เอกสารวิจยัฉบบั น้ีจัดท าข้ึนเพื่อศึกษาแนวทางการพัฒนาระบบก าลังส ารองของ
กองทัพบก ให้เป็นระบบก าลังส ารองที่สามารถปฏิบัติได้จริงและมีประสิทธิภาพ ในสภาพแวดล้อม
ที่เป็นปัจจุบันและมีปัจจัยหลายด้าน เช่น ตัวบุคคล ระเบียบ ข้อบังคับ กฎหมาย และงบประมาณที่มี
อยู่อย่างจ ากัดโดยจะท าอย่างไรท าให้ระบบก าลังส ารองของกองทัพบก สามารถตอบสนองความ
ต้องการทางยุทธการของแผนป้องกันประเทศได้
วัตถุประสงค์ของการวิจัย เพื่อศึกษาวิเคราะห์สภาพและปัญหาของระบบก าลัง
ส ารองของกองทัพบก ซึ่งในปัจจุบันใช้ระบบ ๑:๑:๑:๓ มีปัญหาที่ขดัขอ้งเกิดข้ึน เช่น กา ลงัพล
ส ารองไม่มีความพร้อมในการเข้ารับการเรียกพล บางพ้ืนที่ก าลังพลส ารองมีไม่เพียงพอต่อหน่วย
รับการบรรจุการใช้ก าลังพลส ารองไม่เต็มประสิทธิภาพ และต้องใช้งบประมาณจ านวนมากในการ
ด าเนินการเต็มระบบครบทุกหน่วยตามระบบกา ลงัส ารอง จากปัญหาต่างๆที่เกิดข้ึนในระบบกา ลงั
ส ารอง (ตามระบบ ๑:๑:๑:๓ ) ของกองทัพบกมีความจ าเป็นต้องมีการปรับปรุงแก้ไขให้ระบบก าลัง
ส ารองสามารถปฏิบัติได้อย่างเป็นรูปธรรมมีประสิทธิภาพ และประหยัดงบประมาณให้สอดคล้อง
กับพลังอ านาจของชาติและยุทธศาสตร์ป้องกันประเทศ
การวิจัยคร้ังน้ีเป็ นการวิจัยการวิจัยเชิงคุณภาพ (Quality Research) แบบพรรณนา
ศึกษาค้นคว้าจากต ารา เอกสารทางวิชาการที่เกี่ยวข้อง แนวคิดทฤษฎี โดยใช้ข้อมูลแบบปฐมภูมิ
(Primary Data) คือ ข้อมูลที่ได้จากการสัมภาษณ์แบบเจาะลึก ผู้อ านวยการกองของหน่วยบัญชาการรักษาดินแดน ผู้ที่ท างานเกี่ยวกับระบบก าลังส ารอง ก าลังพลส ารอง และนักศึกษาวิชาทหาร และ ใช้
ข้อมูลทุติยภูมิ (Secondary Data) คือ จากแนวคิดทฤษฎีระเบียบ ค าสั่ง ข้อบังคับ กฎกระทรวง
กฎหมาย และผลงานวิจัยที่เกี่ยวข้อง ซึ่งผู้วิจัยได้รวบรวมข้อมูลต่างๆ หน่วยบัญชาการรักษาดินแดน
เวปไซต์ต่างๆ วิเคราะห์เชิงเน้ือหา (Content Analysis) เพื่อหารูปแบบระบบก าลังส ารองที่เหมาะสม
มีประสิทธิภาพ และประหยัดงบประมาณ ท้งัในยามปกติและยามสงคราม
ผลการวิจัยสรุปได้ว่าควรปรับเปลี่ยน การบรรจุก าลังพลส ารอง เดิมที่ใช้ ระบบบัญชี
กา ลงัพลส ารองช้ันตน้ : ก าลังพลส ารองพร้อม : ก าลังพลส ารองเตรียมพร้อม :กา ลงัพลส ารองทวั่ ไป
บัญชี ระบบ ๑: ๑: ๑: ๓ เป็นระบบบญั ชีกา ลงัพลส ารองช้นั ตน้ : ก าลังพลส ารองพร้อม : ก าลังพล
ส ารองเตรียมพร้อม บัญชีระบบ ๑ :๒: ๓ เพื่อท าให้ระบบก าลังส ารอง ซึ่งประกอบด้วย ๕ ระบบ
ย่อย สามารถด าเนินการได้อย่างมีประสิทธิภาพ และหวังผลได้ในทางปฏิบัติ และให้ระบบก าลัง
ส ารองสามารถตอบสนองแผนป้องกันประเทศอย่างเป็นรูปธรรม
ส าหรับการวิจัยน้ีได้นา เสนอระบบก าลังส ารองระบบ ๑ :๒: ๓ และการด าเนินงาน
ของ ๕ระบบย่อย ของระบบก าลังส ารองของกองทัพบกที่สามารถปฏิบัติได้จริง และประหยัด
งบประมาณสามารถตอบสนองแผนการใช้ก าลังตามยุทธศาสตร์ป้ องประเทศได้อย่างมี
ประสิทธิภาพ\

This research is studied on guidelines in developing Army reserved system that
makes the system more concrete and effieicnt. While nowadays environment and factors such as
individual, regulations, rules, laws and budget which are the limitation, these guidelines are the
answers of how we can implement the Army resreved system to respond for the tactics need of
national defence plan.
The objective of this research is to analyse status and problems of Army reserved
system which use 1:1:1:3 system at his time.Many problems occur, for instance, reserved are not
ready for recruitment, reserved are not adequate for deploying in some areas, reserves are not use
in fully effective methods, and immense butget are spend to operate fully function for all uints by
the recruitment of Army reserved system. By all these problems, Army should readjust the
reserved system to operate concrete efficient and minimum budget and consist with national
power and national defense strategic.
Descriptive qualitative method is used in this research by analysis on books,
documents, and theories. The research’s primary data are gather by using indepth-interview from 4 groups, Director of reserved divisions in The Army Reserve Command, Officer of The Army
Reserve System , reserve service personnel, Student army and use secondary data from theories,
regulations, rules, orders, laws and related research. Researcher also gathered data from Army
reserved units, website to do content analysis in order to define guidelines or pattern for Army
reserved system which suitable for Army to use not only in war time but alos in peace time with
the most efficient and the most minimum the budget.
The research reslut in modifying recruitment for Army reserved system that was
used the army reserved list that are primary reserved : ready reserved : prepared reserved :
general reserved which used the 1:1:1:3 system to be the new list that are primary reserved :
ready reserved : prepared reserved which use the 1:2:3 system to make the army reserved system
which compraised of 5 systemsare able to operate more efficient and concrete resond to national
defense plan. The 1:2:3 systems is the recommendation of the researcher on adjusting army
reserved system which is more practical, use less in budget and have a concrete respond on
deploying forces in national defense plan.
