ผลกระทบของวิวัฒนาการด้านสารสนเทศและสื่ อมีบทบาทท าให้อ านาจด้าน
สารสนเทศและสื่อได้เปลี่ยนผ่านจากภาครัฐไปสู่ประชาชน จากผลกระทบดังกล่าวจึงท าให้มิติด้าน
ความมนั่ คงของรัฐเปลี่ยนแปลงไปอย่างมาก กองทัพจึงมีความจ าเป็ นที่จะต้องปรับตัวและต้องสร้าง
ขีดความสามารถในด้านการปฏิบัติการข่าวสารอย่างจริงจังและต่อเนื่อง โดยการสร้างเส้นทางเดิน
ในเชิงยุทธศาสตร์ของการปฏิบัติการข่าวสาร (Information Operations Roadmap) เพื่อการปฏิบัติได้
อย่างมีทิศทางที่ถูกต้อง
จุดมุ่งหมายของงานวิจัยฉบับน้ีคือการเสนอแนวทางในการจัดท า “เส้นทางสู่การ
ปฏิบัติการข่าวสารของกองทัพไทยในช่วงปี พ.ศ.๒๕๕๓-๒๕๕๘” โดยผลของงานวิจัยจะมีการ
บ่งช้ีปัจจัยและองค์ประกอบที่มีผลต่อความส าเร็จในการปฏิบัติการข่าวสาร เพื่อที่จะช่วยวาง
แนวทางให้แก่กองทัพไทยก้าวไปสู่ความส าเร็จในการที่จะท าให้การปฏิบัติการข่าวสารเป็นหนึ่งใน
ความสามารถหลัก (Core competency) ของกองทัพไทย จนท าให้กองทัพไทยสามารถเพิ่มขีด
ความสามารถและพลังอ านาจที่เหนือกว่าฝ่ ายตรงข้าม
ผลการวิจยับ่งช้ีว่ามี3 ปัจจัยหลักที่มีผลต่อการก าหนดเส้นทางสู่การปฏิบัติการข่าวสาร
คือ ปัจจัยด้านนโยบายและผู้บังคับบัญชาระดับสูง, ปัจจัยด้านกระบวนการและโครงสร้างองค์กร
และปัจจัยด้านเทคโนโลยีABSTRACT

The impact on revolution of information and media plays a very important
role in transferring the power of information and media from government to citizens.
This consequence significantly changes the dimension of national security. Therefore,
the Royal Thai Armed Forces (RTARF) needs to adapt to the changing scenario and
must continue to improve Information Operations (IO) capabilities. To achieve this
goal in the right direction, the Information Operations Roadmap needs to be initiated.
The aim of this research is to propose a guideline of the “Information
Operations Roadmap of the Royal Thai Armed Forces 2010-2015”. This research
indentifies the factors and components that impact on success in Information
Operations. The results of the research will help the RTARF to achieve the
implementation of the Information Operations as a core competency of the RTARF.
The outcome of the research has indicated that there are 3 factors
influencing on the success of the implementation of the Information Operations
Roadmap : policies and commander’s commitment, processes and organization
structure, and technology.
