นับตั้งแต่ประเทศไทยได้มีการพัฒนาประเทศด้วยการกำหนดแผนพัฒนาการเศรษฐกิจ
และสังคมแห่งชาติ โดยมุ่งเน้นการพัฒนาทางด้านเศรษฐกิจจนประสบความสำเร็จในการบรรลุ
เป้าหมาย เน้นการขยายตัวทางเศรษฐกิจเป็นอย่างดียิ่ง อย่างไรก็ดี แนวทางการพัฒนาที่มุ่งเน้นด้าน
เศรษฐกิจ ได้ก่อให้เกิดปัญหาทางสังคมและสิ่งแวดล้อม อันเนื่องมาจากการแย่งชิงทรัพยากรและการ
กระจายรายได้ที่ไม่เป็นธรรม ซึ่งเป็นสาเหตุทำให้คุณภาพชีวิตของคนในสังคมเสื่อมโทรมลง ต่อมาได้มี
การเปลี่ยนแปลงยุทธศาสตร์การพัฒนาประเทศ มาเน้นคนเป็นจุดศูนย์กลางหรือจุดหมายหลักของ
การพัฒนา โดยมุ่งการแก้ปัญหาความยากจนและยกระดับคุณภาพชีวิตคนส่วนใหญ่ของประเทศให้
เกิดการพัฒนาที่ยั่งยืนและมีความเป็นอยู่ที่ดีมีสุข ทั้งนี้ กองทัพได้ตระหนักและเห็นความสำคัญในการ
พัฒนาคน จึงได้มีการจัดทำแผนการพัฒนาคุณภาพชีวิตของกำลังพลขึ้น ซึ่งในส่วนของ
กรมการสื่อสารทหาร กองบัญชาการกองทัพไทย มีกำลังพลส่วนหนึ่งเป็นนายทหารชั้นประทวนที่มี
ความสำคัญในการปฏิบัติงานเพื่อการบรรลุภารกิจอย่างมีประสิทธิภาพ แต่จากการสังเกตการ
ปฏิบัติงานที่ผ่านมาพบว่า นายทหารชั้นประทวนกรมการสื่อสารทหาร ยังปฏิบัติงานได้ไม่เต็มขีด
ความสามารถ อันเนื่องมาจากสาเหตุประการต่าง ๆ ซึ่งเชื่อมโยงในเรื่องคุณภาพชีวิตเป็นหลัก ผู้วิจัย
จึงได้ทำการวิจัยเพื่อให้ทราบถึงความพึงพอใจ และความต้องการการพัฒนาคุณภาพชีวิต เพื่อเป็น
แนวทางในการส่งเสริมคุณภาพชีวิตของนายทหารชั้นประทวนกรมการสื่อสารทหาร
สำหรับการดำเนินการวิจัยนั้น ผู้วิจัยใช้วิธีการวิจัยแบบผสมผสาน(Mixed Research)
โดยใช้วิธีการเก็บข้อมูลแบบการวิจัยเชิงปริมาณ(Quantitative Research) ซึ่งใช้เครื่องมือในการเก็บ
รวบรวมข้อมูล คือแบบสอบถาม แล้วทำการอธิบายพรรณนาเสริม แบบการวิจัยเชิงคุณภาพ(Qualitative Research)โดยมีการเก็บรวบรวมข้อมูลปฐมภูมิ(Primary Data) ด้วยแบบสอบถามกับ
นายทหารชั้นประทวนกรมการสื่อสารทหาร ๒๐๐ นาย และแหล่งข้อมูลทุติยภูมิ (Secondary Data)
จากการศึกษาค้นคว้าจากเอกสารต่าง ๆ ที่เกี่ยวข้อง โดยนำแนวคิด ทฤษฏีและงานวิจัยที่เกี่ยวข้องกับ
คุณภาพชีวิตมาสร้างเครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม ประกอบด้วย อายุ และ รายได้ของ
ครอบครัว (คู่สมรส) ต่อเดือน และปัจจัยด้านต่างๆ ประกอบด้วย ด้านอาหาร และโภชนาการ ด้านที่
อยู่อาศัยและสภาพแวดล้อม ด้านการบริการขั้นพื้นฐาน ด้านความปลอดภัยในชีวิตและทรัพย์สิน
ด้านการศึกษา ด้านสุขภาพอนามัย ด้านการรับรู้ข่าวสาร ด้านความมั่นคงก้าวหน้าในอาชีพ ด้าน
ความภาคภูมิใจในเกียรติ และด้านการพัฒนาจิตใจ แล้วจึงนำมาสร้างเป็นแบบสอบถามที่
ประกอบด้วย คำถามแบบปลายเปิดและแบบปลายปิด ซึ่งก่อนที่จะนำแบบสอบถามไปเก็บข้อมูลจาก
กลุ่มตัวอย่าง ได้มีการตรวจสอบ ปรับปรุง แก้ไข และทดลองใช้มาแล้ว ส่วนขนาดของกลุ่มตัวอย่าง
ที่เหมาะสม ใช้สูตรของ Yamane ในการคำนวณ กำหนดเกณฑ์การวัดความพึงพอใจเป็นคะแนน ๕
อันดับ และเกณฑ์ระดับความพึงพอใจใช้เป็นคะแนนเฉลี่ย ความพึงพอใจรวมของคุณภาพชีวิต ได้ค่า
ความพึงพอใจในระดับที่มาก สรุปได้ว่า คุณภาพชีวิตทั้ง ๑๐ ด้านข้างต้น เป็นสิ่งที่นายทหารชั้น
ประทวนกรมการสื่อสารทหาร มีความต้องการและสอดคล้องกับสภาพของเป้าหมาย ซึ่งมีความ
หลากหลายในแต่ละบุคคล จึงควรได้มีการปรับปรุง แก้ไข และพัฒนา ตามข้อเสนอแนะ รวมทั้งให้
ความสำคัญต่อการศึกษาวิจัยอย่างต่อเนื่อง และเปรียบเทียบกับการพัฒนาคุณภาพชีวิตของสถาบัน
อื่น ๆ ด้วยABSTRACT

Ever since Thailand has begun to improve the country by
regulating the National Economy and Social scheme based on improving the
economy in order to achieve the economic expansion greatly. However, this
matter has accidentally caused problems socially and environmentally dued
to the shortage of unfair resources. Thus, it effects the decreased quality of
life of Thais.
Later on, there was a change in improving national strategy of
which “human” is set to be the center or main purpose of all the
improvement processes. Poverty is the heart of problems to be improved as
it relates to the better quality of life.
As a result, the armed forced realized how very important to train
people; therefore, we have regulated the methods to improve the quality of
life of our people. As we, the Non – commissioned Officers of Directorate of
Joint Communication deligated a group of our armed forces to perform the
given tasks to the best efficiency. After reviewing the results of the past
performance, there was a defects in the level of the performance caused by
varied reasons mainly based on the quality of life of the performers themselves. The researcher has done this research in order to indicate the
importance of the Satisfaction in Developing the Quality of Life of the Non
– commissioned Officers of Directorate of Joint Intelligence, Supreme
Command Headquarters.
According to the procedures, the researcher used the “Mixed
Research” by selecting the numbers of Primary Data; spread questionnaires to
the Non – commissioned Officers from the Secondary Data by a vast study of
the involved resources. Then, there has been a set to determine the
variable : the free variable consisted of age, family income monthly the
following variable which contains the food diet, resident and environment,
foundation service, security of life and property, education, health, information
acknowledgement, career security, the pride of self – esteem and the value
of mortal improvement. So as to build up an effective questionnaire in 2
categories : Opened and Closed questionnaires. After collecting the
questionnaires from the target groups, there had been a respectable
inspection, correction and try – outs already. Part of the group samples, we
used “Yamane Formula” to calculate the results of the standard of
satisfaction scale plus the SPSS program.
The results were amazingly pleasant. Also, the clue of Age and
Family Income monthly is relevant to the satisfaction to improve quality of
life of the Directorate of Joint Communication. The similarity is that all the
Non – commissioned Officers are all in need of a good quality of life.
According to the study, it can be analyzed that the 10 basic
qualities of life, as said above, are the things that connected to the variety
of each person’s objectives of life. Thus, there should be suitable
improvement, corrections, suggested development and the awareness to
realize the important of the continuous research study, and compare the
quality of life between institutions as well.
