โลกปัจจุบันให้ความส าคัญต่อการเปลี่ยนแปลงจาก สังคมเกษตรกรรม อุตสาหกรรม
ไปสู่สังคมแห่งข่าวสารเทคโนโลยี ในศตวรรษที่ ๒๑ โลกก้าวสู่สังคมแห่งการเรียนรู้ การศึกษา และ
คนนบั เป็นศูนยก์ลางของการพฒั นา ดงัน้นั คนจึงเป็นปัจจยัทสี่ าคญั จากการที่ประเทศประสบภาวะ
วิกฤตเศรษฐกิจ มีการจัดท าแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ให้สอดคล้อง กับการพัฒนาคน
รัฐธรรมนูญแห่งราชอาณาจักรไทย ฉบับปัจจุบัน พ.ศ. ๒๕๕๐ ได้ให้ความส าคัญต่อสิทธิมนุษยชน
การมีส่วนร่วมของประชาชน การจดั สวสั ดิการการแกป้ ัญหาสังคมเหล่าน้ีเป็นที่มาในการสนใจ ท า
การวิจยัเรื่องน้ีและเป็นที่มาเรื่องการจดั สวสั ดิการ บา้นพกัอาศยัแก่กา ลงัพลของกองทพั ส่งผลต่อ
ขวัญ ก าลังใจ สภาพความเป็นอยู่ของครอบครัวก าลังพล บ้านพักอาศัยเป็น หนึ่ง ใน ปัจจัย ๔ คือ
ความตอ้งการพ้ืนฐานของมนุษย์อนัก่อให้เกิดผลดีในการปฏิบตัิงานส่งผลส าเร็จถึงความมนั่ คงของ
ประเทศ ผู้ท าการวิจัยจึงเลือกท าวิจัย การพัฒนาความสุขในการพักอาศัย ในอาคารสวัสดิการ บก.
กองทัพไทย โดยมีวัตถุประสงค์ เพื่อค้นคว้า ทดสอบข้อเท็จจริงต่างๆเพื่อหาสาเหตุที่เป็นอุปสรรค
ปัญหา ในการสร้างความสุข ในการพักอาศัยและรวบรวมน ามาวิเคราะห์ เพื่อพิจารณาหาแนวทาง
แก้ปัญหา ซึ่งเชื่อว่าจะเป็นการพัฒนาความสุขในการพักอาศัย อยู่ร่วมกัน ในอาคารสวัสดิการ บก.
กองทัพไทย อย่างมีความสุข
ผลของการวิจัยพบว่า กรมยุทธบริการทหาร โดย กองสวัสดิการ สามารถด าเนินการ
พัฒนาความสุข แก่ผู้พักอาศัยในอาคารสวัสดิการ บก.กองทัพไทย ได้ตามระเบียบส านักนายกรัฐมนตรี
ว่าด้วยการจัดสวัสดิการภายในส่วนราชการ นโยบายรัฐมนตรีว่าการกระทรวงกลาโหม และระเบียบกองบัญชาการกองทัพไทยว่าด้วย การจัดสวัสดิการภายในกองบัญชาการกองทัพไทย โดยมีปัญหา
ข้อขัดข้องใน ๕ ด้าน คือ ด้านการก าหนดนโยบาย ด้านการงบประมาณ ด้านก าลังพล ด้านอุปกรณ์
เครื่องใช้และด้านการบริหารจัดการ ซึ่งมีข้อเสนอแนะทางแก้ปัญหา เพื่อพัฒนาความสุข พัฒนา
งานสวัสดิการ คือ การให้ความรู้การจดั สวสั ดิการ ท้งัเจา้หนา้ที่ปฏิบตัิงานและกา ลงัพลโดยทวั่ ไป
การให้ก าลังพลผู้พักอาศัยมีส่วนร่วมในการเสนอความต้องการ และก าหนดนโยบายการจัดสวัสดิการ
การบริหารจัดการ ในลักษณะรวมการควบคุม แยกการปฏิบัติ ตรวจสอบความถูกต้องด้วยระบบ
บัญชี ตกลงใจด้วยมติคณะกรรมการ และขออนุมัติหลักการโดยผู้บังคับบัญชา เพิ่มกิจกรรม ดนตรี
กีฬา สันทนาการ พิธีกรรมส่งเสริมคุณธรรม ดว้ยศาสนา ก่อต้งัศูนยเ์ล้ียงดูเด็กเล็กเพื่อพฒั นาการ
ก่อนวัยเรียน แข่งขันกีฬา ส าหรับเยาวชน
การศึกษาข้อมูลเพื่อการพฒั นาความเป็นอยู่ของกา ลงัพลในคร้ังต่อไป ควรทา การวิจยั
ในเรื่อง การจัดสวัสดิการที่เชื่อมโยง ระหว่างเหล่าทัพ ในกระทรวงกลาโหม เพื่อประหยัด และเกิด
ประโยชน์แก่ก าลังพลอย่างกว้างขว้าง เพราะข้อมูลจากโครงการน าร่อง บางเรื่อง จะเป็นแนวทางให้
น าไปใช้พิจารณา หาวิธีการที่เหมาะสมเป็นประโยชน์ต่อส่วนรวมได้ ABSTRACT
