จากความต้องการที่เพิ่มมากข้ึนในประเทศต่างๆ ท าให้ราคาไมพ้ ะยูง ซ่ึงเป็นไมช้ นิด
หนึ่งในไม้มงคล ๙ ชนิดในประเทศไทยมีราคาสูงมากข้ึน ส่งผลให้มีการลกัลอบตัดไม้พะยูงออก
จากพ้ืนที่ป่าธรรมชาติและลกัลอบส่งออกไปต่างประเทศอย่างผิดกฎหมายการป้องกนั ปราบปราม
การลักลอบตัดไม้พะยูงจึงต้องมีการด าเนินการโดยรีบด่วน เพื่อรักษาไว้ซึ่ งไม้พะยูงอันเป็ น
ทรัพยากรป่ าไม้ที่มีค่าของประเทศไทยให้คงอยู่ตลอดไป การศึกษาคร้ังน้ีมีวตัถุประสงค์เพื่อศึกษา
ความส าคัญของไม้พะยูงและการลักลอบตัดไม้พะยูง ศึกษานโยบาย แผนงาน ที่เกี่ยวข้องกับการ
รักษาทรัพยากรธรรมชาติ และเพื่อหาแนวทางการป้องกันปราบปรามการลักลอบตัดไม้พะยูง โดย
การศึกษาคร้ังน้ีไดด้า เนินการรวบรวมเอกสารที่เกี่ยวขอ้ง พร้อมท้งัสัมภาษณ์เชิงลึกกบั เจา้หนา้ที่จาก
หน่วยงานที่เกี่ยวข้องกับการป้องกันและปราบปรามการลักลอบตัดไม้พะยูงในประเทศไทย ในด้าน
ปัญหาอุปสรรคและแนวทางการแก้ไขปัญหา และน ามาวิเคราะห์เพื่อหาแนวทางในการป้องกันการ
ลักลอบตัดไม้พะยูง จากผลการศึกษาวิจัยพบว่าแนวทางการป้องกันการลักลอบตัดไม้พะยูงสรุปได้
๓ แนวทาง ได้แก่ ป้องกันไม่ให้ไม้พะยูงออกจากป่ า ป้องกันการเคลื่อนย้ายและการครอบครองไม้
พะยูงโดยผิดกฎหมาย และป้องกันไม่ให้ไม้พะยูงออกนอกประเทศ ท้ังน้ีเพื่อให้การป้องกันมี
ประสิทธิผลควรมีการบูรณาการท างานร่วมกันระหว่างหน่วยงานต่างๆ และการสร้างแนวร่วมจาก
ประชาชนให้ช่วยกันดูแลรักษาไม้พะยูง ในขณะที่ภาครัฐควรใช้วิกฤตการขาดแคลนไม้พะยูงให้
เป็นโอกาสในการส่งเสริมการปลูกสร้างสวนป่ าไม้พะยูงเพื่อไว้ใช้ในอนาคตABSTRACT

Due to the increasing demand in many countries, the price of Pa Yung (Dalbergia
cochinchinensis), one of the nine Auspicious tree species, become expensive. As a result, there
are many illegal logging from the natural forest area and illegal exporting to foreign countries.
The protection against illegal logging for keeping the valuable trees species must be emergency
performed. The purpose of this study were to investigate the importance of Pa Yung and illegal
Pa Yung logging, investigate the policies and plans related to natural resources conservation and
to find ways to prevent illegal Pa Yung logging. The study was conducted by collected the
relevant documents and depth interviewed with officials from agencies involved in preventing
and combating illegal Pa Yung logging in Thailand about the problems and solutions and
analyzed to find ways to prevent illegal Pa Yung logging. The results showed that the prevention
to illegal logging were three ways; preventing the illegal Pa Yung logging from the forest,
preventing the transportation and possession of illegal Pa Yung timber and preventing the export Pa Yung to other countries. The integration of collaboration between different departments and
cooperation from people is very important to help maintain Pa Yung. The government should
change critical of shortage Pa Yung wood to the opportunity to promote the planting of Pa Yung
for future use.
