ศูนย์ประสานการปฏิบัติในการรักษาผลประโยชน์ของชาติทางทะเล (ศรชล.) เป็ น
หน่วยงานที่ข้ึนตรงต่อสภาความมนั่ คงแห่งชาติ(สมช.) ได้จัดต้งัข้ึนตามนโยบายของรัฐบาลเมื่อ
๙ ม.ค.๔๐ เพื่อเป็นศูนย์กลางในการปฏิบัติงานเกี่ยวกับกิจการทางทะเล และเพื่อให้การปฏิบัติของ
ส่วนราชการต่าง ๆ ที่เกี่ยวขอ้งเป็นอนั หน่ึงอนั เดียวกนั ไม่เกิดความซ้ าซ้อนในการปฏิบตัิและมีการ
แลกเปลี่ยนข่าวสารข้อมูลกันอย่างต่อเนื่อง โดยมีกองทัพเรือ เป็นหน่วยงานหลักในการประสาน
การปฏิบัติประกอบด้วย หน่วยปฏิบัติการหลัก ๖ หน่วย ได้แก่กองทัพเรือกองบงัคบัการตา รวจน้ า
กรมศุลกากรกรมการขนส่งทางน้ าและพาณิชยน์ าวีกรมประมงกรมทรัพยากรทางทะเลและชายฝั่ง
และหน่วยปฏิบัติการร่วม ได้แก่ กระทรวงการต่างประเทศ กระทรวงแรงงานและสวัสดิการสังคม
การท่องเที่ยวแห่งประเทศไทย ส านักงานคณะกรรมการป้องกันและปราบปรามยาเสพติด
ส านักงานตรวจคนเข้าเมือง กรมป่ าไม้ กรมสรรพสามิต กรมควบคุมมลพิษ กรมทรัพยากรธรณี
กรมศิลปากร และส านักเลขาธิการป้องกันฝ่ ายพลเรือน และส่วนราชการอื่น ๆ ที่มีหน้าที่เกี่ยวข้อง
กับงานทางทะเล
ปัจจุบันการแข่งขันการพัฒนาทางด้านเศรษฐกิจ โดยเฉพาะการแสวงหาประโยชน์จาก
ทะเลเพิ่มมากข้ึน เนื่องจากเป็นแหล่งผลประโยชน์มหาศาล ทา ให้ประเทศต่าง ๆ จดั ต้งัหน่วยงาน
ข้ึนมาทา หนา้ที่ในการรักษาผลประโยชน์ของชาติทางทะเลส าหรับประเทศไทยก็จดั ต้งัหน่วยงานต่าง ๆ
ซึ่งมีหน้าที่และภารกิจในการรักษาผลประโยชน์ของชาติทางทะเลที่ทับซ้อนกัน ผูว้ิจยัเลือกทา วิจยัในเรื่องน้ี โดยมีวัตถุประสงค์ เพื่อศึกษาโครงสร้างและอ านาจหน้าที่
การประสานงาน และการปฏิบัติงานร่วมกันของหน่วยงานใน ศรชล.รวมท้ังวิเคราะห์ปัญหาและ
อุปสรรคการปฏิบัติการร่วมกัน (Joint operation) พร้อมท้งัน าเสนอข้อเสนอแนะที่พิจารณาจากการ
รวบรวมและวิเคราะห์ข้อมูล การศึกษาค้นคว้าจากต ารา เอกสารทางราชการคู่มือต่าง ๆ และการ
สัมภาษณ์บุคคลที่เกี่ยวข้อง รวมท้งัการสืบคน้จากอินเตอร์เน็ต
จากการวิจัยพบว่า อุปสรรคและข้อขัดข้องที่ส าคัญ แบ่งเป็ นสองส่วน คือ ส่วนแรก
การขาดเอกภาพในการบังคับบัญชาของการประสานงานระดับฝ่ ายอ านวยการ (Coordination)
เนื่องจากการที่มีหน่วยปฏิบัติงานร่วมกันหลาย ๆ หน่วยแต่ละหน่วยต่างมิไดข้้ึนต่อกนั และในส่วน
ที่สองคือ การขาดความชัดเจนในการจัดท าระเบียบปฏิบัติประจ าศูนย์ประสานการปฏิบัติในการ
รักษาผลประโยชน์ของชาติทางทะเล (Joint operation) ให้สอดคล้องและครอบคลุมการปฏิบัติของ
หลายหน่วยงานที่ร่วมปฏิบัติในการรักษาผลประโยชน์ของชาติทางทะเล
ดงัน้นัจะตอ้งมุ่งเน้นการแก้ปัญหาในการประสานการปฏิบัติ (Coordination) ตลอดจนน า
หลักการ และแนวทางการปฏิบัติการร่วมทางทหารของกองทัพไทยมาด าเนินการแก้ปัญหาในระดับ
การปฏิบัติการในการท างานร่วมกัน (Joint operation) เพื่อให้เกิดความสอดคล้องในการท างาน และ
ส่งผลให้เกิดประสิทธิภาพสูงสุดตามแนวคิดในการบูรณาการ โดยปรับปรุงโครงสร้างของ ศรชล.
ให้มีผู้บังคับบัญชาสูงสุดเพียงคนเดียว เช่น กองทัพเรือ มีอา นาจในการควบคุมบงัคบั บญั ชาสั่งการ
ทางยุทธการและยุทธวิธีกับหน่วยต่าง ๆ เพิ่มข้ึนนอกเหนือจากการอนุมตัิให้เป็นศูนยป์ ระสานการ
ปฏิบัติในการรักษาผลประโยชน์ของชาติทางทะเลและเป็นหน่วยงานหลักในการประสานความร่วมมือ
ด้านการป้องกันการก่อการร้ายในทะเล รวมท้งัเสนอแนวทางปฏิบัติและงบประมาณในการรักษา
ผลประโยชน์ของชาติทางทะเลต่อรัฐบาลและควรจะมีการพิจารณาปรับหน่วยงานต่าง ๆ ที่เกี่ยวข้อง
ในการรักษาผลประโยชน์ของชาติทางทะเลรวมเป็นหน่วยงานเดียว (Coast Guard) ต่อไป

Coordination of action to protect the interests of national marine (arrow lakes) is
the agency to report to the National Security Council (NSC) was established under the

Social Welfare. TAT Office of Narcotics Control and Prevention. Office of Immigration,
Department of Forestry Excise Department Pollution Control Department Department of Mineral
Resources Department, Civil Defense Secretariat. And other government agencies with duties
related to marine.
The current competitive economic development. Especially in the exploitation of
the sea increases. As a source of enormous benefit. Allows countries established agencies. Serves
up to protect the interests of national marine. In Thailand, it established various agencies which
have duties and tasks in maintaining national interests at sea overlap. Researcher: Do research on
this subject. The objective To study the structure and authority for coordination and joint work
of the agencies in Thai - MECC, including analysis of operating problems and obstacles together (Joint operation) and to offer suggestions based on collecting and analyzing data. Study
books. Guide various government documents and interviews with relevant persons. Including
searching the Internet.
Research indicates that the major obstacles and difficulties. Divided into two parts:
first the lack of doctoral supervisors in a picture of the coordination department director level.
(Coordination) due to a unit operation with several different units, each unit is not dependency.
In the second part is. Lack of clarity in the preparation of procedures Time Coordination practices
in the treatment of the interests of national marine (Joint operation) for consistent and comprehensive
implementation of multi-agency joint action to protect the interests of national marine.
So it must focus on solving problems of coordination action (Coordination) as well
as the principles. And guide military operations with the Thai military to do problem solving in
action in collaboration (Joint operation) to ensure consistency in operation. And result in efficient
integration of the concepts. The restructuring of the Thai - MECC to supervisors rated only as
Navy has the power to control the superior commander of Battle and tactics with their units more

guidelines and budget to maintain the interests of the Government National Marine. And should
