ชื่อเรื่อง : การบริหารหลักสูตรในสถานศึกษาของกองทัพอากาศ
กรณีศึกษา โรงเรียนจ่าอากาศ

โรงเรียนจ่าอากาศ เป็นสถาบันหลักข้ันต้นของกองทัพอากาศ มีหน้าที่ในการผลิต
นายทหารประทวนหลกัให้กับสายวิทยาการต่าง ๆ การผลิตนายทหารประทวนหลกั น้นั หลกั สูตร
ถือได้ว่าเป็นหัวใจส าคัญในการจัดการศึกษา การวิจัยในคร้ังน้ีผู้วิจัยได้ศึกษาวิจัย การบริหาร
หลักสูตรโรงเรียน จ่าอากาศ โดยศึกษากระบวนการบริหาร ปัญหาและอุปสรรคในการบริหาร
จัดการและการใช้หลักสูตร ประชากรและกลุ่มตัวอย่างได้แก่คณะผู้บริหารสถานศึกษา จ านวน
๑๐ คน ครู –อาจารย์จ านวน ๔๐ คน ผลการวิจยั ดงัน้ี
๑. การศึกษาบริบทของการบริหารและประเมินหลักสูตร เป็ นการวิเคราะห์ความ
สอดคล้องระหว่างแผนการศึกษาแห่งชาติ (พ.ศ.๒๕๔๕ – ๒๕๕๙) และนโยบายด้านการศึกษาของ
กองทพั ไทย (คา สั่งกองทัพไทย (เฉพาะ) ที่๕๕/๕๑)กับ หลกัการและจุดมุ่งหมายของหลักสูตร
โรงเรียนจ่าอากาศผลการวิจยั ดงัน้ี
ก. ความสอดคล้องระหว่างแผนการศึกษาแห่งชาติ (พ.ศ.๒๕๔๕ – ๒๕๕๙) กับ
หลักการและจุดมุ่งหมาย ของหลักสูตรโรงเรียนจ่าอากาศ พบว่า ในส่วนที่สอดคล้องกันได้แก่
การพัฒนาคนอย่างรอบด้านและสมดุล การสร้างสังคมคุณธรรม ภูมิปัญญาและการเรียนรู้ ส่วนที่ไม่สอดคล้องกัน ได้แก่ การพัฒนาคนด้านวิทยาศาสตร์และเทคโนโลยีเพื่อพึ่งพาตนเอง การส่งเสริม
การวิจัยและพัฒนา การใช้เทคโนโลยี เพื่อพัฒนาคุณภาพการศึกษาที่มีความเชื่อมโยงกันเป็นเครือข่าย
อย่างมีระบบ
ข. ความสอดคล้องระหว่างนโยบายด้านการศึกษาของ กองทัพไทย (คา สั่งกองทพั
ไทย (เฉพาะ) ที่ ๕๕/๕๑) กับ หลักการและจุดมุ่งหมายของหลักสูตรโรงเรียนจ่าอากาศ พบว่า ใน
ส่วนที่สอดคล้องกันได้แก่ การปลูกฝังอุดมการณ์ของความรักชาติ การพัฒนาความรู้ให้มีมาตรฐาน
ทางด้านวิชาการเทียบเท่าภาครัฐและเอกชน การพัฒนาหลักสูตรให้สอดคล้องกับภารกิจของ
กองทัพ การประกันคุณภาพการศึกษา และการประสานความร่วมมือกับสถาบันการศึกษาอื่น ๆ
ส่วนที่ไม่สอดคล้องกันได้แก่ การส่งเสริมให้มีวัฒนธรรมแห่งการเรียนรู้ การวิจัยและพัฒนา
เทคโนโลยีสารสนเทศที่ทันสมัย และการบริหารจัดการความรู้อย่างเป็นระบบ
๒. การศึกษาและประเมินการบริหารหลักสูตรโรงเรียนจ่าอากาศ เป็ นการวิจัยแบบ
ผสมผสาน (Mixed Research) โดยวิเคราะห์ขอ้มูลเชิงคุณภาพ และขอ้มูลเชิงปริมาณ ดงัน้ี
ก. การวิเคราะห์ข้อมูลเชิงคุณภาพ จากการสัมภาษณ์ผู้บริหารโรงเรียนจ่าอากาศ
จ านวน ๑๐ คน พบว่า โรงเรียนจ่าอากาศยังขาดแคลนบุคลากร อาคารสถานที่ทรุดโทรม มีอายุการ
ใช้งานมานาน ขาดความชัดเจนในระดับนโยบายการย้ายหน่วยท าให้ขาดความต่อเนื่องในการ
พัฒนา อุปกรณ์การเรียนการสอนมีไม่เพียงพอและไม่ทันสมัย เอกสารต าราในห้องสมุดไม่
สอดคล้องกับการเรียนการสอนและขาดความเชื่อมโยงกับแหล่งข้อมูลภายนอก
ข. การวิเคราะห์ข้อมูลเชิงปริมาณ จาก ครู-อาจารย์ โรงเรียนจ่าอากาศ จ านวน ๔๐ คน
พบว่า ความเหมาะสมอยู่ในระดับปานกลางทุกด้าน ได้แก่ ด้านบุคลากร ด้านอาคารสถานที่
ด้านสิ่งอ านวยความสะดวก ด้านการบริหารจัดการหลักสูตร และด้านการใช้หลักสูตร โดยมี
ข้อเด่นได้แก่ผู้บริหารสถานศึกษามีภาวะความเป็ นผู้น า ส่วนข้อด้อย ได้แก่ ห้องสมุดขาดความ
ทันสมัยเอกสารต าราและอุปกรณ์การเรียนการสอนมีไม่เพียงพอABSTRACT

Air Technical Training School (ATTS), the initial major military institutions
of the Royal Thai Air Force, is responsible for training and education of core
non-commissioned officers in various careers there for the ATTS’s curriculum is
considered very essential to education and training in the school. This research
intended to study the ATTS’s curriculum management including; management
process, problems and difficulties in curriculum management. Samples were 10
administrators and 40 teachers of the ATTS. The results were as follows;
1. In term of context of educational administration and curriculum
evaluation, the study analyzed the consistencies of the National Education Plan (Year
2002 to 2016) and the Royal Thai Armed Forces education policy (Royal Thai Armed
Forces order No.55/51) with the principles and purposes of the ATTS’s curriculum.
The results were;
A. The consistencies of the National Education Plan (Year 2002 to 2016)
and the principles and objectives of the ATTS were human development in all areas to promote a moral wisdom and learning society while the human development in science
and technology for self-reliance and the promotion of R & D using network
technology to improve the quality of education were not consistent.
B. The consistencies of Royal Thai Armed Forces education policy and the
principles and purposes of the ATTS were ideological indoctrination of patriotism,
developing knowledge of academic standards comparable public and private sectors,
curriculum development in line with the mission of the armed forces and the quality
assurance, and collaboration with other institutions while the encourage a culture of
learning, research and development of modern information technology, and knowledge
management were not consistent.
2. The study and evaluation of curriculum management of The ATTS were
mixed (Mixed Research) by analyzing qualitative data and quantitative data. The
results as follows;
A. Qualitative data analysis. From an interview with 10 administrators of
the ATTS found that there were lacks of personnel, building as well as a lack of clear
policy to remove the units. These cause consequence difficulties in continuity of
development. The instructional materials were inadequate and outdated. Books and
documents in library did not meet the education and did not link to external data
sources.
B. Analysis of quantitative data. The 40 teachers sample perceived that
overall appropriateness was at middle level such as personnel, buildings, facilities,
curriculum administration and implementation among them the leadership of the
administrator was outstanding while the outdate of library and the inadequate of
equipment, textbooks, were weak.
