จากปัญหาที่ ผู้บังคับหน่วยทหารและฝ่ ายเสนาธิการในกองทัพบางส่วน ยังขาดความรู้
ความเข้าใจในเรื่องเครือข่ายของการปฏิบัติการจิตวิทยาและการประชาสัมพันธ์ เพื่อแก้ไขปัญหา
ความไม่สงบในพ้ืนที่จังหวัดชายแดนภาคใต้ เนื่องจากสถานการณ์ความไม่สงบในพ้ืนที่จชต.น้นั มี
ความรุนแรงและซับซ้อนเป็นอย่างยิ่ง ผู้วิจัยจึงเล็งเห็นว่าหากต้องการให้ด าเนินการ ปจว.และการ
ปชส.เพื่อแกไ้ขปัญหาความไม่สงบในพ้ืนที่ จชต. มีประสิทธิภาพ จึงควรจะต้องมีการศึกษาหา
ความรู้ ความเข้าใจ ถึงองค์ประกอบเครือข่ายและการจดัการเครือข่าย รวมท้งัความสัมพนัธ์ระหว่าง
องค์ประกอบเครือข่ายและการจัดการเครือข่ายในการ ปจว.และการ ปชส.เพื่อแก้ไขปัญหาความไม่
สงบในพ้ืนที่ จชต. จึงจะสามารถช่วยให้การด าเนินงานที่ต้องเผชิญกับสถานการณ์ดังกล่าวได้อย่าง
เหมาะสมและมีประสิทธิภาพต่อไป
การวิจยัเรื่องน้ีผูว้ิจยักา หนดวตัถุประสงคไ์ว้ ๓ ประการ คือเพื่อศึกษาองค์ประกอบ
เครือข่ายและการจัดการเครือข่ายในการ ปจว. และการ ปชส. เพื่อแกไ้ขปัญหาความไม่สงบในพ้ืนที่
จชต. เพื่อศึกษาความสัมพันธ์ระหว่างองค์ประกอบกับการจัดการเครือข่ายในการ ปจว.และการ
ปชส. ฯ และ เพื่อก าหนดแนวทางการพัฒนาองค์ประกอบและการจัดการเครือข่ายในการ ปจว. และการ ปชส.ฯ ท้งัน้ีไดต้้งัสมมติฐานไวว้่าองค์ประกอบเครือข่าย การ ปจว.และการ ปชส. มีความ
เหมาะสม สามารถปฏิบัติงานได้ตามภารกิจที่ได้รับมอบเป็นอย่างดี การจัดการเครือข่ายฯ สามารถ
ส่งข้อมูล ข่าวสารผ่านสื่อต่างๆ เข้าถึงกลุ่มเป้าหมายได้อย่างเหมาะสม ทันเวลา และมีประสิทธิภาพ
ความสัมพันธ์ระหว่างการจัดองค์ประกอบ และการจัดการเครือข่ายฯ มีรูปแบบความสัมพันธ์ที่
เหมาะสม สามารถสนองตอบต่อภารกิจได้อย่างมีประสิทธิภาพ รวมท้งัความสัมพันธ์ของสมาชิก
และองค์กรมีผลกระทบต่อความส าเร็จและความล้มเหลวของการ ปจว.และการ ปชส.เพื่อแก้ไข
ปัญหาความไม่สงบในพ้ืนที่จชต.
วิธีด าเนินการเป็ นการวิจัยเชิงคุณภาพ (Qualitative Research) และน าเสนอผลการวิจัย
ในเชิงพรรณนา (Descriptive) ตามหลักเกณฑ์ทางวิชาการโดยผู้วิจัยได้รวบรวมข้อมูลข่าวสารและ
ข้อเท็จจริงต่างๆ ที่เกี่ยวขอ้งกบั หัวขอ้การวิจยั เพื่อนา มาอธิบายสมมุติฐานที่ต้งัไว้ท้งัน้ีผลจากการวิจยั
ส่วนใหญ่สอดคลอ้งตรงกบั สมมติฐานที่ต้งัไว้
สรุปผลที่ได้จากการวิจัยน้นัจะเห็นว่าการจดัองคป์ ระกอบเครือข่าย ฯเพื่อสนองตอบ
การด าเนินการ ปจว.และการ ปชส.ของหน่วยเหนือของตน แตกต่างกันตามคุณลักษณะของหน่วย
และกิจเฉพาะของหน่วยที่ได้รับมอบในส่วนเครื่องมือจะใช้ใกล้เคียงกัน การจัดการเครือข่ายการ
ปจว. และการ ปชส.ฯ น้นั ด าเนินการโดยศูนย์ประชาสัมพันธ์และหน่วยปฏิบัติการจิตวิทยา จะเป็น
หน่วยผลิตข้อมูล หัวข้อโฆษณา อ านวยการผลิต หรือประสานเพื่อการผลิต โดยการกระจายข้อมูล
ผ่านองคก์รเครือข่าย ท้งัที่อยู่ในการบงัคบั บญั ชาและขององคก์รอื่นๆ รวมท้งัผ่านทางเครื่องมือ
สื่อสารและ สื่อต่างๆที่มีอยู่ในทุกวิถีทางตามเวลาที่ก าหนด ส าหรับความสัมพันธ์ระหว่าง
องค์ประกอบเครือข่ายและการจัดการเครือข่ายของการ ปจว.และการ ปชส.ฯ น้นั ทุกหน่วยที่
เกี่ยวข้องจะยึดถือกรอบของยุทธศาสตร์การด าเนินงานของ กอ.รมน.ภาค ๔ ส่วนหน้า เป็นหลัก
โดยเฉพาะในส่วนของกิจหลกั ส่วนในกิจเฉพาะน้ันจะถูกวางแผนในแต่ละความชา นาญและการจดั
หน่วยที่ได้รับการบรรจุมอบมา
ผู้วิจัยได้ให้ข้อเสนอแนะแนวทางในการพัฒนาเครือข่ายในการ ปจว.และ การ ปชส.ที่จะ
ใช้เป็นเครื่องมือหลัก ฯ โดยเฉพาะการ ปชส. ซึ่งจ าเป็นจะต้องมีการแยกบทบาทและความ
รับผิดชอบที่ชัดเจน ท างานภายใต้กรอบ วัตถุประสงค์เดียวกัน และมีการปรับเปลี่ยน พลิกแพลงอยู่
เสมอ ความอ่อนตัวและการติดตามสถานการณ์อย่างรอบด้าน จึงเป็นเรื่องที่มีความส าคัญสูงมาก
พร้อมกับได้เสนอให้ผู้ที่สนใจจะท า การศึกษาวิจัยเกี่ยวกับ เครือข่ายการปฏิบัติการข่าวสารเพื่อ
แกไ้ขปัญหาความไม่สงบในพ้ืนที่จชต. ในโอกาสต่อไป

ABSTRACT
Title : Psychological Operations and the Public Affairs Network
to Solve the Unrest in the Southern Border Provinces

According to the problem that some of military commanders and staffs in the Army
don’t have adequate knowledge and understanding of the Network Organization’s concept of the
Psychological Operations and the Public Affairs in order to solve the unrest in the Southern
Border Provinces of Thailand. Due to the worsening and more complicated situation, the
researcher has realized that the Psychological Operations and the Public Affairs play major roles
in solving the problems. In order to handle violence situations effectively, it is important that
military personnel should have adequate knowledge and clear understanding of the Network
Organization and the Network Management as well as their relationship.
The purpose of the present study is to discover the proper network organizations and
network management of the Psychological Operations and the Public Affairs for controlling the
southern Thailand’s unrest, to seek for the correlation between the Psychological Operations’ and
the Public Affairs’ organization and management, and to find out a means of development of the
network organizations and the network management.
This study also has put the hypotheses as if the network organizations and network
management of the Psychological Operations and the Public Affairs has been set up
appropriately, the network management can transfer the information through the media to target
groups properly rapidly and effectively, and the suitable correlation between the Psychological Operations’ and the Public Affairs’ organization and management will influence the operation
effectiveness. Moreover, the correlation between the personnel and the organization affects the
success or the failure of the Psychological Operations and the Public Affairs in the down south
areas.
This research is a qualitative research. The researcher has gathered information and
fact from unit commanders and staffs who were participating in the down south operation in order
to answer the hypotheses.
The results reveal that the units in the down south have set up their network
organizations in order to support Psychological Operations and Public Affairs differently
depending on their units’ characteristics and specified tasks. All Network Organizations are run
by Public Relations Sections whereas Information Production, Propaganda, and Coordinating are
run by Psychological Operation Sections and distribute the information via the Network. All units
must follow the framework of the Internal Security Operations Command, Region 4 (Combat
Zone), particularly an essential mission. The specified missions are assigned to units based on
their skills and organizations.
The researcher has suggested the way to develop the Network of the Psychological
Operations and the Public Affairs as a vital tool, especially in the Public Affairs which need to be
worked with high responsibility, flexibility, and wildly vision under only one framework.
