ชนบทเป็นที่อยู่อาศัยของคนไทยส่วนใหญ่ของประเทศ แต่มาตรฐานความเป็ นอยู่
ในทุกด้านยังอยู่ในระดับต ่า สภาพความไม่พัฒนาของชนบทในอดีต จึงเป็ นเงื่อนไขส าคัญของ
การขยายตวัของลทัธิคอมมิวนิสต์ ซ่ึงเป็นความล่อแหลมต่อความมนั่ คงของประเทศ รัฐบาลจึงได้
เร่งรัดพัฒนาชนบท โดยให้ทหารเขา้ไปช่วยดา เนินการ จนกระทั่งภยัคุกคามดังกล่าวได้หมดไป
การเผยแพร่บทบาทของทหารในการพัฒนาประเทศพัฒนาชนบท ก็จะท าให้สังคมมีความเข้าใจ
บทบาทหารในการเสริมสร้างความมนั่ คงของประเทศด้วยงานพฒั นาอีกมิติหน่ึง นอกเหนือไปจาก
บทบาทหลัก คือ การป้องกันเอกราชและอธิปไตยของชาติ จึงเป็ นที่มาของการเสนองานวิจัย
เรื่อง การวิเคราะห์บทบาทหารในการพัฒนาชนบทเพื่อเสริมสร้างความมั่นคงของประเทศหลัง
พ.ศ. ๒๕๐๕ โดยศึกษาวิเคราะห์จากแนวทางการพัฒนาชนบทของหน่วยบัญชาการทหารพัฒนา
ด้วยการศึกษาเชิงคุณภาพ วัตถุประสงค์เพื่อศึกษาบทบาททหารในการพัฒนาประเทศ แนวทาง
การพฒั นาชนบทของทหาร เพื่อเสริมสร้างความมนั่ คงของประเทศ และเพื่อศึกษาวิเคราะห์บทบาท
ทหารในการพฒั นาชนบทเพื่อเสริมสร้างความมนั่ คงของประเทศหลงั พ.ศ.๒๕๐๕ จากการศึกษา
พบว่า แนวทางที่ทหารใช้พัฒนา คือท าการพัฒนาภายใต้กรอบแผนงานหลัก ๘ ประการ
ประกอบดว้ยการสร้างเส้นทางคมนาคม การส่งเสริมการเกษตรและสหกรณ์การพฒั นาแหล่งน้ า
การพัฒนาชุมชน และสาธารณู ปการ การสาธารณสุ ข การศึกษา ศาสนาและวัฒนธรรม การประชาสัมพันธ์ การสังคมสงเคราะห์ และการพัฒนาในรูปแบบโครงการพิเศษต่าง ๆ เช่น
โครงการตามพระราชด าริ ผลจากการที่ทหารเข้าไปพัฒนาชนบทได้ก่อให้เกิดผลดีแก่ประเทศชาติ
ท้งัด้านการเมือง เศรษฐกิจ สังคมวฒั นธรรม สังคมจิตวิทยาและการทหาร ช่วยเสริมสร้างความ
มนั่ คงของประเทศเป็นอย่างดีและแมว้่าเงื่อนไขและรูปแบบของภยัคุกคามความมนั่ คงของประเทศ
ในปัจจุบันจะเปลี่ยนแปลงไป แต่ความจ าเป็ นที่ทหารต้องช่วยรัฐบาลท างานพัฒนาชนบท
พัฒนาประเทศต่อไป ยังคงมีอยู่ และเพื่อให้การพัฒนาชนบทของทหารด าเนินการต่อไปอย่างมี
ประสิทธิภาพยิ่งข้ึน และสอดคล้องกับแนวทางการบริหารบ้านเมืองที่ดี ข้อเสนอแนะ จากการ
ศึกษาวิจัย คือ ต้องพัฒนาบุคคลกรที่ท างานพัฒ นาให้มีความรู้ความเข้าใจในงานพัฒ นา
อย่างรอบด้าน แผนงานพัฒนาต้องสอดคล้องกับแผนงาน พัฒนาประเทศของรัฐบาล อย่างเป็ น
ระบบ ปรับแผนงานหลักโดยให้น้ าหนักเพิ่มข้ึนกับการสร้างความสมานฉันท์ของคนในชาติ
และการสร้างความเข้มแข็งให้กับด้านสังคม และวัฒนธรรม ควรเป็ นผู้น าร่องในการพัฒนา
ตามแนวทางเศรษฐกิจพอเพียง เน้นการประสานและการมีส่วนร่วมมากข้ึน และน าหลักการ
ทรงงาน ๒๓ ข้อ ในพระบาทสมเด็จพระเจ้าอยู่หัว มาเป็ นหลักปฏิบัติงาน ส าหรับข้อเสนอแนะ
เพื่อการวิจัยต่อไป ควรมีการศึกษาเพิ่มเติมในมิติของประชาชนผู้รับบริการหรือรับผลของการ
พฒั นาก็จะเป็นประโยชน์มากยิ่งข้ึน

ABSTRACT
Title : An analysis over military role in rural development for national
security after 2505 B.E.

Major population of Thailand live in rural area where is lower level of
existence. The former poor situation in the rural areas as undeveloped is core
condition of the communism expansion. The circumstance is a critical reason for
national stabilization. The government has accelerated in upcountry improvement by
having military applications until the threat comes to an end. To publicize these
military roles in national developments could generate well public understanding that
is one of dimensions to promote national stability by development. These military
actions are also duties in addition to the troop major role that is independence and
sovereignty protection. Hence, it is a reason of having this researching proposal, the
analysis in military roles in rural development for national stabilization after 2505
B.E. The research was done upon rural development methods of Developing
Command Unit (NTP), which are qualitative and objective researching methods to
find military role in national development, military methods in rural development to
support national security and for analysis study in military roles for national
stabilization after 2505 B.E. The study found that methods to be used by military in
the development are 8 development plans for communication route, farming and
cooperation activities support, water resources, community and public utilities, public
health, education, religion and culture, public relation, social support and other
specific forms of development such as projects along the royal opinions. The military
developments generated results in multi well aspects for the nation as politics,
economics, social of culture, psychology and military, which are well in strength for
national security. Even though the forms and conditions of national security threats
are changed, the military is prompt for national development with government and
stands still in effective rural development by the troop and gets correlation to the
country administration. The study suggestions are improving application for personal qualification in the developing units in overall expertise as knowledge and well
understanding in the developments. The developing plans should be systematic and
comply with government plans in the development, adjust the major plans by
weighing for unanimity of national population, strengthen in parts of social and
culture, should be a pilot, leader for development under methods of His Majesty’s
Sufficiency Economy Principles, focus on having more cooperation and participation,
and bow to proceed along the 23 articles of working as His Majesty the King. The
comment for further beneficial research is having additional study in part of
populations who have the services or the development results.
