กัมพูชาเป็นประเทศเพื่อนบ้านของไทยที่มีพรมแดนติดต่อกัน มีความใกล้ชิด
ทางวัฒนธรรม แต่บนพื้นฐานของความสัมพันธ์ไทย - กัมพูชา กลับไม่ราบรื่น เนื่องจากกัมพูชา
ยังคงมีและความขัดแย้ง อันเป็นผลมาจากประวัติศาสตร์ ความแตกต่างด้านการเมืองการปกครอง
รวมทั้ง ปัญหาเส้นเขตแดน และปัญหาวัฒนธรรมจากไทยครอบงำกัมพูชา เป็นต้น สำหรับปัญหา
ความขัดแย้งระหว่าง ไทย – กัมพูชา กรณีปราสาทพระวิหาร เป็นอีกหนึ่งปัญหาที่เกิดขึ้นตั้งแต่อดีต
จนถึงปัจจุบัน และมีแนวโน้มดำเนินต่อไปในอนาคต เนื่องจากปัจจุบัน ยังไม่สามารถยุติปัญหานี้ได้
ดังนั้นทั้งไทย และกัมพูชา จึงต้องร่วมกันดำเนินนโยบายให้เห็นถึงความจริงใจในการแก้ปัญหาดังกล่าว
สำหรับวัตถุประสงค์ของการวิจัยในครั้งนี้ เพื่อศึกษาและวิเคราะห์สถานการณ์ทั่วไป
ในอดีตจนถึงปัจจุบันของไทยและกัมพูชา ที่มีผลกระทบต่อทั้งสองประเทศ อันจะนำไปสู่ปัญหา
ที่เกิดขึ้นระหว่างกัน รวมทั้ง การลดความขัดแย้ง การขจัดความหวาดระแวง และการเสริมสร้าง
ความไว้วางใจ จะเป็นปัจจัยสำคัญในการเสริมสร้างความสัมพันธ์อันดีระหว่างกัน เพื่อนำไปสู่แนวทาง
ในการแก้ไขปัญหาความขัดแย้งระหว่าง ไทย – กัมพูชา กรณีปราสาทพระวิหาร ต่อไป
ผู้วิจัยได้ใช้วิธีการศึกษาวิจัยเชิงพรรณนา โดยศึกษาจากเอกสาร หนังสือ ที่น่าเชื่อถือ
และอ้างอิงได้ รวมทั้ง ข้อมูลที่ได้จากการสัมภาษณ์ผู้ทรงคุณวุฒิที่มีความรู้และประสบการณ์เกี่ยวกับความสัมพันธ์ไทย - กัมพูชา จำนวน ๓ ท่าน โดยมีประเด็นหลักเพื่อเสนอแนะแนวทางในการ
แก้ไขปัญหาความขัดแย้งระหว่าง ไทย – กัมพูชา กรณีปราสาทพระวิหาร ซึ่งผลการวิจัยสรุปได้ว่า
๑. รัฐบาลไทยจะต้องเร่งเสริมสร้างความสัมพันธ์อันดีกับรัฐบาลกัมพูชาอย่างจริงจัง
๒. การยึดหลักพึ่งพาอาศัยซึ่งกันและกัน รวมทั้งการมีผลประโยชน์ร่วมกัน
๓. เสริมสร้างความสัมพันธ์ที่ยั่งยืนระหว่างบุคคล และหน่วยงานในทุกระดับ
๔. ใช้ความสัมพันธ์ทางวัฒนธรรม เพื่อการอยู่ร่วมกันอย่างสันติ
นับว่าเป็นนโยบายที่ถูกต้อง และต้องเร่งปฏิบัติให้เป็นรูปธรรมโดยเร็ว เพื่อให้กัมพูชา
เห็นเจตนารมณ์ของไทย ที่มีความจริงใจในการแก้ไขปัญหาที่เกิดขึ้น อันจะนำไปสู่การแก้ไขปัญหา
ระหว่าง ไทย – กัมพูชา ในเรื่องอื่นๆต่อไป

Cambodia is one of the closest neighboring countries of Thailand
with a long history of similar cultural background. But on the other hand,
the relations between countries is not so smooth because of some remaining
problems and conflicts caused by historical and different government system
background, including boundary problem, and influence of Thai cultures over
Cambodia. The problem between Thailand and Cambodia on Preah Vihear
Temple issue has happended for many years. For this problem, Thailand and
Cambodia have to show their sincerity to decrease suspicion and maintain
good relationship for solving this problem.
The objective of this research is to study and analyze the recent
situation of Thailand and Cambodia for forecasting the trend of bilateral
improvement as well. This research will give some suggestions for the
relevant government agencies to follow as a guideline. The hypothesis for
this study is to decrease degree of conflicts, eliminate all fears, and
suspicion. The promotion of trust and cooperation in solving problems will
be important factors for creating a concrete relationship with Cambodia. For these reasons, the approach to resolve the problem between Thailand
and Cambodia on Pha Vihear Temple issue will happen.
The researcher has gathered all the relevant materials from
credible sources and has interviewed three Thai – Cambodia experts in order
to support the hypothesis. The result shows that the approach to resolve
the problem between Thailand and Cambodia on Preah Vihear Temple issue.
1.Thailand government must accelerate strengthening relations with the
Cambodian government seriously.
2. The principle of mutual dependence. Including the mutual benefit.
3. Building lasting relationships between individuals and agencies at all
levels.
4. The cultural relations to live together in peace.
This is the correct policy and the need for concrete action ASAP to
Cambodia the spirit of Thailand with sincerity to resolve the problem. This will lead
to resolve problems between Thailand - Cambodia in the other.
