เรื่อง : การพัฒนาการผลิตของอุตสาหกรรมป้องกันประเทศของกระทรวงกลาโหม

การศึกษาวิจัย เรื่ อง การพัฒนาการผลิตของอุตสาหกรรมป้องกันประเทศของ
กระทรวงกลาโหม ในทศวรรษหน้า มีวัตถุประสงค์ คือ ๑) เพื่อศึกษาการผลิตของอุตสาหกรรม
ป้องกันประเทศ ๒) เพื่อศึกษาการผลิตของอุตสาหกรรมป้องกันประเทศ ของกระทรวงกลาโหม
๓) เพื่อน าเสนอรูปแบบการพัฒนาการผลิตของอุตสาหกรรมป้องกันประเทศของกระทรวงกลาโหม
ในทศวรรษหน้า ซึ่งเป็ นการศึกษาวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เชิงลึกนายทหารสัญญาบัตร
ที่มีความรู้ความสามารถในหน่วยงานอุตสาหกรรมป้องกันประเทศ
การศึกษาวิจัยมีขอ้คน้ พบ ดงัน้ีประการที่ ๑) หน่วยงานอุตสาหกรรมป้องกันประเทศ
เป็นองค์กรที่จัดต้งัข้ึนตามความจา เป็นทางดา้นความมนั่ คงทางทหาร ดงัน้นั รูปแบบการผลิต จะมี
ความแตกต่างจากอุตสาหกรรมทวั่ ไป ในบางกรณี เช่น วตัถุประสงค์ในการจัดต้งัองค์กรไม่ได้
จัดต้ังข้ึนเพื่อหวังผลก าไร ดังน้ัน การบริหารเพื่อให้เกิดรายได้กับองค์กร จึงท าได้อย่างจ ากัด
ประการที่๒) ข้ันตอนและกระบวนการผลิตของหน่วยงานอุตสาหกรรมป้องกันประเทศ ของ
กระทรวงกลาโหม จะต้องมีความสอดคล้องกับความต้องการของเหล่าทัพ (กองทัพบก กองทัพเรือ
กองทัพอากาศ) เป็นหลัก เนื่องจากเหล่าทัพถือว่าเป็ นลูกค้าส าคัญที่สุด เพราะวัตถุประสงค์ในการ
จดั ต้ังองค์กรคือการผลิตยุทธปัจจัย และยุทธภัณฑ์ เพื่อให้เหล่าทัพน าไปใช้ส าหรับการผลิตเพื่อ
ส่งออกไปขายต่างประเทศ เป็นความจ าเป็นเพื่อรักษาปริมาณยอดการผลิต ให้เป็นไปตามเป้าหมายตามหลักการบริหารการผลิต ประการที่ ๓) การพัฒนาการผลิตของอุตสาหกรรมป้องกันประเทศ
ของกระทรวงกลาโหม จะต้องมีแหล่งวัตถุดิบ ที่มีคุณภาพ สามารถเชื่อมต่อองค์ความรู้ด้าน
งานวิจัย กับหน่วยงานอื่นที่เกี่ยวข้องกับงานอุตสาหกรรมป้องกันประเทศ และความร่วมมือจากมิตร
ประเทศ การได้รับการสนับสนุนงบประมาณ เพื่อได้รับการถ่ายทอดเทคโนโลยีใหม่ๆ อย่าง
สม ่าเสมอ และการได้รับการสนับสนุนจากรัฐบาลในการผลักดันโครงการส าคัญๆ จะท าให้เกิดการ
พฒั นาองคก์รได้อย่างยงั่ ยืน อย่างไรก็ตาม งานวิจยัน้ีจะเกิดความสมบูรณ์ไดม้ ากยิ่งข้ึน ถา้สามารถ
ท าการวิจัยครอบคลุมหน่วยงานอุตสาหกรรมป้องกันประเทศ ได้ครบทุกหน่วย การต่อยอดการวิจัย
จึงเป็นสิ่งส าคัญประการหน่ึง ในการพัฒนาการผลิตของอุตสาหกรรมป้องกันประเทศ ของ
กระทรวงกลาโหม ได้เป็นอย่างดีABSTRACT

The objectives of the study : The Production Development of National
Defense Industry of the Ministry of Defense in the next decade were 1) To study the
production of National Defense Industry 2) To study the production of National
Defense Industry of the Ministry of Defense and 3) To suggest the pattern of
production of National Defense Industry of the Ministry of Defense in the next
decade .
This was the qualitative research through means of the deep-interview for
commission officers who had special abilities and high experiences in the units of
National Defense Industry. Our interesting findings were 1) National Defense
Industry regarded as a unit being set up for the necessary of military security .
Therefore , the patterns of production have differed from general industry in some case
such as the objective of establishing this unit for non-profit prospect . Consequently,
the management of making any profit can be done limited . 2) The production steps
and process of National Defense Industry of the Ministry of Defense much be compatible
with the demand of all Armed Forces (The Royal Thai Army, The Royal Thai Navy and The Royal Thai Air-Forces ) . Owing to these official units were considered as the
most important customers and their purpose of setting organization were production of
military weapons and supplies . Then, Armed forces deployed them for production and
export to foreign countries to maintain the production quantity according to the target
of production management . And 3) There were high quality raw materials of the
production development of National Defense Industry of the Ministry of Defense
which can connect research knowledge with the involving units related as defense
industrial jobs and cooperation from allied countries. Constantly, with budget
supporting, new technology transferring and government support in important specific
projects could surely improve sustainable organization development. However, this
research induced more complement and perfection if this had been done covering
every units in the field of Defense Industry and next step of further studying in this
research was one of the most important thing in the production development of
National Defense Industry Of the Ministry of Defense as well .
