ชื่อเรื่อง : การจัดการเคลื่อนย้ายยุทโธปกรณ์ของกองทัพไทยสนับสนุนการปฏิบัติการเพื่อ
สันติภาพในทศวรรษหน้า

กองทัพไทยได้ส่งกองก าลังเข้าร่วมปฏิบัติการเพื่อสันติภาพกับกองก าลังรักษาสันติภาพ
ของสหประชาชาติ โดยการขอรับการสนับสนุนจากสหประชาชาติในการเคลื่อนย้ายจากประเทศ
ไทยไปยงัพ้ืนที่ปฏิบัติการในต่างประเทศซึ่งไม่สามารถควบคุมก าหนดการเคลื่อนย้ายได้ ส าหรับ
การเคลื่อนยา้ยภายในประเทศน้นั ดา เนินการโดยกองทัพไทยซึ่งจะมีการเคลื่อนย้ายยุทโธปกรณ์จาก
ที่ต้ังหน่วยปกติไปยงัที่รวมพลข้ันต้นและด าเนินพิธีการศุลกากรก่อนการเคลื่อนย้ายออกนอก
ประเทศ พบว่าการบรรจุสิ่งของเขา้ตูค้อนเทรนเนอร์ไม่เป็นไปตามมาตรฐานสากลอาจส่งผลกระทบ
ต่อแผนการเคลื่อนย้ายของสหประชาชาติได้ และภายหลังจบภารกิจจะมีการเคลื่อนย้ายยุทโธปกรณ์
กลับประเทศไทย ปรากฏว่าขอ้ มูลรายการสิ่งของตามบัญชีที่น าไปและน ากลับไม่ตรงกันท าให้การ
ด าเนินพิธีการศุลกากรไม่เรียบร้อย จากปัญหาดังกล่าวอาจส่งผลต่อความเชื่อมนั่ ของผูบ้ งัคบั บญั ชา
และอาจส่งผลต่อความน่าเชื่อถือจากสหประชาชาติ
วัตถุประสงค์ของการวิจัย เพื่อศึกษาวิเคราะห์ปัญหาอุปสรรคในการเคลื่อนย้ายยุทโธปกรณ์
ของกองทัพไทยในการสนับสนุนการปฏิบัติการเพื่อสันติภาพและน าเสนอการจัดการเคลื่อนย้าย
ยุทโธปกรณ์ของกองทัพไทยที่เหมาะสมสอดคล้องกันสถานการณ์สนับสนุนการปฏิบัติการเพื่อ
สันติภาพในทศวรรษหน้า
การวิจัยคร้ังน้ีเป็นการวิจัยเชิงคุณภาพ ใช้ข้อมูลปฐมภูมิจากการสังเกตและประสบการณ์
การปฏิบัติงานเกี่ยวกับการเคลื่อนย้ายยุทโธปกรณ์ของผู้วิจัยรวมท้งัการสัมภาษณ์แบบเจาะลึกจาก
ผู้เกี่ยวข้องกับการปฏิบัติการเพื่อสันติภาพ และใช้ข้อมูลทุติยภูมิ จากการศึกษาค้นคว้าเอกสารที่
เกี่ยวข้องจากแหล่งข้อมูลต่างๆ ท าให้สามารถตรวจสอบความน่าเชื่อถือของข้อมูลได้ โดยใช้
ระเบียบการน าเสนอข้อมูลในเชิงพรรณนาและวิเคราะห์ สรุปผลที่ไดจ้ากการวิจยัคร้ังน้ีในการจัดส่งกองกา ลงัของกองทพั ไทยเขา้ร่วมปฏิบัติการเพื่อ
สันติภาพเป็ นไปตามบันทึกความเข้าใจระหว่างรัฐบาลไทยกับสหประชาชาติดังน้นัการเคลื่อนยา้ย
ยุทโธปกรณ์เป็ นไปตามแผนการเคลื่อนย้ายทางยุทธศาสตร์ของสหประชาชาติและยังคงต้องขอรับ
การสนับสนุนจากสหประชาชาติการบรรจุสิ่งของเข้าตู้คอนเทรนเนอร์ต้องเป็ นไปตาม
มาตรฐานสากล การด าเนินพิธีการศุลกากรต้องปฏิบัติตามก าหนดไว้ ซึ่งการด าเนินการเกี่ยวกับการ
เคลื่อนยา้ยท้งัหมดทางสหประชาชาติเป็นผูร้ับผิดชอบ
การจัดการเคลื่อนย้ายยุทโธปกรณ์ของกองทัพไทยสนับสนุนการปฏิบัติการเพื่อสันติภาพ
ในทศวรรษหน้าเป็นสิ่งส าคญั และจา เป็นที่ตอ้งเตรียมการไวล้่วงหน้าในเรื่องการเคลื่อนย้ายสมควร
มอบหมายงานให้กับหน่วยที่มีภารกิจโดยตรงเพื่อให้มีเอกภาพในการสั่งการก ากับดูแลในเรื่องการ
เคลื่อนย้ายยุทโธปกรณ์และการด าเนินพิธีการศุลกากรให้เป็ นไปตามก าหนด และสมควรเพิ่มเติม
การอบรมในหลักสูตรการเคลื่อนย้ายของต่างประเทศเพื่อให้ก าลังพลได้รับความรู้ความเข้าใจ
เรื่องที่ต้องปฏิบัติอย่างถูกต้องตามมาตรฐานสากลและเพื่อให้การปฏิบัติของหน่วยที่เกี่ยวข้อง
เป็ นไปในแนวทางเดียวกันสมควรให้มีการจัดท าระเบียบปฏิบัติประจ าด้านการเคลื่อนย้ายร่วม
ส าหรับใช้เป็นหลักการปฏิบัติต่อไปABSTRACT

In 1958, Royal Thai Armed Forces has joined peacekeeping operation with the UN
peacekeeping force but the operation was increasing since the East Timor peacekeeping operation
in Iraq. Transportation from Thailand to the country which is the area of operation is supported by
UN, thus Royal Thai Armed Forces cannot control the schedule of transportation. Transportation
with in Thailand from usual unit location to initial rally point then processed with the customs
before moving to the target country results that packages loading in containers are not conform by
the international standards which might effects on UN transportation plan. After mission
accomplished, take back items on supply list mismatch with bring to items supply list which
results on customs process. This problem impacts on the reliability from commanders which
also results on the effect on reliability of the UN.
There are 2 objectives of this research which are; to study on obstacles on supply
transportation for supporting peacekeeping operations and propose the supply transportation
guideline for the Royal Thai Armed Forces in supporting peace keeping operation in the next
decade.
This research use qualitative research methodology by using primary data from
observation, researcher experience from real-life operations on supply transportation and in depth
interview on related personals in peacekeeping operations and the secondary data are from
documentary research which results on the reliability check with the primary data. The result of this research shows that Thailand joins the peacekeeping operation followed
the Memory Of Understanding between Thailand and UN. Therefore, supply transportation must
follow by the strategic transportation plan of the UN and supported by the UN. Furthermore,
packages loading in containers should follow the international standards and customs process and
procedures. In overall, the supply transportations are responsibility by the UN
Supply transportation for the Royal Thai Armed Forces in supporting peacekeeping
operations in the next decade is essential and need the proper preparation in advanced.
Transportation tasks should assign to the direct responsible units to maintain the unity of
command and control. Customs process and procedures should follow the standards rules and
regulations. And there should be an additional courses on international supply transportations to
educate the Royal Thai Armed Forces personal on transportation which followed the standards,
rules and regulations to operate in the same direction. Lastly, the Royal Thai Armed Forces
should have the standard operating procedures in supply transportation for supporting
peacekeeping operation to use as a core standard in operations for all services
