ปัจจุบันโลกเกิดการเปลี่ยนแปลงทางกายภาพ ส่งผลกระทบโดยตรงต่อสถานการณ์
ด้านสาธารณภัยกลายเป็นปัญหาที่ส าคัญยิ่งของทุกประเทศ โดยเฉพาะอย่างยิ่งเมื่อ สาธารณภัยมี
แนวโนม้ ที่จะเกิดข้ึนบ่อยคร้ังและแต่ละคร้ังมกัจะทวีความรุนแรงมากข้ึน ดงัน้นัการเตรียมการเพื่อ
การบริหารงานด้านสาธารณภัย จึงมีความส าคัญเป็นอย่างยิ่งต่อการป้องกันและบรรเทาสาธารณภัย
ของประเทศและความเป็นอยู่ของประชาชนโดยรวม
การวิจยัคร้ังน้ีมีวัตถุประสงค์เพื่อศึกษาข้อมูลด้านการเตรียมการของการบรรเทา สา
ธารณภัย ของกองบัญชาการกองทัพไทย และน ามาวิเคราะห์หาแนวทางในการพัฒนาด้านการ
บรรเทาสาธารณภยั ให้มีประสิทธิภาพและประสิทธิผลมากยิ่งข้ึน รวมท้งัสามารถน าผลของการวิจัย
มาใช้เป็ นแนวทางในการเพิ่มประสิทธิภาพการบริหารจัดการการบรรเทาสาธารณภัยของ
กองบัญชาการกองทัพไทย ต่อไป
วิธีด าเนินการวิจัย เป็นการศึกษาวิจัยเชิงคุณภาพ ใช้วิธีศึกษาจากเอกสาร และการ
สัมภาษณ์เชิงลึกต่อผู้ที่เกี่ยวข้องกับงานด้านการเตรียมการ และการบรรเทาสาธารณภัยของศูนย์
บรรเทาสาธารณภัย ศูนย์บัญชาการทางทหาร กองบัญชาการกองทัพไทย ผลการวิจัยพบว่า การ
ปฏิบัติงานด้านการบรรเทาสาธารณภัยของ ศูนย์บรรเทาสาธารณภัย ศูนย์บัญชาการทางทหาร กองบัญชาการกองทัพไทย ควรมีบทบาท ๒ ลักษณะ คือ บทบาทในการบริหาร และบทบาทในการ
ด าเนินการ ส าหรับบทบาทในการบริหารน้นั ให้ศูนยบ์ รรเทาสาธารณภยั ศูนยบ์ ญั ชาการทางทหาร
กองบัญชาการกองทัพไทย ก าหนดนโยบาย และแผนงานด้านการบรรเทาสาธารณภัยให้ชัดเจน ท้งั
เรื่อง ก าลังพล ยุทโธปกรณ์ การบริหารจัดการ และงบประมาณ และการเชื่อมโยงความสัมพันธ์กับ
หน่วยงานในระดับชาติที่เกี่ยวข้อง เพื่อใช้เป็นแนวทางในการด าเนินงานของหน่วยปฏิบัติ ส าหรับ
บทบาทในการดา เนินการน้ัน ศูนยบ์ รรเทาสาธารณภยั ศูนยบ์ ญั ชาการทางทหาร กองบญั ชาการ
กองทัพไทย ต้องมีการบริหารจัดการภัยพิบัติในเชิงรุก มีการเตรียมการที่ดี มีความพร้อมที่เกิดจาก
การฝึ กซ้อมตามแผนปฏิบัติการ มีความพร้อมของยุทโธปกรณ์และสิ่งอุปกรณ์ซ่ึงใชป้ ้องกนั และลด
ความสูญเสียอนั เกิดจากภยัพิบตัิ มีการฟ้ืนฟูสภาพจิตใจของผูป้ระสบภยัพิบตัิให้กลับเข้าสู่สภาวะ
ปกติโดยเร็ว รวมท้งัมีการประสานกบั ส่วนราชการต่างๆ และภาคเอกชน ท้งัจากส่วนกลางและพ้ืนที่
ประสบภัยพิบัติ เพื่อร่วมกนั ฟ้ืนฟูบูรณะสิ่งเสียหายให้กลบัคืนสู่สภาพปกติโดยเร็ว ตลอดจนให้มี
การบูรณะกิจกรรมต่างๆ ของชุมชน การประกอบอาชีพ และการบริการของรัฐให้กลับคืนสู่สภาพ
ปกติโดยเร็วที่สุด ABSTRACT
Title : The Guideline of enhancing the efficiency of the disaster relief of the
Royal Thai Armed Forces

Currently, our earth has completely changed its physical character which
affected the situation of disaster relief directly and seem to be the serious problems in
every countries especially ,the trend of disaster has increased very rapidly and
frequently and each disaster has progressed its violence and paid very important role.
Therefore ,the preparation of disaster relief and prevention of every countries and
people’s well being in the macro view .
The objectives of the research were to study the information and preparation
for disaster prevention of the Royal Thai Armed Forces should be done seriously. The
analysis of the guideline to improve the disaster relief more effectively and efficiently
including be able to apply the results of this research to enhance the efficiency of
disaster relief in the nest coming future as well .
The methodology of the research was the qualitative research by means of
studying from involving documents and deep interview of the related personnel with the preparation and disaster relief of the Disaster Relief Center, Military Command
headquarters , Royal Thai Armed Forces . The results concluded that the operation of
Disaster Relief Center, Military Command headquarters , Royal Thai Armed Forces
should functioned in 2 aspects as the management and proceeding operation role .
Foe the management aspect, Disaster Relief Center, Military Command
headquarters established policy of working and plan in disaster relief clearly in the
issue of personnel, weapons, management and budgeting The connection of relation
among involving units must be done in the national level . This action was the
guideline of units in operation and for the operational role , Disaster Relief Center,
Military Command headquarters , Royal Thai Armed Forces must perform action in
the aggressive pattern , good preparation, readiness of operational practice weapons
and other instrument to prevent and decrease the loss caused from such disaster. The
rehabilitation of the disaster victims must be done both mental and physical quickly as
possible . The reconstruction of facilities and construction must be done very seriously
and most rapidly including support the community, occupation and state service back
to the normal status and general situation the most quickly.
