จากการเปลี่ยนแปลงของโลกในยุคปัจจุบันที่เป็ นยุคข้อมูลข่าวสาร ท าให้ปัจจัยในการ
ควบคุมและอา นวยการยุทธเปลี่ยนแปลงไปตามสภาพแวดลอ้ม ท้งัทางด้านการควบคุมบงัคบั บญั ชา
การสื่อสาร การบริหารจัดการข้อมูล เพื่อใช้ในการวางแผนและการปฏิบัติ ศูนย์ยุทธการภาคพ้ืน
หน่วยบัญชาการอากาศโยธิน เป็ นหน่วยควบคุมบังคับบัญชา ในการอ านวยการ ประสานงาน และ
ก ากับดูแล เกี่ยวกับงานป้องกันและรักษาความปลอดภัยให้กับฐานทัพอากาศดอนเมือง การรักษา
และภารกิจอันที่ได้รับมอบ จ าเป็ นที่จะต้องปรับเปลี่ยนท้ังโครงสร้างการจัด การบริหารจัดการ
ขอบเขตและหน้าที่ เพื่อให้สามารถตอบสนองต่อภาวะวิกฤติ ที่มีรูปแบบต่างๆนานา โดยยึดถือ
แนวทางตามหลักนิยมการใช้อาวุธของกองทัพไทย ด้วยการผสมผสานกา ลงัท้งัทหารอากาศโยธิน
ทหารต่อสู้อากาศยาน ทหารปฏิบัติการพิเศษ และเจ้าหน้าที่สารวัตทหารอากาศ เข้าด้วยกันในการ
แก้ไขปัญหา
การปฏิบัติการทางทหารในยุคปัจจุบัน มีความจ าเป็ นจะต้องพึ่ งพิงเทคโนโลยี
สารสนเทศอย่างมาก จนกล่าวได้ว่าทหารไม่สามารถปฏิบัติการยุทธได้หากปราศจากระบบการ
ควบคุมบังคับบัญชาที่มีประสิทธิภาพ ดังน้ัน การลิดรอนขีดความสามารถของฝ่ ายตรงข้าม จึง
จ าเป็ นจะต้องท าการแทรกแซงและบ่อนท าลายระบบสารสนเทศ ในการควบคุมสั่งการ ให้ลด
ประสิทธิภาพลง ในขณะเดียวกันก็จะต้องท าการระมัดระวังการแทรกแซงของฝ่ ายตรงข้าม พร้อม
กันไป ระบบเครือข่ายอินเทอร์เน็ตและระบบการสื่อสารภายใน ท้งัฝ่ายทหารและพลเรือนของไทยก็
จ าเป็นต้องได้รับการ เฝ้าระวังจากการโจมตีของฝ่ ายตรงข้าม หรือผู้ก่อการร้าย เพื่อให้สามารถด ารงขีดความสามารถในการปฏิบัติการอย่างต่อเนื่องและมีประสิทธิภาพ การน าเทคโนโลยีมาผสมผสาน
ประยุกตใ์ช้งานในกิจการทหารจึงถือไดว้่าเป็นการเพิ่มศกยภาพให้กับกองทัพ ั ถึงแม้ว่าเทคโนโลยี
จะไม่ใช่สิ่งที่จะสามารถบ่งช้ีชยัชนะได้แต่อย่างน้อยก่อให้เกิดความได้เปรียบต่อฝ่ ายตรงข้ามถ้าอีก
ฝ่ ายหนึ่งมีเทคโนโลยีที่เหนือกว่า ดังน้ันเมื่อไรก็ตามที่เทคโนโลยีมีการเปลี่ยนแปลง สิ่งที่ตามมาคือ
การเปลี่ยนแปลงในกองทัพ การพัฒนาของเทคโนโลยีท าให้มิติของสนามรบเปลี่ยนแปลง อีกท้งัยงั
ก าหนดโฉมใหม่ของการปฏิบัติการทางทหาร
ผูว้ิจัยเลือกทา การวิจัยในเรื่องน้ีโดยมีวัตถุประสงค์เพื่อศึกษาโครงสร้างการจัด และ
การบริหารจัดการของศูนย์ยุทธการภาคพ้ืน เพื่อเปลี่ยนแปลงโครงสร้างการจัดและการบริหาร
จดัการ ให้เหมาะสมกับภาวะปัจจุบนั อีกท้งัการกา หนดขอบเขตหนา้ที่ของ เจา้หน้าที่ที่ปฏิบตัิงาน
ภายในศูนย์ยุทธการภาคพ้ืน เพื่อเป็ นแนวทางในการจัดศูนย์ยุทธการภาคพ้ืน ให้สามารถเผชิญกับ
ปัญหาวิกฤติได้
การศึกษาวิจัยผู้วิจัยได้ศึกษาโครงสร้างการจัดและแนวทางการปฏิบัติงานของศูนย์
รักษาความปลอดภยั ดอนเมือง ศูนยย์ุทธการภาคพ้ืน รวมท้งัปัญหาในการดา เนินงานที่เกี่ยวขอ้งกับ
ระบบควบคุมบังคับบัญชา C

I ของกองทัพ โดยมุ่งเน้นแนวทางการปฏิบัติงานทางด้านข้อมูล
ข่าวสาร เป็นหลัก
ผลการวิจัยพบว่าการจัดศูนย์ยุทธการภาคพ้ืน ควรจัดให้อยู่ในรูปแบบของศูนย์
บัญชาการทางทหาร ที่มีสายการบังคับบัญชาตามแนวนอนที่จะท าให้การประสานงานระหว่างฝ่ าย
อ านวยการ หน่วยก าลังและหน่วยที่เกี่ยวข้องมีประสิทธิภาพ การปรับเปลี่ยนหน้าที่ของชุดเวร ศูนย์
ยุทธการภาคพ้ืนในเวลาปกติ ให้สามารถท าหน้าที่ในศูนย์ยุทธการภาคพ้ืน ในสถานการณ์วิกฤติได้
อย่างต่อเนื่อง การจัดเจ้าหน้าที่รับผิดชอบ บริหารจัดการข้อมูลข่าวสาร เพื่อบริหารข้อมูลในศูนย์
ยุทธการภาคพ้ืน ให้สามารถรองรับปริมาณข้อมูลในระหว่างการควบคุมและอ านวยการยุทธ
ผู้วิจัยได้เสนอแนวทางในการปรับปรุงศูนย์ยุทธการภาคพ้ืน เพื่อให้มีขีดความสามารถ
ในการปฏิบัติภารกิจในภาพรวม ซ่ึงจะต้องทา การปรับปรุงท้งัระบบในเรื่องที่เกี่ยวข้องกับ ภาวะ
ผู้น า/วัฒนธรรมของก าลังพลที่เกิดจากการเปลี่ยนแปลงทางด้านข้อมูลข่าวสาร การจัดองค์การ การ
ฝึก หลักนิยม เทคโนโลยีสารสนเทศ และสิ่งอ านวยความสะดวกในศูนย์ยุทธการภาคพ้ืน โดย
ก าหนดแนวทางการปฏิบัติงาน ด้วยการใช้ระบบเครือข่ายแบบศูนย์กลาง ABSTRACT

Turning to the information era, this changing of the environment results on combat
commanding and directing factors which are command control communication and information
management. Royal Thai Air Force Security Forces Command is the unit that reponsible for directing,
coordination and monitoring in defense and security for Donmuang air base. To retain the capabilities to
accomplish the mission, Royal Thai Air Force Security Forces Command has to reengineer on its structure,
management, scope and authority inorder to respond to any crisis events following onrole of engagement of
the Royal Thai Armed Forcesby integration of all forces, AirbaseGround Defense Airbase air defense Special
forces and Military police, to accomplish the mission.
Nowadays, military operations have abundant dependency on information technology.
Effective command and control system has strongly effecet on success or failure of the operation. Therefore,
reducing on adverary’s capabilities is done by desrupt and intervine on the opponent’s command
and control system while protect one’s own command and control system. Internet and internal
communication for both military sector and private sector have to be protected from the attacking
by enemy or terrist to maintain the ability of the unit with continuously and effectively efforts.
The application of technology by integrating in military activities will enhance the capabilities
and potential for military. Although, technology itself is not the key factor to win the war, the
advantage on adversary provides by gaining more advance techonology. Thus, the change in technology results on changing not only the dimension of the battlefield but also on the military
operations.
This research has 2 main objcetives which are to study on an existing structure and
management of Airbase Ground Defense Center in order to redefine the suitable structure and
management that appropriate for present conditions, and to define the guidelines on scope of
authority for Airbase Ground Defense Center’s officers to operate on crissis events.
Scoper of this research is to focus stuyding on unit structures and operational concept
of Donmuang Security Center, Airbase Ground Defense Center, including problems of operations
concerning on RTARF C4
I system that emphasize on information execution.
The research results shows that Airbase Ground Defense Center should be in the
structure of military operation center which have horizontal chain of command that leads to
effective coordination whist commanders, staffs, and related units. The operating period of duty
officers of Airbase Ground Defense Center should be modified in order to support continous
crisis operation. Furthermore, imformation management unit must be established in order to
handle immense information during the operations.
Researcher proposed the guideline for improving Airbase Ground Defense Center to
have suitable capabilties to perform in all missions by improving in leadership and organizational
culture that are the result of changing in imformation, unit structure, training, doctrine,
information technology, and facilities in Airbase Ground Defense Center. The execution will be
assigned by the Network Centric Concepts.
