การวิจัยครั-งนี-มีวัตถุประสงค์เพือศึกษาปัจจัยทีทําให้ชาวต่างชาติเข้ามาใช้บริ การ
รักษาพยาบาลในไทย ความคาดหวังของชาวต่างชาติต่อบริการรักษาพยาบาลของไทยและการเป็ น
ศูนย์กลางบริการสุขภาพของไทย และเพือศึกษาและกาหนดการบริการสุขภาพของไทย ยุทธศาสตร์ ํ
การเป็ นศูนย์กลางบริการสุขภาพเพือความมันคงทางเศรษฐก ิจของประเทศ เก็บรวบรวมข้อมูลโดย
การสัมภาษณ์เชิงลึกแบบกึงมีโครงสร้างจากผู้ให้ข้อมูลสําคัญ รวม ๑๒ ราย ประกอบด้วยผู้ป่ วยหรือ
ญาติจากกลุ่มประเทศจีซีซี กลุ่มประเทศเออีซี และประเทศในทวีปเอเชีย รวม ๘ ราย ผู้แทนสถานทูต
กลุ่มประเทศจีซีซี จํานวน ๒ ราย และสัมภาษณ์ผู้ประกอบการจากโรงพยาบาลเวชธานี จํานวน ๒ ราย
ผลการวิจัย พบวา ปัจจัยทีทําให้ชาวต ่ ่างชาติเข้ามาใช้บริการรักษาพยาบาลในประเทศไทย
คือ คุณภาพการรักษา (Quality of Care) ใกล้เคียงกบประเทศแถบยุโรป แพทย์มีความเชียวชาญ ั
เฉพาะทาง (Specialist Doctor) มีประสบการณ์การรักษา ความพร้อมให้บริการ (Availability)
นัดพบแพทย์ทางเฉพาะได้เร็ว คนไทยให้การบริ การทีเป็ นมิตร ยืดหยุ่นตามความต้องการของ
ผู้รับบริการแต่ละราย ค่าใช้จ่ายในการักษาและเดินทางโดยรวมถูกกวาประเทศในทวีปยุโรป และ ่
ประเทศอืนในทวีปเอเชีย เช่น สิงคโปร์ เกาหลี ญีปุ่ น นอกจากนี-ประเทศไทยยังมีสถานทีท่องเทียว
สวยงาม มีความพร้อมของทีพัก และสิงอํานวยความสะดวกอยางครบครัน ในเรืองความคาดหวัง ่
ของชาวต่างชาติต่อบริการรักษาพยาบาลของไทยพบว่าต้องการให้รักษาหายจากโรค หรืออาการดีขึ-น
ฟื-นตัวเร็ว ได้รักษากบแพทย์เฉพาะทางทีเก ั ่ง อธิบายรายละเอียดของโรค เปิ ดโอกาสให้ซักถาม
วินิจฉัยโรคได้เร็ว ถูกต้อง ผู้ให้บริการยิ-มแย้มเป็ นกนเอง ให้เก ั ียรติS พยาบาลดูแลดี มีการอธิบาย
ขั-นตอนการรับบริการ การบริการมีความน่าเชือถือ (Reliability) ไม่มีปัญหาการสือสาร เครืองมือ/
อุปกรณ์ทางการแพทย์ทันสมัย คิดค่าใช้จ่ายตามทีใช้จริ ง มีสิงอํานวยความสะดวกครบครัน
ส่วนผู้แทนสถานทูตคาดหวังให้รักษาโรคตามทีส่งตัวมา มีการประสานงานขออนุมัติจากสถานฑูต
ก่อนให้การรักษาเพิมเติมจากทีส่งตัว ในส่วนความคาดหวังของชาวต่างชาติต่อการเป็ นศูนย์กลาง
บริการสุขภาพของไทยโดยต้องการให้ภาครัฐอํานวยความสะดวกในการออก Visa รวมทั-งระยะเวลา
พํานักในประเทศไทย ผู้ประกอบการสถานพยาบาลคาดหวังให้ภาครัฐประชาสัมพันธ์แบรนด์ข
ประเทศไทยในเรือง Medical Hub อย่างสมําเสมอและต่อเนือง ใช้ระบบ Incentive กระตุ้นให้
สถานพยาบาลสนับสนุนเรืองการฝึ กอบรมความรู้ทางวิชาชีพเพือเพิมคุณภาพการรักษา สําหรับการ
กาหนดยุทธศาสตร์ของประเทศ ภาครัฐควรก ํ าหนดให้มีการพัฒนาหลักสูตรการผลิตบุคลากรสาย ํ
วิชาชีพให้มีความรู้ในวิชาชีพ ให้สามารถสือสารภาษาอังกฤษได้ เพือเพิมขีดความความสามารถใน
การแข่งขันระดับนานาชาติ เปิ ดโอกาสให้ภาคเอกชนเข้าไปใช้เครืองมือในโรงพยาบาลของภาครัฐ
ได้เพือให้การใช้ทรัพยากรในภาครัฐเกิดความคุ้มค่าในการลงทุนและประชาสัมพันธ์ความสามารถ
ในการผาตัดโรคทีมีความซับซ้อน เพือยกระดับขีดความสามารถของปร ่ ะเทศให้เป็ นทีรู้จักในระดับ
นานาชาติ ข้อเสนอแนะจากการศึกษา ภาครัฐควรนําแผนยุทธศาสตร์การพัฒนาให้ประเทศไทยเป็ น
ศูนย์กลางสุขภาพนานาชาติ (พ.ศ. ๒๕๕๓- ๒๕๕๗) มาดําเนินการอย่างเป็ นรูปธรรมเพราะมีแต่
Planning No Action เน้นแบรนด์ High-Quality Medical Care อย่างต่อเนือง และควรออก Visa
พิเศษสําหรับผู้เข้ามาใช้บริการทางการแพทย์โดยลดขั-นตอนการอนุมัติทีล่าช้า วงเงินคํ-าประกน ั
ระยะเวลาทีพํานักควรอนุมัติตามภาวะของโรคไม่ใช่ตามระดับความเสียงด้านความมันคงของแต ่ละ
ประเทศ จํานวนผู้ติดตาม

ABSTRACT
Title : Healthcare Center for increasing the ability of competitiveness for the
economic stability of the country

This dissertation investigates to studied the factors conducive to use the service and
the expectations in medical health care in Thailand medical hub,to studied and design Thailand
health service strategy to Thailand medical hub for the economic stability. Data were collected
using a semi-structured in-depth interviews conducted with twelve subjects consisting of eight patients
or their relatives from GCC (Gulf Cooperation Council) countries , AEC ( Asean Economics
Community) and Asian countries, two agents embassies from GCC countries, and interviews were also
conducted with two chief officers from Vejthani hospital.
Findings are as follows: The deciding factors in using medical services in various
hospitals in Thailand are quality of care similar to those of European countries and availabilityof
experience specialists and the services, staffs were complementing with their friendly
personalities and flexibility of services on patients’ needs, competitive prices, superb tourist
destinations with full facilities. The expectations on medical care in Thailand hospitals are to
obtain good or improved clinical outcome and fast recovery and to treat with specialists who
give detailed information on the disease including but not limited to giving opportunities for
patients to ask questions, developing accuracy and fast investigation, The staffs are friendly,
able to provide good nursing care services, and carry out clear information on all process .
The services are reliable without any communication problems with modern medical
technologies. The medical expenses are transparent, reasonable and fully facilitated. In addition,
the embassies require the hospitals to submit medical reports if the patients need additional
treatment apart from the agreement. The conclusion of hospitals and foreigners’ expectations
about the medical hub in Thailand is about the visa approval and extension the length of stay depend
on the diseases, the hospitals also have additional expectation from the government to continually
promote Thailand medical hub and use incentive system by requiring the hospitals to improve 2
their employees on professional knowledge in order to enhance the quality of treatment.
The healthcare strategies in order to be Medical hub for the economic stability is that the
government should develop a course for professional staffs to improve their English skills in
order to enhance their abilities to compete internationally, and allow the private institutions
opportunity to use the medical equipment in the public sector to make it a value investment.
In addition, to promote Thailand medical hub focus on special treatments such as a complex
surgery which requires specific expertise, to enhance the capacity of the country to be recognized
internationally. The recommendations, the government should enforce a strategic plan “To develop
Thailand as a center of international medical hub (AD 2553-2557)”, at the moment, the support
from the government is delayed, and to promote High-Quality Medical Care continuously in
order to support Thailand to be a medical hub Asia and the government should provide a separate
visa “Medical Visa”, guaranteeing the period of stay in Thailand and number of relatives basing
on the patient's medical condition. At this time, the approval is based on the patient's and/or their
relatives' country.
