ชื่อเรื่อง : การเสริมสร้างประสิทธิภาพการปฏิบัติราชการของส่วนราชการ ใน
กระทรวงกลาโหมตามพระราชกฤษฎีกาว่าด้วยหลักเกณฑ์ และวิธีการบริหารจัดการบ้านเมือง

การวิจัย เรื่อง การเสริมสร้างประสิทธิภาพการปฏิบัติราชการของส่วนราชการ ใน
กระทรวงกลาโหม ตามพระราชกฤษฎีกาว่าด้วยหลักเกณฑ์และวิธีการบริหารจัดการบ้านเมืองที่ดี พ.ศ.
๒๕๔๖ โดยผู้วิจัยได้เน้นถึงปัญหาในการพัฒนาระบบราชการของส่วนราชการในกระทรวงกลาโหม ซึ่ง
ส านักงานพัฒนาระบบราชการ ได้น าข้อก าหนดตามพระราชกฤษฎีกาฯดังกล่าวมาใช้ในการตรวจสอบ
และประเมินผลการปฏิบัติงานของส่วนราชการในกระทรวงกลาโหม แต่เนื่องจาก ส่วนราชการของ
กระทรวงกลาโหมมีการปฏิบัติงานตามระเบียบปฏิบัติประจ า ซึ่งไม่สอดคล้องกับแนวทางการตรวจสอบ
จากหน่วยงานที่เกี่ยวข้องดังกล่าว ท าให้เกิดความไม่เข้าใจกันระหว่างหน่วยงานภายนอกกับส่วนราชการ
ในกระทรวงกลาโหม ดงัน้นัผูว้ิจยัจึงไดก้า หนดหัวขอ้ในการวิจยั เพื่อพิจารณาหาแนวทางในการปรับปรุง
แนวความคิด และวิธีการในการปรับปรุงให้การพัฒนาระบบราชการมีความสอดคล้องกับการด าเนินงาน
ของส านักงานคณะกรรมการพัฒนาระบบราชการและข้อก าหนดในพระราชกฤษฎีกาต่อไปเนื่องจาก ผู้วิจัยได้ปฏิบัติราชการเกี่ยวข้องกับการประเมินผลปฏิบัติราชการของ
กองทัพบก และได้มีการประชุมร่วมกับหน่วยงานที่เกี่ยวข้อง ในการพฒั นาระบบราชการท้งัภายในและ
ภายนอกกระทรวงกลาโหม ทา ให้ไดร้ับทราบขอ้มูลที่เกี่ยวขอ้งต้งัแต่หน่วยในระดบักา หนดนโยบาย และ
หน่วยปฏิบตัิในระดบัล่าง อีกท้งัไดม้ีการศึกษาเกี่ยวกบัการปฏิรูป การปรับปรุงระบบราชการและปัญหา
ขอ้ขดัขอ้งในการดา เนินการมาต้งัแต่อดีตมาจนถึงปัจจุบัน จึงได้น าข้อมูลดังกล่าวมาพิจารณาถึงความ
เป็นมา ความส าคัญและความจ าเป็นในการปฏิรูปและการปรับปรุงระบบราชการ เพื่อก าหนดแนวทางที่
เหมาะสมกับการพัฒนาระบบราชการของกระทรวงกลาโหม
การวิจยัในคร้ังน้ีผูว้ิจยัไดใ้ชว้ิธีการวิจยัเชิงคุณภาพ มาวิเคราะห์และพิจารณาแนวทางที่
เหมาะสมในการพัฒนาระบบราชการของกระทรวงกลาโหม โดยสรุปแล้วการพัฒนาระบบราชการที่ภาค
พลเรือนนา มาใชง้านน้นั มีพ้ืนฐานมาจากการปฏิบตัิทางทหาร แลว้นา มาดดัแปลงแกไ้ขให้มีความ
เหมาะสมต่อการปฏิบตัิงานของทุกส่วนราชการ รวมท้งักระทรวงกลาโหมก็สามารถจดั ทา เอกสารการ
ประเมินผลการปฏิบัติราชการ ให้สอดคล้องกับแนวทางการพัฒนาระบบราชการตามข้อก าหนดในพระ
ราชกฤษฎีกาว่าดว้ยหลกัเกณฑแ์ละวิธีการบริหารจดัการบา้นเมืองที่ดีพ.ศ.๒๕๔๖ ไดโ้ดยไม่ยากนกั ท้งัน้ี
ส่วนราชการของกระทรวงกลาโหมควรใชโ้อกาสน้ี ในการพฒั นาระบบราชการโดยการร่วมมือกับ
หน่วยงานภายนอก เพื่อพัฒนาระบบปฏิบัติงานของส่วนราชการในกระทรวงกลาโหม ให้เป็นไปอย่างมี
ประสิทธิภาพและมีระบบที่เป็นมาตรฐานและเป็นที่ยอมรับจากส่วนราชการภายนอกต่อไปABSTRACT

The research To enchance the efficiency of the government official agency in the
Ministry of Defence by the Royal Decree on the rules and official management procedures
of good governance, BE 2546. The research has highlighted the difficulty of the Public
Sector Development of the Ministry of Defence that the Office of Public Sector
Development has brought under the terms of the Royal Decree to validate and evaluate the
performance of the agency in the Ministry of Defense. But because the government's
Ministry of Defense is working under Standing Operating procedures which does not
comply with the guidelines for review by the relevant agencies that cause
misunderstandings between external agencies and the agencies in the Ministry of Defense.
Therefore, researcher has defined the research topic to determine the ways to improve the
concept and how to improve the system of government consistent with the operation of the
Public Sector Development Commission and under the subjects of the Royal Decree.
Because the government conducted researcher related to assessment of the Royal
Army official agency and has a meeting with relevant agencies that development the public
sector both inside and outside government agencies of the Ministry of Defense. It gains
relevant information from the unit-level policies and the unit performance of lower levels.
Moreover, the studies about the reform Improving bureaucratic difficulties and problems in
the operation since the past to the present. Such information has led to consider the
Background, the importance and the need to reform and improve the official system and to
determine the appropriate approach to the development public sector of the bureaucracy of
the Ministry of Defense.This Research is to study by used qualitative research methods to analyze and
determine the appropriate path in the Public Sector Development of the Ministry of
Defense. In summary, then the public sector development that the civil government agency
take the advantage of it is based on the military action and then be modified to be
appropriate for the performance of all government agencies that including the Ministry of
Defense can prepare documents for official evaluation in accordance with guidelines
developed by the Royal Decree on the rules and official management procedures of good
governance, BE 2546 without difficult. The government's Ministry of Defense should use
this opportunity to develop the public sector of the official agencies by working with
outside agencies. In developing the performance of the agencies in the Ministry of Defense
to be effective and have a standardized system that is recognized by the outside government
agencies.
