ประเทศ กับแผนพัฒนากองทัพบกปี ๒๕๕๐ – ๒๕๕๔

ปัจจุบันวิชาความรู้ที่บุคคลากรของกองทัพบกจะต้องเรียนรู้และน าไปใช้ปฏิบัติงานมี
เป็นจ านวนมากการศึกษาวิชาความรู้เพียงแขนงใดแขนงหนึ่งอาจไม่เพียงพอ การสร้างองค์ความรู้
แบบใหม่ที่มีลักษณะผสมผสานแบบการบูรณาการ จึงเป็นแนวทางหนึ่งที่ถูกน ามาใช้ในการเพิ่มพูน
ความรู้ให้กับผู้ปฏิบัติงาน การบูรณาการนอกจากจะท าให้ผู้เรียนได้รับความรู้ที่สามารถน าไปใช้ปฏิบัติงาน
ไดจ้ริงแลว้ ยงัช่วยประหยดัท้งัด้านงบประมาณและเวลาในการศึกษาเล่าเรียนด้วย การบูรณาการหลักสูตร
พัฒนาสัมพันธ์การบริหารทรัพยากรเพื่อการป้องกันประเทศ กับแผนพัฒนากองทัพบก๒๕๕๐ –๒๕๕๔
ในคร้ังน้ีผู้วิจัยใช้วิธีการบูรณาการแบบพหุวิทยาการ โดยใช้วิชาตามหลักสูตรพัฒนาสัมพันธ์การบริหาร
ทรัพยากรเพื่อการป้องกันประเทศ เป็ นวิชาแกน แล้วสอดแทรกเน้ือหาความรู้เกี่ยวกับแผนพัฒนา
กองทัพบกฯ ไว้ในวิชาแกน ผลการวิจัยสรุปได้ ดงัน้ี
๑. วิชาการทหาร เน้ือหาวิชาในหลักสูตรพัฒนาสัมพันธ์การบริหารทรัพยากรเพื่อการ
ป้องกันประเทศ ประกอบด้วย ความส าคญั ของนโยบายดา้นความมนั่ คง ทหารกับความมนั่ คงของ
ประเทศและบทบาทของทหารในการรักษาสันติภาพ ส่วนแผนพัฒนากองทัพบกปี ๒๕๕๐ –๒๕๕๔
ที่น ามาบูรณาการได้แก่ บทบาทและหน้าที่ของประชาชนในการป้องกันประเทศ การพัฒนาระบบ
ก าลังส ารอง และ การระดมสรรพก าลัง
๒. วิชาการงบประมาณและการเงิน เน้ือหาวิชาในหลักสูตรพัฒนาสัมพันธ์การบริหาร
ทรัพยากรเพื่อการป้องกันประเทศ ประกอบด้วยการจัดท าและการบริหารงบประมาณของประเทศนโยบายการเงินการคลังของประเทศ การเบิกจ่ายเงินของประเทศ และการด าเนินงานของ สตง.
ส่วนแผนพัฒนากองทัพบกปี ๒๕๕๐ – ๒๕๕๔ ที่น ามาบูรณาการ ได้แก่ แผนการงบประมาณ
การเงินและการบริหารจัดการของกองทัพบก
๓. วิชาการเศรษฐกิจ เน้ือหาวิชาในหลักสูตรพัฒนาสัมพันธ์การบริหารทรัพยากรเพื่อ
การป้องกันประเทศ ประกอบด้วย แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติอุตสาหกรรมเพื่อการ
ป้องกันประเทศ,การค้าต่างตอบแทนและการเปิ ด L/C ส่วนแผนพัฒนากองทัพบก ปี ๒๕๕๐ –๒๕๕๔
ที่น ามาบูรณาการได้แก่ บทบาทของกองทัพบกกับการพัฒนาประเทศ
๔. วิชาทั่วไป เน้ือหาวิชาในหลักสูตรพัฒนาสัมพันธ์การบริหารทรัพยากรเพื่อการ
ป้องกันประเทศ ประกอบด้วย นโยบายด้านพลังงาน การบริหารพลังงานเพื่อการป้องกันประเทศ
การใชพ้ ลงังานในอนาคตและการจดั ซ้ือจดัจา้ง ส่วนแผนพัฒนากองทัพบก ปี ๒๕๕๐ – ๒๕๕๔ ที่
นา มาบูรณาการ ไดแ้ก่การจดั ซ้ือจดัจา้งยุทโธปกรณ์ของกองทัพบก
ผลการวิจัย ท าให้ทราบว่าการบูรณาการน้ัน มีประโยชน์อย่างมาก ช่วยให้กา ลังพล
ไดร้ับความรู้อย่างครบถว้น ประหยดัท้งังบประมาณและเวลา ดงัน้นัจึงควรน าแนวทางการบูรณาการน้ี
ไปใช้กับหลักสูตรการศึกษาของกองทพั บก ซ่ึงแต่ละปีมีเป็นจา นวนมาก ท้งัน้ีเพื่อให้การใช้จ่าย
งบประมาณเป็นไปอย่างคุ้มค่าและเกิดประโยชน์สูงสุด ABSTRACT
Title : The Integration of Relation Development for National
Defense Resource Management Course and Royal
Thai Army Development Project during 2550-2554 B.E.

Currently, there were lots of various academic subjects both general and
specific military field which studying only each branch of knowledge but this cannot
serve enough in the whole view . The method of creating the integration of new
mixture knowledge was one of the necessary way to enhance the more complete
knowledge for all operators or practitioners . In addition, the integration of knowledge
made them realize all things to apply in the real field , this should help to save more
budget and time for studying also . The Integration of relation development for
National Defense Resource Management Course and Royal Thai Army Development
Project during 2550-2554 B.E. , the researcher apply the method of Plural knowledge
according to all subjects of relation development for National Defence Resource
Management Course were core subject and including the involving information of
Thai Army Development Project . The results of research were ;
1) The Military subject , the matters in relation development for National
Defense Resource Management Course was including the importance of security
policy , military and national security and the military role in peacekeeping . On the
other hand , Thai Army Development Project during 2550-2554 was integrated
including people’s role and duties in national defense , the development of reserve
force system and the mobilization.
2) The budget and finance , the matters in relation development for
National Defence Resource Management Course was including national budget
allocation and management , national fiscal and finance policy, national payment
and the operation of Office of the Auditor General of Thailand . On the other hand ,
Thai Army Development Project during 2550-2554 was integrated including Royal
Thai Army’s national budget allocation and management .
3) The economics the matters in relation development for National
Defence Resource Management Course was including national economics and social
developing plan , industries for national defense, exchange mutual trade and opening
L/C . On the other hand , Thai Army Development Project during 2550-2554 was
integrated including the Army role and national development .
4) The general subjects the matters in relation development for National
Defense Resource Management Course was including energy policy, the energy
management for national defense , applying useful energy and efficient procurement
in the future . On the other hand , Thai Army Development Project during 2550-2554
was integrated including the armament procurement of the Royal Thai Army .
The results of this research were very useful and this could provide complete
knowledge for military personnel , save budget and time . Therefore , this guideline
of integrated method should be apply for the Royal Thai Army Course in each year.
Finally , the expenditure of budgetary activities will utilize completely and efficiently .
