การวิจัยคร้ังน้ีสืบเนื่องจากปัญหาความสับสนในการตอบค าถามในแบบสอบถาม ซึ่ง
เป็ นเครื่องมือในการประเมินผลการฝึ กปัญหาที่บังคับการ กลุ่มการฝึ กด้านยุทธการ การฝึ กร่วม
กองทัพไทยของผู้เข้ารับการฝึ ก และปัญหาของเจ้าหน้าที่ที่เกี่ยวข้องในน าข้อมูลที่ได้ไปด าเนินการ
จัดท าสรุปบทเรียนการฝึ กร่วมกองทัพไทย โดยมีวัตถุประสงค์เพื่อออกแบบเครื่องมือที่เหมาะสม
ส าหรับใช้ในการประเมินผลการฝึ ก โดยเป็นการวิจัยเชิงคุณภาพแบบการวิจัยเชิงเอกสาร โดยศึกษา
ข้อมูลจากเอกสารทางวิชาการ และข้อมูลจากการสัมภาษณ์เชิงลึกต่อผู้ที่เกี่ยวข้องกับการฝึ ก ด้วย
ค าถามสัมภาษณ์แบบปลายเปิ ด
ผลการศึกษาพบว่า เน้ือหารายละเอียดในขอ้คา ถามยงัขาดความชดั เจน ทา ให้เกิดความ
สับสนในการตอบค าถาม และเน้ือหายงัไม่ครอบคลุมถึงหัวข้อในการจัดท าสรุปบทเรียนการฝึ ก
ประจ าปี สมควรที่จะปรับปรุงเครื่องมือในการประเมินผลการฝึ กใหม่ ให้เหมาะสมครอบคลุมและ
ชัดเจนในการใช้ประเมินต่อไป
แบบประเมินผลการฝึ กใหม่ที่ได้จากการวิจัย ได้จัดเรียงหัวข้อค าถามโดยจัดกลุ่ม
ค าถามเป็น ๒ ส่วน คือการประเมินการจดัการฝึกและการประเมินตนเองของผูร้ับการฝึกรวมท้งัได้
นา ประเด็นในการจดั ทา สรุปบทเรียนการฝึกมาต้งัเป็นคา ถามในแบบประเมินผลการฝึ กด้วยABSTRACT

This research stems from the confusion that is often confronted with by the
respondents in answering questionnaire, which is used as a tool for evaluation of the command
post exercise (CPX)’s operations group in the joint warfare exercise. Furthermore, another
challenge is also faced by relevant staff in compiling the data obtained in order to make a
summary of lessons learned from the exercise. This paper aims to design a suitable evaluation
tool for the exercise. The method used in this research is qualitative with eventual publication of
the research paper. The study is based on academic documents and in-depth interviews with those
involved in the exercise, using open-ended questions.
The outcome of the study reveals that the questions used in the questionnaire lack
their details and clarity, creating confusion for the respondents in answering them. In addition,
the details do not cover the agenda for making the report of the summary of lessons learned from
the annual exercise. It is therefore recommended that a tool for evaluation be improved to make it
clearer and better suit the evaluation needs.
The new exercise evaluation form, resulted from this research, has rearranged and
regrouped the questions into 2 parts, consisting of the evaluation of exercise organization, and self-evaluation of the exercise participants. Questions to assist in making a summary of the
exercise’s lessons learned have also been set and incorporated in the questionnaire.
