รวมพลังแผ่นดินขจัดสิ้นยาเสพติด” เป็ นแนวความคิดในการแก้ปัญหายาเสพติดของ
รัฐบาลปัจจุบัน เนื่องจากปัญหายาเสพติดในประเทศไทยได้ขยายตัวอย่างรวดเร็ว เป็ นภัยคุกคามต่อ
สังคมไทยและมีผลกระทบอย่างรุนแรงต่อความมนั่ คงของชาติดงัน้ันรัฐบาลจึงได้กา หนดนโยบาย
ส าคัญเร่งด่วนในการแก้ปัญหายาเสพติดโดยใช้หลักการป้องกันน าหน้าการปราบปรามและให้ทุก
หน่วยงานผนึกก าลังรวมกันเป็นพลังแผ่นดินเพื่อเอาชนะให้ได้โดยเร็ว
กองทัพเรื อได้ตอบสนองนโยบายของรัฐบาลด้วยการเปิ ดโรงเรียนวิวัฒน์พลเมือง
กองทพั เรือข้ึน เพื่อจดั ต้งัเป็นสถานที่ฟ้ืนฟูสมรรถภาพผูต้ิดยาเสพติดแต่ในการปฏิบตัิที่ผ่านมาน้ัน
โรงเรียนวิวัฒน์พลเมืองกองทัพเรือยังไม่มีหลักสูตรการฟ้ืนฟูสมรรถภาพที่เป็นมาตรฐานเดียวกัน
ประกอบกบัครูฝึกของโรงเรียนวิวฒั น์พลเมืองกองทพั เรือ ที่ปฏิบตัิหนา้ที่เป็นนกัฟ้ืนฟูสมรรถภาพผู้
ติดยาเสพติด มิใช้บุคลากรที่มีความรู้และประสบการณ์ในการบ าบัดผู้ติดยาเสพติดมาก่อน และจาก
ประสบการณ์ในการเป็นครูฝึ กในโรงเรียนวิวัฒน์พลเมืองกองทัพเรือของผู้เขียน ท าให้ทราบว่าการ
ฟ้ืนฟูสมรรถภาพผูต้ิดยาเสพติด โดยที่ไม่มีหลกัสูตรหรือคู่มือในการปฏิบตัิงานที่ชดัเจนส่งผลให้ครู
ฝึกโรงเรียนวิวฒั น์พลเมืองกองทพั เรือ ขาดความมนั่ ใจในการทา งาน และไม่สามารถปฏิบตัิหนา้ที่ที่
ได้รับมอบหมายได้อย่างเต็มประสิทธิภาพ
ผู้เขียนเองได้มีโอกาสเข้ารับการอบรมความรู้เกี่ยวกับยาเสพติดตลอดจนวิธีการบ าบัดรักษา
จากหน่วยงานสถานที่บ าบัดรักษาผู้ติดยาเสพติดต่าง ๆ หลายหลักสูตร เมื่อมาเข้ารับการศึกษาใน
วิทยาลัยเสนาธิการทหาร จึงมีความต้งัใจในการเขียนเอกสารวิจัยเรื่องแนวทางการฟ้ืนฟูสมรรถภาพผู้
ติดยาเสพติดของโรงเรียนวิวัฒน์พลเมืองกองทัพเรือ ๓ โดยด าเนินการวิจัยเชิงพรรณนาและศึกษาวิเคราะห์ โดยการรวบรวมและวิเคราะห์ข้อมูลที่ได้จากการศึกษาค้นคว้าจากต ารา เอกสารทางราชการ
การประเมินผลจากการฟ้ืนฟูสมรรถภาพผูต้ิดยาเสพติดที่กา ลงด าเนินการอยู่ในโรงเรียนวิวัฒน์พลเมือง ั
กองทัพเรือ๓ พบว่านอกจากความรู้ทางด้านวิชาการแล้ว การบ าบัดรักษาผู้ติดยาเสพติดที่ได้ผลต้อง
อาศัยการเรียนรู้โดยตรงจากผู้ป่ วยแต่ละรายที่มีปฏิสัมพันธ์กับระบบต่าง ๆ หลายระบบที่เชื่อมโยงและ
ซับซ้อนแตกต่างกัน ดังน้ันแนวทางการฟ้ืนฟูสมรรถภาพผู้ติดยาเสพติด จะต้องท าการฟ้ืนฟู
สมรรถภาพผู้ป่วยท้ังร่างกายและจิตใจ ท้ังน้ีต้องน าเทคนิคและวิธีการต่าง ๆ มาประยุกต์ใช้ให้
สอดคล้อง เหมาะสมกับผู้เข้ารับการบ าบัดรักษาและครูฝึ กที่เป็นทหารเรือ ใช้รูปแบบและวิธีการสอน
ที่ผสมผสานบูรณาการองค์ความรู้ในการบ าบัดรักษาและฟ้ืนฟูสมรรถภาพผูต้ิดยาเสพติดให้ผูป้่วย
ได้รับความรู้ ความเข้าใจ เกิดการเปลี่ยนแปลงเจนคติไปในแนวทางที่ถูกต้อง ฝึ กทักษะชีวิตในการอยู่
ร่วมกันในสังคม จนสามารถปรับเปลี่ยนพฤติกรรมในการใช้ยาเสพติด เลิกเสพยา กลับคืนสู่ครอบครัว
ใช้ชีวิตร่วมกับผู้อื่นในสังคมไดอ้ย่างปกติสุข นอกจากน้ีแลว้การฟ้ืนฟูสมรรถภาพผูต้ิดยาเสพติด ควร
มีการติดตามผลอย่างเป็นระบบ เพื่อน าขอ้ มูลมาปรับปรุงการฟ้ืนฟูสมรรถภาพผูต้ิดยาเสพติดของ
โรงเรียนวิวัฒน์พลเมืองกองทัพเรือให้บรรลุเป้าหมายและมีประสิทธิภาพยิ่งข้ึนAbstract.
