วัตถุประสงค์ของการวิจัยคร้ังน้ีเพื่อศึกษาวัตถุประสงค์ อ านาจหน้าที่ขององค์กร
วิชาชีพในประเทศไทยโดยคัดเลือกศึกษาจากองค์กรวิชาชีพจ านวน ๙ องค์กรวิชาชีพประกอบด้วย
แพทยสภา สภาวิศวกร สภาสถาปนิก สภาทนายความ เนติบัณฑิตยสภา ในพระบรมราชูปถัมภ์
สภาการพยาบาล คุรุสภา สมาคมนักข่าวนักหนังสือพิมพ์แห่งประเทศไทย และ สภาวิชาชีพข่าววิทยุ
และโทรทัศน์ไทย เก็บรวบรวมข้อมูลโดยใช้เครื่องคอมพิวเตอร์เข้าไปสืบค้นข้อมูลในเว็บไซท์ของ
องค์กรวิชาชีพต่างๆผ่านทางเครือข่ายอินเตอร์เน็ต รวมท้ังเอกสาร ต ารา คู่มือ และสื่อสิ่งพิมพ์ที่
เกี่ยวข้องกับองค์กรวิชาชีพ วิเคราะห์ข้อมูลเกี่ยวกับวัตถุประสงค์ อ านาจหน้าที่ และแนวทางในการ
จดั ต้งัองคก์รวิชาชีพ แต่ละองคก์รวิชาชีพตามลา ดบั
ผลการวิจัยท าให้ได้ข้อสรุปว่าองค์กรวิชาชีพทหารควรมีอ านาจหน้าที่ในการก าหนด
มาตรฐานวิชาชีพและจรรยาบรรณของวิชาชีพ ควบคุมการประกอบวิชาชีพทหารให้เป็ นไปตาม
มาตรฐานและจรรยาบรรณของวิชาชีพ ออกใบอนุญาต พักใช้ และเพิกถอนใบอนุญาตประกอบ
วิชาชีพ พฒั นาวิชาชีพตามมาตรฐานและจรรยาบรรณของวิชาชีพ รวมท้งัส่งเสริม สนบั สนุน ยกย่อง
และผดุงเกียรติผู้ประกอบวิชาชีพทหาร ส่วนแนวทางในการจัดต้งัองคก์รวิชาชีพทหารน้นั จะต้อง
จัดท าเป็ นร่างพระราชบัญญัติฯ ผ่านความเห็นชอบจากสภานิติบัญญัติแห่งชาติ และลงประกาศใน
ราชกิจจานุเบกษา เพื่อให้มีผลบังคับใช้ในทางกฎหมาย
ข้อเสนอแนะจากการวิจัยในคร้ังน้ีคือ สถาบันทหารควรรีบด าเนินการเพื่อให้เกิด
องค์กรวิชาชีพทหารข้ึนโดยเร็วและควรมีเวลาในการศึกษาเพิ่มเติมเพื่อให้ได้รายละเอียดที่ครบถ้วน
สมบูรณ์ครอบคลุมในทุกแง่มุมต่อไป

ABSTRACT
Title : The Professionnal Military Organization

The objective of this research is to study an objective and authority of
professional organization by selecting from nine professional organizations composing
of The Medical Council of Thailand, Council of Engineer, Architect Council, Council of
Lawyer, The Thai Bar, Thailand Nursing and Midwifery Council, The Teachers’ Council
of Thailand, The National Press Council of Thailand and Thai Broadcast Journalists
Association. The data were collected by computer processing, internet network access
from website of each professional organization including journals, text books, manuals
and printing media related to the organizations. Analyze the data relating to the
objectives and authorities and guidelines to set up each professional organization
accordingly.
Result of the research makes some conclusion of 1) professional military
organization should have authority to define the professional standard and ethics 2)
control the professional military to be in accordance to the professional standard and
ethics 3) having the authority to give license, rest and voidance the professional military license 4) develop the professional military to be in accordance to the professional
standard and ethics including to support, promote, honorific and applause the
professional military officers. The guidelines for setting up the professional military
organization are to be created as being Bill Act through the approval of The National
Legislature and to be printed in Government Gazette to be effect of law.
Recommendations:
1. The military organization should take action to produce the professional
military organization as soon as possible.
2. Should have more time for additional studying for more completion data that
may cover all details.
