การท าเอกสารวิจัย เรื่อง “แนวทางการจัดการปัญหาความขัดแย้งทางสังคมในประเทศ
ไทย” มีความมุ่งหมายเพื่อให้ทราบว่า ปัจจุบันปัญหาความขดัแยง้ในสังคมไทย มีแนวโนม้ ที่จะเพมิ่ มาก
ข้ึนซึ่งเป็นผลมาจากการเปลี่ยนแปลงทางสังคม เศรษฐกิจ การเมืองการปกครอง รวมถึงการด าเนินการ
ตามกฎหมายและนโยบายสาธารณะของภาครัฐและภาคเอกชน ที่มีผลกระทบต่อประชาชนส่วนใหญ่
ความไม่ไว้วางใจระหว่างภาครัฐและภาคประชาชน ก่อขยายเป็นความเกลียดชังและแตกแยก นับวันที่จะ
เป็นปัญหาทางดา้นความมนั่ คงร้ายแรง การชมุ นุมเรียกร้องของประชาชนและกลุ่มพลงัต่าง ๆ ยงัคง
เกิดข้ึนอย่างต่อเนื่องและมกัถือเป็นแบบอย่างว่าถา้จะให้ขอ้เรียกร้องสัมฤทธิผลจะตอ้งเดินทางเขา้ไป
ชุมนุมเรียกร้องในส่วนกลาง โดยการยื่นหนังสือถึงรัฐบาล สร้างความกดดัน ปิ ดถนน ปิ ดล้อมและยึด
สถานท าการของรัฐ การใช้วิธีรุนแรงปลุกระดมประชาชนที่มีความเห็นต่าง เข้าร่วมต่อสู้ขัดขวาง
ท าลายทรัพย์สินราชการเพื่อให้ผู้มีอ านาจเจรจาลงไปด าเนินการแก้ไข หรือต้องการแสดงให้สังคม ได้
รับรู้และเห็นใจให้การสนบั สนุนและเขา้ร่วมมากยิ่งข้ึน โดยสรุปแลว้ที่ผ่านมาการชุมนุมเรียกร้องใน
ประเทศไทยจะเกี่ยวข้องอยู่ ๕เรื่องใหญ่ ๆ คือ
๑. ผลจากการเปลี่ยนแปลงทางสังคม เศรษฐกิจ การเมืองการปกครอง
๒. ปัญหาความไม่ไว้วางใจระหว่างภาครัฐและภาคประชาชน จนก่อขยายเป็นความ
เกลียดชังและแตกแยก
๓. ปัญหาที่ดินท ากิน
๔. ปัญหาหน้ีสิน ๔. การบริหารราชการตามนโยบายสาธารณะของรัฐบาล เพราะว่าเป็นเรื่องที่อยู่ใกล้
ผลการจัดท าเอกสารการวิจัย พบว่า ในปัจจุบันปัญหาการชุมนุมเรียกร้องของ
ประชาชนนบัวนัจะมีจา นวนมากข้ึน และมีความรุนแรงมากข้ึน ท้งัน้ีประชาชรถือว่าการชุมนุม
เรียกร้องเป็นสิทธิอันชอบธรรมของประชาชนตามระบอบประชาธิปไตย เป็นวิธีที่จะสื่อเรียกร้องให้
คนในสังคมได้ทราบ และเป็นช่องทางส าคัญของประชาชาในการต่อรองกับภาครัฐ ฝ่ ายปกครองใน
ฐานะตวัแทนของรัฐในพ้ืนที่ตอ้งมีความอดทน อาศยัประสบการณ์ศกัยภาพและกลยุทธ์ในการที่จะ
ดูแลน าข้อเรียกร้องของประชาชนเข้าสู่ระบบการเจรจาต่อรองให้ได้ผลสรุปที่พึงพอใจร่วมกัน
สันติวิธีจึงเป็นแนวทางหรือวิธีที่จะเป็นเครื่องมีในการแกไ้ขปัญหาสังคมที่เกิดข้ึน และ
มีความหมายถึง
๑. วิธีแก้ปัญหาที่นุ่มนวล
๒. วิธีการจดัการกบัความขดัแยง้ที่เกิดข้ึน
๓. ความรู้สึกนึกคิดที่จะให้สังคมมีแต่ความสงบร่มเย็นเป็นสุข
๔. วิธีการจุดมุ่งหมายที่ท าให้คนสังคมอยู่รวมกันได้แม้มีความขัดแย้ง
๕. ความเชื่อหรือคุณค่าของสังคมมนุษย์ ที่ยอมรับว่ามนุษย์เท่าเทียมกันซึ่งจะน าไปสู่
การเคารพสิทธิมนุษยชน
๖. กรอบความคิดหรือทัศนะคติ และเป็นวิธีปฏิบัติต่อเพื่อนมนุษย์ในการด าเนินวิถี
ชีวิตปกติ และเมื่อตอ้งเผชิญกบัความขดัแยง้โดยมีความมนั่ ใจว่าสามารถทา ให้คนที่เห็นต่างกนั หรือ
ขัดแย้งสามารถอยู่ร่วมกันได้ โดยแต่ละฝ่ ายเคารพความเท่าเทียมกัน และพยายามที่จะเรียนรู้การอยู่
ร่วมกนั ดว้ยการแบ่งปันกนั เอ้ืออาทรต่อกันและไม่ใชค้วามรุนแรงเป็นทางเลือกเมื่อขัดแย้ง เป็นวิธีที่
กลุ่มบุคคลหรือมวลชนใชต้่อสู้เพื่อให้ไดส้ิ่งที่ตนปรารถนาในบางอย่าง หรือเพื่อให้รัฐ หรือผู้มีอ านาจ
เปลี่ยนแปลงพฤติกรรม เช่นการจัดชุมนุมหยุดงานประท้วง การคว ่าบาตรทางเศรษฐกิจ รวมท้งัวิธี

The objectives of the research entitled “ The guidelines of management for
social conflicts situation in Thailand” were to recognize that currently, conflicts in
Thai society seem to increase as a result from various change aspects in social,
economic, government and political issues including some legal action and public
policies of both public and private sectors that impact most Thai people. The mistrust
between the government and civil society has expanded to create more hatred and
different opinions . Consequently, these separate idea caused serious security
problems. Rallying call of people and various power groups still occur continuously
and are often considered as an example that if a claim will bear fruit people will be
traveling to gather in central claim. Then, they submitted letter or specific request to
the government. These actions has created some pressure off road blockade and place
to hold the state through violence actions to incite people with different opinions.
Joining fight blockade caused property damage to government authority to negotiate for the changes. The violent groups tried to show social perception and sympathy to
support and participate more and more serious actions .
In summary, in the past, the demonstration of political demand in Thailand
involved five main issues as followings ;
1) The results from change aspects in social, economic, government and
political issues .
2) The problem of mistrust between the government and citizens.
And these actions expanded to create more hate and division among society.
3) Land issue.
4) Problems of debt.
The results of research found that currently, the problem of demonstration of
various interest groups of people seem to be more violent . General people considered
that these actions were the method that they have their suitable authority to request for
their demand in the democratic environment . They can show their power and
negotiate with the public sector . Lastly, the authority officers as the state
representative should be more patient . They applied their own experiences, knowledge
and strategies
5) Public administration and public policy of the government.
Peace is the only way or method to resolve the social problems that occur
and means
1. Smooth solution.
2. How to deal with conflicts that occur.
3. The emotions, but to provide society with peace and combat.
4. How to aim at making people live together without social conflicts.
5. Beliefs or values of human society. Accepted that human equality, which
will lead to respect human rights 6. Concepts or attitudes. And how to treat fellow in the normal operating life
when we have to face many conflicts, with the confidence that can make people see the
difference or conflict can be together. By respecting each other equally and try to learn
to live together and share. Caring for each other and not use violence as an alternative
when conflicts happened . Is the person or group fighting for public use to get what
they desire in some state or who has the power to change behavior. Such as gathering
