กำรวิจยัน้ีมีวตัถุประสงคเ์พื่อศึกษำเทคโนโลยีโรงไฟฟ้ำนิวเคลียร์ศึกษำนโยบำย ยุทธศำสตร์
และกฎหมำยที่เกี่ยวข้องกับโรงไฟฟ้ำนิวเคลียร์และศึกษำปัจจัยส ำคัญที่มีผลต่อกำรสร้ำงโรงไฟฟ้ำ
นิวเคลียร์ของประเทศไทยในอนำคต ซึ่ งจะเป็ นประโยชน์ในกำรศึกษำและเผยแพร่ควำมรู้ในเรื่อง
ดังกล่ำวให้แก่ประชำชนผู้สนใจได้รับทรำบและเขำ้ใจอย่ำงกวำ้งขวำงมำกยิ่งข้ึน
กำรวิจัยน้ีเป็นกำรวิจัยแบบเชิงพรรณนำโดยวิธีกำรวิจัยเอกสำร ซึ่งได้ท ำกำรศึกษำค้นคว้ำ
ข้อมูลต่ำง ๆ ที่เกี่ยวข้องผ่ำนระบบสื่อสำรอินเทอร์เน็ต บทควำมทำงวิชำกำร และเอกสำรวิจัย
จำกส ำนักงำนปรมำณูเพื่อสันติสถำบันเทคโนโลยีนิวเคลียร์แห่งชำติห้องสมุดวิทยำลัยป้องกัน
รำชอำณำจักร กระทรวงพลังงำน และกำรไฟฟ้ำฝ่ ำยผลิตแห่งประเทศไทย
ผลกำรวิจัยพบว่ำ ปัจจัยที่มีผลต่อกำรสร้ำงโรงไฟฟ้ำนิวเคลียร์ของประเทศไทยน้ัน จะต้อง
มีกำรเตรี ยมควำมพร้อมในประเด็นที่ส ำคัญ ๖ ด้ำน ซึ่ งได้แก่ ด้ำนกฎหมำย ระบบก ำกับและ
ข้อผูกพันระหว่ำงประเทศ ด้ำนควำมปลอดภยัและกำรคุม้ครองสิ่งแวดลอ้ ม ด้ำนโครงสร้ำงพ้ืนฐำน
อุตสำหกรรมและพำณิชย์ ด้ำนกำรพัฒนำบุคลำกรและกำรถ่ำยทอดพัฒนำเทคโนโลยี ด้ำนกำร
สื่อสำรสำธำรณะและกำรยอมรับของประชำชน และด้ำนวำงแผนด ำเนินกำรโครงกำรโรงไฟฟ้ำ
นิวเคลียร์ ท้งัน้ีควรเนน้กำรยอมรับของประชำชน ให้ประชำชนมีกำรรับรู้และควำมเข้ำใจที่ถูกต้องต่อ
ปัญหำพลังงำนของประเทศ และสร้ำงควำมตระหนักว่ำปัญหำพลังงำนเป็ นจุดอ่อนของประเทศไทย
ที่ประชำชนคนไทยทุกคนต้องเข้ำมำมีส่วนร่วมในกำรแก้ไข โดยเฉพำะกำรให้ควำมรู้ควำมเข้ำใจ
รวมท้งัขอ้ ดีและขอ้เสียของโรงไฟฟ้ำนิวเคลียร์ให้แก่ประชำชนทวั่ ไปไดร้ับทรำบอย่ำงทวั่ ถึง

ABSTRACT
Title : THE MAIN FACTORS OF THE NUCLEAR POWER PLANT
CONSTRUCTION IN THAILAND

This research aims to study the nuclear technology, policy strategy and related law and the
important factors that affect the nuclear power plant construction in Thailand. This study will be
useful knowledge for interesting people to know and understand about the nuclear power plant
clearly and widely.
This study is a documentary research. All related information used in the study come from
the Internet, academic papers and research from the Office of Atoms for Peace (OAP), Thailand
Institute of Nuclear Technology (TINT), the National Defense College of Thailand, the Ministry of
Energy and the Electricity Generating Authority of Thailand (EGAT).
The result of the study found that the operation of the nuclear power plant construction in
Thailand has to be in cooperation with the six main factors, including the supervision and legal
system, the international obligations, the safety and environmental protection, the industrial and
commercial infrastructure, the staff development and technology transfer, the communications and
public’s opinions and the planning of the nuclear power project. However, the operation of this
project should focus on people’s acceptance and awareness about the weaknesses of energy in
Thailand that Thai people need to take part in editing. So, the knowledge and understanding of
promotional factors and obstacles facilitating of the nuclear power plant construction must be
acknowledged to people widely.
