งานวิจัยเรื่อง “การพัฒนาเครื่องมือมาตรฐานสำหรับการตรวจและประเมิน ผลสัมฤทธิ์
การปฏิบัติภารกิจด้านยุทธการของส่วนสนับสนุนการรบ กองทัพอากาศ ในทศวรรษหน้า” จัดทำขึ้น
เพื่อแก้ปัญหาความขาดแคลนและความไม่สมบูรณ์ของเครื่องมือที่ใช้ในการตรวจและประเมินผล
สัมฤทธิ์ในการปฏิบัติภารกิจด้านยุทธการของหน่วยสนับสนุนการรบ ซึ่งไม่สอดคล้องกับการปรับ
โครงสร้างและภารกิจของกรมจเรทหารอากาศ กองทัพอากาศ ในปีงบประมาณ ๒๕๕๒ อาจส่งผลให้
ประสิทธิภาพในการตรวจและประเมินผลสัมฤทธิ์การปฏิบัติภารกิจด้านยุทธการของหน่วยรับตรวจ
ลดลง การวิจัยนี้มีวัตถุประสงค์เพื่อสร้างเครื่องมือมาตรฐานสำหรับใช้ในการตรวจและประเมินผล
สัมฤทธิ์ในการปฏิบัติภารกิจด้านยุทธการของหน่วยสนับสนุนการรบของกองทัพอากาศเป็นสำคัญ โดย
ผู้วิจัยได้ศึกษา ค้นคว้า แนวคิด ทฤษฎีจากเอกสารที่เป็นมาตรฐานสากลที่องค์กรทั้งภาครัฐและเอกชน
ทั่วโลกได้ประยุกต์ใช้ในการสร้างเครื่องมือในขณะเดียวกันได้วิเคราะห์ภารกิจด้านยุทธการของหน่วย
สนับสนุนการรบของกองทัพอากาศ หลังจากนั้นนำมาผนวกกันสร้างเป็นเครื่องมือมาตรฐานฉบับร่าง
แล้วส่งให้ผู้เชี่ยวชาญการตรวจและประเมินผลการปฏิบัติราชการกองทัพอากาศ (เจ้ากรมจเรทหารอากาศ) และผู้ชำนาญการของสายวิทยาการที่เกี่ยวข้องจำนวน ๑๓ สายวิทยาการ ตรวจพิจารณาและ
กลั่นกรองความถูกต้อง ความครอบคลุมภารกิจและความเหมาะสมในการนำไปใช้ในการปฏิบัติภารกิจ
ของคณะผู้ตรวจและผู้รับการตรวจรวมทั้งเก็บข้อมูลจากการสัมภาษณ์เชิงลึกผู้เชี่ยวชาญดังกล่าว เพื่อ
ความเข้าใจที่ถูกต้อง เหมาะสม ตรงกันอีกครั้งหนึ่ง แล้วนำข้อมูลทั้งหมดมาพัฒนาปรับแก้แล้วสร้าง
เป็นเครื่องมือมาตรฐานฉบับสมบูรณ์ ผลที่ได้จากการวิจัยในครั้งนี้ได้แก่ เครื่องมือมาตรฐานสำหรับ
การตรวจประเมินผลสัมฤทธิ์การปฏิบัติภารกิจด้านยุทธการของหน่วยสนับสนุนการรบของ
กองทัพอากาศ จำนวน ๑๒ ชุดเครื่องมือ และเครื่องมือมาตรฐานสำหรับใช้ในการตรวจการปฏิบัติ
ภารกิจเกี่ยวกับการรักษาความปลอดภัยที่ตั้ง ซึ่งมีความจำเป็นต่อหน่วยสนับสนุนการรบอีก ๑ ชุด
เครื่องมือ เครื่องมือทั้ง ๑๓ ชุดนี้สามารถนำไปใช้ในการตรวจและประเมินผลสัมฤทธิ์การปฏิบัติภารกิจ
ด้านยุทธการของหน่วยสนับสนุนการรบของกองทัพอากาศได้ในปีงบประมาณ ๒๕๕๕ เป็นต้นไป
อย่างไรก็ตามแม้ว่างานวิจัยฉบับนี้ได้ผ่านกระบวนการมาตรฐานในการทำวิจัยตามหลักวิชาการแล้ว แต่
ควรมีการพัฒนา ปรับเปลี่ยนสาระการตรวจในเครื่องมือให้สอดคล้องกับสภาพ เศรษฐกิจ การเมือง
และสังคม ที่มีการเปลี่ยนแปลงอยู่ตลอดเวลาในอนาคต เพื่อให้การตรวจการปฏิบัติราชการเป็นกลไก
สำคัญในการขับเคลื่อนการพัฒนาและการปรับปรุงองค์กรของกองทัพอากาศเป็นไปอย่างมี
ประสิทธิภาพ มีศักยภาพในการรักษาความมั่นและผลประโยชน์ของชาติสูงสุด สืบไป

Title : The Development of Standard Tools for Evaluation
and Inspection on the Achievement of Operational
Mission of the Combat Support Group in Royal Thai

The research of " The Development of Standard Tools for Evaluation and
Inspection on the Achievement of Operational Mission of the Combat Support
Groups in Royal Thai Air Force in the next decade" is deliberately created to solve
the problem of lack and incompleteness of the tools used to inspect and evaluate
the achievement of the operational missions of the combat support units, which
does not conform to the new assignment of the Directorate of the Air Force
Inspector-General in fiscal year 2009. It may consequently reduce the efficiency of
inspection and evaluation on achievement of the operational mission of the audited
agencies. The major purpose of this research is to create standard tools for inspecting
and evaluating on the achievement of the operational mission of the Combat
Support Groups. The researcher has been studying the international standard
theories and ideas which both public and private organizations around the world which had been applied to build the inspection and evaluation tools while analyzing
the operational mission of the Combat Support Groups at the same time. After that,
combined together and created to be draft standard tools. Then, the Air Force’s
inspection and evaluation expert, Director of the Air Force Inspector General, and the
representation experts from the Combat Support Groups were comprehensive
mission checked, accurately screened and considered the appropriateness to be
implemented for inspecting and evaluating. In addition, the researcher mixed the indepth interviews information from the representations to the tools for more
understanding between the inspectors and the audited agencies and proper matched
again then, lastly, developed the inclusive version of the standard tools.
The results of this research are the 12 Standard tools for inspecting and
evaluating on the achievement operational mission of the Combat Support Groups
and 1 standard tool which is necessary to the Combat Support Groups for inspecting
and evaluating on the mission of base security measures. These standard tools are
able to be commenced as major tools for inspecting and evaluating in the fiscal year
2012 onwards. Although this research has already been passed through the standard
processes of the educational research, it should be more developed and/or modified
the tools’ contents in term of the economic, political and social changes over time
in the future so that the inspection is still an essential mechanism in driving the
development of the internal organization of the Royal Thai Air Force to improve
efficiency and maintain highest potential national security and interests of nation
prosperity.
