น้ ามนั เช้ือเพลิงจัดเป็นยุทธปัจจัยที่มีความส าคญั ต่อการปฏิบตัิภารกิจของเหล่าทัพซึ่ ง
ก าลังรบของแต่ละเหล่าทัพมีความแตกต่างกันโดยกองทพั บกจะเนน้การใชย้านพาหนะทางภาคพ้ืน
เป็ นยุทโธปกรณ์หลัก กองทัพเรือใช้เรือเป็นยุทโธปกรณ์หลัก และกองทัพอากาศจะใช้อากาศยาน
เป็ นยุทโธปกรณ์หลักซ่ึงยุทโธปกรณ์ท้งัหมดลว้นต้องพ่ึงพาน้า มนั เช้ือเพลิงท้งัสิ้นดังน้ันในการทา
สงครามของกองทัพน้ันระบบการส่งก าลังบ ารุงน้ ามันเช้ือเพลิงถือเป็นความส าคญั ล าดับต้นๆที่
กองทัพต้องด ารงสภาพให้พร้อมอยู่ตลอดเวลาแต่เนื่องจากในสภาวะปัจจุบันสงครามตามแบบหรือ
สงครามขนาดใหญ่แทบจะไม่มีทางเกิดข้ึนดงัน้ันปัญหาการส่งกา ลงับา รุงเช้ือเพลิงทางดา้นยุทธการ
จึงยังไม่ถือเป็นประเด็นส าคัญ ตรงกันข้าม เช้ือเพลิงที่ใช้ในทางธุรการกลบั เกิดปัญหาในการบริหาร
จดัการมากข้ึนเนื่องจากความต้องการในการใช้เช้ือเพลิงมีมากข้ึนสวนทางกับราคาเช้ือเพลิงที่เพิ่ม
มากข้ึนซึ่งถือเป็นปัญหาที่ต้องแก้ไข
ในส่วนของกองทัพอากาศการบริหารงานเช้ือเพลิงภาคพ้ืนงบพิเศษ มีความส าคญั ต่อ
การปฏิบตัิภารกิจอนั เป็นภารกิจที่นอกเหนือจากงานประจา ซ่ึงในบางคร้ังเป็นการสนับสนุนภารกิจ
ที่เกี่ยวขอ้งกับความมนั่ คงของประเทศ หรือกรณีที่ต้องปฏิบตัิอย่างฉุกเฉินเร่งด่วน ต้องด าเนินการ
ในทนั ทีโดยถา้หากมองในอีกแง่มุมหน่ึง เช้ือเพลิงเป็นยุทธปัจจัยที่จา เป็นตอ้งมีการควบคุมการใช้อย่างเคร่งครัด ดงัน้นัการบริหารงานเช้ือเพลิงภาคพ้ืนงบพิเศษจึงเป็นการบริหารความสมดุลระหว่าง
ประสิ ทธิภ าพของการสนับสนุ นและการควบคุมความถูกต้องโดยพบว่าปั ญหาส าคัญ ที่
กองทพั อากาศประสบอยู่คือข้นั ตอนในการด าเนินการเกี่ยวกับเช้ือเพลิงภาคพ้ืนงบพิเศษค่อนขา้ง
ซ้ าซ้อนและมีข้ันตอนยุ่งยากเนื่องจากผูบ้ ังคบั บัญชาให้ความสนใจและต้องการตรวจสอบความ
ถูกต้องหลายข้ันตอนเพื่อให้เกิดความคุ้มค่าที่สุดในการจ่ายเช้ือเพลิงให้กับหน่ วยงานใน
กองทัพอากาศทา ให้บางคร้ังหน่วยที่ส ารองจ่ายเช้ือเพลิงไปก่อนต้องใชเ้วลานานกว่าจะไดร้ับอนุมตัิ
ให้รับเช้ือเพลิงทดแทนได้ ดังน้ันการศึกษาเกี่ยวกับเรื่องน้ีจึงมีความส าคัญเพื่อที่จะให้ผลงานที่
ออกมาในรูปของการด าเนินการที่รวดเร็วแต่ในขณะเดียวกันผลงานที่ออกมาต้องมีความถูกต้องซึ่ง
จะช่วยลดปัญหาความล่าช้าของการด าเนินการลงได้ในระดับหนึ่ง
การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) แบบการวิจัยเอกสาร
(Documentary Research) โดยการใช้ ข้อมูลทุติยภูมิ (Secondary Data) คือ ระเบียบ ค าสั่ง ของ
กองทัพบก กองทัพเรือ และ กองทัพอากาศ ที่เกี่ยวข้องกับการบริหารงานเช้ือเพลิงภาคพ้ืนงบพิเศษ
และใช้ความรู้และประสบการณ์การปฏิบัติหน้าที่ด้านเช้ือเพลิงของผูว้ิจัยเอง ตลอดจนสอบถาม
ความคิดเห็นจากผูเ้ชี่ยวชาญ และผูท้ ี่ปฏิบตัิหน้าที่เกี่ยวขอ้งกับการใช้เช้ือเพลิงงบพิเศษ เพื่อให้ได้
ข้อมูลที่ต้องการแล้วน ามาวิเคราะห์โดยใช้ทฤษฎีการบริหาร ซึ่ งผลลัพธ์ที่ได้ก็คือ กลยุทธ์การ
บริหารงานเช้ือเพลิงภาคพ้ืนงบพิเศษ ซ่ึงผูว้ิจยัหวงัเป็นอย่างยิ่งว่างานวิจยัน้ีจะสามารถช่วยแกป้ ัญหา
การบริหารงานเช้ือเพลิงภาคพ้ืนงบพิเศษของกองทัพอากาศลงได้และอาจน าไปสู่การปรับปรุง
พัฒนาการบริหารงานด้านอื่นๆได้เช่นเดียวกัน ท้ังน้ีเพื่อสนับสนุนการก้าวไปสู่การเป็น
“กองทพัอากาศช้ันนา ในภูมิภาค(One of the Best Air Forces in ASEAN)” ตามที่กองทัพอากาศได้
ก าหนดวิสัยทัศน์ไว้ภายในทศวรรษหน้าต่อไป
ABSTRACT
Title : An Approach to Development of Royal Thai Air Force Special –
Budgeted Ground Fuel System Management in the Next Decade.

Fuel is classified as strategic factors that are important to the mission of the troops. Each
of army has differences in emphasis for Army’s ground vehicles which are the main strategic
equipment. In addition, Navy uses ships as the main strategic weapon and the Air Force uses
aircrafts. All of these weapons need to be operated by fuel which is a priority and it is needed to
maintain in the condition of readiness at all times. However, in the current situation of a small or
a large war that never happens, the problems of logistic with the fuel is not considered.
Moreover, we found the problems in the administrative process on managing the demand for fuel.
Because the demand for fuel is increasing throughout the increasing in fuel prices, which are the
problems that we need to solve.
Fort Royal Thai Air Force, the special budgeted ground fuel system management is
critical to the mission that is beside of the routine. In some of the missions related to national
security, or in case of an emergency, that requires immediate actions. If you are in one aspect,
fuel is strategically needed to be controlled strictly. Therefore, the special budgeted ground fuel
system management should be balanced between performance management and accuracy
controlling. The research was found that the major problem faced by the Royal Air Force is a step in the implementation of the special budgeted ground fuel system management rather
redundant and cumbersome process, because the commanders pay attention and want to check the
accuracy of several stages to best achievement. Therefore, the study on this issue is important in
order to work out in the action fast, but at the same time, output needs to be accurate which the
delays can be decreased.
This research is a qualitative research and documentary research by using secondary data
including regulations, order of the Army, Navy and Air Force, related to the special budgeted
ground fuel system management. The research method utilizes interviewing the specialists and
the operators who work with the special budgeted ground fuel system. The data is analyzed with
the theories of management. The research result is a guidance of Royal Thai Air force’s
strategies for the special budgeted ground fuel system management.
The researcher hopes that this research will help the Royal Thai Air Force to solve the
problems on the special budgeted ground fuel system management and it may leads to
improvement on management in other areas. It can be to drive the Royal Thai Air Force to be
“One of the Best Air Forces in ASEAN" as the vision of the Royal Thai Air Force within the next
decade.
