สภาพปัญหาความไม่สงบจังหวัดชายแดนภาคใต้ มีมุมมองที่หลากหลาย และทับซ้อน
กันหลายมิติ ดังน้นั การปฏิบตัิการข่าวสารในจงัหวดั ชายแดนภาคใต้จึงมีความส าคญั อย่างยิ่งในการ
ต่อสู้ ระหว่างฝ่ ายรัฐกับ “กลุ่มผู้ก่อเหตุรุนแรง” มีข้อสังเกตว่ากลุ่มก่อเหตุรุนแรงมีขีดความสามารถ
ในการปฏิบัติการข่าวสาร ในการด าเนินการเชิงรุกต่อฝ่ ายรัฐ การวิจัยคร้ังน้ีจึงเป็นการศึกษาแนว
ทางการใช้หลักการปฏิบัติการข่าวสาร อันจะน าไปสู่การครองความเหนือกว่าทางด้านการ
ปฏิบัติการข่าวสาร ในการควบคุมความคิดของประชาชน ในพ้ืนที่จงัหวดั ชายแดนภาคใต้
จุดมุ่งหมายของงานวิจัยฉบับน้ีคือการเสนอ“แนวทางการใช้หลักการปฏิบัติการข่าวสาร
(Information Operations)ในการแก้ไขปัญหาความไม่สงบในพ้ืนที่จังหวัดชายแดนภาคใต้ใน ๕ ปี
ข้างหน้า พ.ศ. ๒๕๕๔ –๒๕๕๙” โดยผลงานวิจัยจะบ่งช้ีถึงรูปแบบการปฏิบัติการข่าวสารในการควบคุม
ความคิดของประชาชนของกลุ่มผู้ก่อเหตุรุนแรง และการเคลื่อนไหวของ NGOต่อสภาพปัญหาในจังหวัด
ชายแดนภาคใต้ จนท าให้รัฐบาลไม่สามารถเพิ่มพลังอ านาจให้เหนือกว่าฝ่ ายตรงข้าม
ผลการวิจัยบ่งช้ีว่ามี๓ ปัจจัยหลักที่มีผลต่อแนวทางการแก้ไขปัญหา คือ ปัจจัยด้าน
ปัญหาความปลอดภัยในชีวิตและทรัพย์สินของประชาชนในพ้ืนที่ ปัจจัยเกี่ยวกับโครงสร้างพ้ืนฐาน
หน่วยงานของรัฐ และด้านวัฒนธรรม ศาสนาในพ้ืนที่จังหวดั ชายแดนภาคใต้ซึ่งปัญหาโครงสร้าง
ยังแก้ไขไม่ได้ผลอย่างเป็นรูปธรรม ซึ่งปัญหาส าคัญ คือความไม่เป็ นเอกภาพ ของหน่วยงานที่เข้าไป

There were numerous perspective, dimension and complexity in solving
violent problems and disagreement in Southern Provinces . Therefore, The information
operations in such area paid very important role for fighting between the public state
and violent actors. We have noted that they had supreme capabilities of information
operations to offence the public sector. This research was done to study the guideline
of information operations principle to create the more influence to control people’s
opinion and attitude in the southern provinces area.
The objectives of this research was to present “The guideline of applying
information operations principle” to solve the violent problems in Southern Provinces
during the next 5 years 2554-2559 B.E.. The research indicated the patterns of
information operations to control violent actors’ opinion and attitude and the NGO
movement affected the problem condition in the southern provinces. These serious
continue actions caused the government’s incapability to conquer the opposite side.
The results found that there were 3 factors affected the guideline of solving
problems in the southern provinces including 1) Insecurity of people’s lives and properties 2) Basic infrastructure of official units and 3) Lack of concrete method
and incapability of solving cultural and religion problems .
And the most important factor, there was disunity and sufficient
cooperation of relating units which try to solve violent problems in the southern
provinces .
