develop a security
strategy of a particular religion. It can be defined as the benefit of Buddhism with the
measures or practices with the power of Buddhism in order to achieve the benefits of
Buddhism by using all resources available to the Buddhism religion driven safeguards. The
preparation of the strategic stability of religion is consistent with the interests of
Buddhism. The aim of the conference is to follow the concept of a clear framework for
the practice of Buddhism. The researcher hopes that the strategic stability of religion that
has made this initiative will play a key role in the implementation of all to achieve
stability in Buddhism.Recommendations: Researcher hopes that the strategic stability of religion issue can
be considered a useful tool for organizations or people involved, including those who are
interested. It can be used as a guideline in developing the strategic stability of religion
anyway.
