ปัญหาการก่อความไม่สงบในพ้ืนที่จงัหวดั ชายแดนภาคใต้ไม่ว่าจะเป็นการลอบยิง
การวางระเบิด การวางเพลิงสถานที่ส าคัญ ซึ่งลักษณะการก่อเหตุการณ์หรือการสร้างสถานการณ์ใน
แต่ละวัน จะมีการรายงานข้อมูลข่าวสารให้ผู้บังคับบัญชาระดับสูงของ ศูนย์บัญชาการทางทหาร
กองบัญชาการกองทัพไทย ทราบตามลา ดบั ช้ัน โดยที่ขอ้ มูลเหล่าน้ียงัไม่มีการจดั เก็บให้เป็นระบบ
เพื่อน ามาใช้ในการวิเคราะห์ ติดตามและประเมินสถานการณ์ ท าให้ไม่สามารถคาดการณ์ลักษณะ
ของเหตุการณ์ที่จะเกิดข้ึนในห้วงต่าง ๆ ตลอดจนเกิดความไม่สะดวกรวดเร็วในการสืบค้นข้อมูล
ส าหรับตอบสนองความต้องการของผู้บังคับบัญชา จากปัญหาดังกล่าว ผู้วิจัยจึงมีแนวความคิดที่จะ
จัดท าระบบรายงานสรุปสถานการณ์ประจ าวัน เพื่อเป็ นตัวแบบ (Model) ให้สามารถตอบสนอง
ความต้องการของผู้บังคับบัญชา ในการติดตาม ประเมินสถานการณ์โดยการวิจัยคร้ังน้ีมี
วัตถุประสงค์๓ ประการคือเพื่อศึกษาระบบสารสนเทศ ของ ศบท.ฯ เพื่อศึกษาระบบรายงานสรุป
สถานการณ์ประจ าวันของ ศบท.ฯ และเพื่อศึกษาแนวทางการพัฒนาระบบสรุปสถานการณ์
ประจ าวันของ ศบท.ฯ
วิธีที่ใช้ในการวิจัยเรื่องแนวทางการพัฒนาระบบรายงานสรุปสถานการณ์ประจ าวัน เป็ น
การวิจัยเชิงคุณภาพ (Qualitative Research) โดยใช้ข้อมูลปฐมภูมิ (Primary data) คือข้อมูลที่ได้จาก
การสังเกตและการสัมภาษณ์แบบเจาะลึก ผู้อ านวยการกอง ของ กรมข่าวทหาร เจ้าหน้าที่
ผู้ปฏิบัติงาน และใช้ข้อมูลทุติยภูมิ (Secondary data) คือ ข่าวสาร (Information) จากแนวคิดทฤษฎี
และผลงานที่เกี่ยวข้อง การค้นคว้าจากแหล่งข้อมูลต่าง ๆ จากน้ันจะน ามาวิเคราะห์ออกแบบและพัฒนาระบบงาน
ผลการวิจัยข้อมูลพบว่า หน่วยผู้ใช้งานมีความต้องการจัดเก็บ/บันทึกข้อมูลสรุ ป
สถานการณ์ประจ าวันลงในฐานข้อมูลที่มีการออกแบบอย่างเป็นระบบ สามารถรองรับข้อมูลขนาด
ใหญ่ สามารถสืบค้นข้อมูลตามเงื่อนไขที่ต้องการได้อย่างถูกต้อง สามารถแสดงผลข้อมูลที่ได้จาก
การสืบคน้ ประกอบแผนที่สถานการณ์รวมท้งัสามารถแสดงรายงานสรุปสถานการณ์ประจา วนั ใน
รูปแบบเชิงสถิติ กราฟได้เป็นอย่างดีระบบมีการเชื่อมโยงแลกเปลี่ยนข้อมูลซึ่งกันและกัน ซึ่งจะท า
ให้ผู้ใช้งานในแต่ละพ้ืนที่สามารถเขา้ถึงแหล่งขอ้ มูลไดอ้ย่างสะดวกรวดเร็ว และสามารถนา ขอ้ มูล
ที่มีในระบบมาวิเคราะห์ไดอ้ย่างรวดเร็วยิ่งข้ึน

The problem of disturbance in southern-border provinces of Thailand, including assassination,
bombing, arsan, and related circumstance will be reported daily to chief or high-level officers of MCC
(Military Command Center) of Royal Thai Armed Forces Headquarter. That information is not stored
systematically to be used for analyzing, tracking, and evaluating. It makes us unable to expect anything
happening in any specific period. Furthermore, it is not convenient and fast enough to serve the need. From
those mentioned, this paper’s researcher had the idea to create thedaily situation summary report system to be
a model. That can be used to serve the need for any investigation or any evaluation of circumstance. There are
three objectives for making this paper. First, this paper studies the development of information technology
system of MCC. Second, it is to study the daily situation summary report system of MCC. Third, it is to study
the trend of development of the daily situation summary report system of MCC.
Methodology used in this paper studying of the development of the daily situation summary
report system isQualitative Research by using primary data collecting by notification and interviewing director
and staffs of the Military Intelligence Department. Also, we used secondary data or information from theory
and related researches to acquire, take it for analyzing process, go to the designing phase, then develop the
system.We found the results of Research are that users have the need to store the daily situation
summary data in a systematically designed database. That database can handle a ton of data, give right result of
query, display the result with situation map, and report information in statistic forms, such as graph. Moreover,
it will have the feature to exchange data with other systems. It will make users in any location can access to
resources fast and comfortably. That is, we can take any data in the system to be analyzed as quickly as it can
be.
