กองทัพบกมีความจ าเป็ นที่จะต้องเสริมสร้างความพร้อมรบในทุก ๆ ด้าน ท้งัความพร้อม
ด้านก าลังพลและอาวุธยุทโธปกรณ์ต่างๆ เพื่อเป็ นหลักประกันต่อการรักษาเอกราช อธิปไตยและ
ความมั่นคงของชาติตามหน้าที่ที่ได้บัญญัติไว้ในรัฐธรรมนูญ และรัฐบาลได้พยายามจัดสรร
งบประมาณให้กับกองทพั บกเพิ่มเติม แม้ว่าจะประสบปัญหาวิกฤตด้านเศรษฐกิจในห้วงที่ผ่านมา
ซึ่งในส่วนของงบประมาณที่กองทัพบกได้รับจัดสรร และน าไปจัดท าเป็ นโครงการจัดหาอาวุธ
ยุทโธปกรณ์เข้ามาใช้ประจ าการตามที่ขาดอัตราหรือทดแทนของเดิมที่ล้าสมัย รวมท้งัการซ่อม
ปรับปรุงยุทโธปกรณ์ที่ชา รุดในแต่ละปีน้ัน นับว่ามีวงเงินค่อนข้างสูง ผู้วิจัยจึงมีความสนใจที่จะ
ท าการศึกษาวิจัยในเรื่องน้ีเพื่อต้องการทราบถึงสาเหตุที่ท าให้เกิดอุปสรรค หรือปัญหาที่มักพบ
อยู่เสมอในการด าเนินโครงการดังกล่าว นั่นก็คือความล่าช้า ท าให้บางโครงการไม่สามารถ
ด าเนินการให้บรรลุตามวัตถุประสงค์ที่ต้งัไว้ส่งผลกระทบต่อการบริหารจัดการด้านงบประมาณ
ของกองทัพบกในภาพรวม วัตถุประสงค์ของการวิจัยก็เพื่อค้นหาปัจจัยที่ส่งผลกระทบต่อการบริหารโครงการ
ของกองทัพบก ในส่วนที่เกี่ยวข้องกับการจัดหาอาวุธยุทโธปกรณ์ และชิ้นส่วนซ่อม สป. ต่างๆ
ในสายงานส่งก าลังบ ารุง รวมท้ังเพื่อหาแนวทางแก้ไขปรับปรุงและเพิ่มประสิทธิภาพการ
ด าเนินโครงการ โดยได้ต้ังประเด็นค าถามในเรื่องของก าลังพลที่เกี่ยวข้องกับการด าเนินงาน
โครงการน้ัน เป็นผูท้ ี่มีความรู้ความสามารถและมีความรับผิดชอบ ตลอดจนมีความวิริยะอุตสาหะ
ในการปฏิบัติงานตามหน้าที่อย่างเพียงพอแล้วหรือไม่ ประการใด และข้ันตอนในการปฏิบัติงาน
ในปัจจุบันมีความเหมาะสมเพียงพอรวมท้ังยงัมีปัจจัยอื่นๆ ที่ส่งผลกระทบต่อการบริหารงาน
โครงการของกองทัพบก หรือไม่
การวิจัยในคร้ังน้ีเป็ นการวิจัยเชิงคุณภาพ (Qualitative research)โดยใช้ข้อมูลปฐมภูมิ
(Primary data) ได้แก่ การสัมภาษณ์ก าลังพลซึ่งเป็นเจ้าหน้าที่ที่เกี่ยวข้องกับการปฏิบัติงานโดยตรง
ท้ังการสัมภาษณ์แบบเป็นทางการ และไม่เป็ นทางการ ประกอบกับการให้ข้อมูลที่จัดท าข้ึน
ในลักษณะของแบบสอบถาม นอกจากน้นัยงัใชข้อ้มูลทุติยภูมิ(Secondary data) ได้แก่ ข่าวสารต่างๆ
(Information)ระเบียบ คา สั่งของทางราชการ ต ารา ขอ้ มูลจากเอกสารเรื่องเดิม ขอ้ มูลจากแนวคิด
ทฤษฎี ตลอดจนผลงานวิจัยที่เกี่ยวข้อง และน าข้อมูลที่ได้รับท้ังหมดมาด าเนิ นการตาม
กระบวนการวิจัย แล้วเรียบเรียงด้วยวิธีการพรรณนา (Descriptive research) เพื่อหาค าตอบมุ่งไปสู่
วตัถุประสงคท์ ี่ต้งัไว้
ผลจากการศึกษาวิจัยพบว่า ปัจจัยที่มีผลกระทบต่อการบริ หารงานโครงการของ
กองทัพบก ในส่วนที่เกี่ยวข้องกับแผนจัดหาในสายงานส่งก าลังบ ารุง กลุ่มงบงานโครงการ
เสริมสร้างหน่วยและยุทโธปกรณ์ ในห้วงปี งบประมาณ ๒๕๕๐-๒๕๕๑ ที่กรมส่งก าลังบ ารุงทหารบก (กบ.ทบ.) เป็นหน่วยรับผิดชอบ ตามขอบเขตของการศึกษาวิจัยในคร้ังน้ีมีหลายประการ
ซึ่งจากผลการวิจัยได้สรุปไว้เป็ น ๔ ประการ ได้แก่ ประการแรก ก าลังพล (คน)ที่พบว่าเจ้าหน้าที่
ผูป้ ฏิบตัิงานมีความรู้เกี่ยวกบั งานโครงการเพียงระดบั หน่ึงเท่าน้นั และยงัขาดการส่งเสริมการพัฒนา
ความรู้ในสายงานโครงการเพิ่มเติม รวมท้ังขาดการดูแลเรื่องขวัญก าลังใจในการปฏิบัติงาน
ประการที่สอง กระบวนการหรือข้ันตอนในการท างานในปัจจุบัน นับว่ามีความเกื้อกูลต่อการ
ปฏิบัติงาน แต่อย่างไรก็ตามข้นั ตอนการปฏิบัติงานบางส่วนยงัมีความซ้ าซ้อน มีหน่วยงานย่อย
รับผิดชอบหลายหน่วย ประการที่สาม ในเรื่องนโยบาย ระเบียบ คา สั่งฯ ที่เกี่ยวข้อง ซึ่งสมควร
แก้ไขปรับปรุงให้สอดคล้องกับสถานการณ์ในปัจจุบัน และประการที่สี่ ปัจจัยด้านอื่นๆ ที่สมควร
ก าหนดแนวทางแก้ไขเพื่อให้เกิดผลดีต่อการปฏิบัติงานมากยิ่งข้ึน ตามรายละเอียดข้อเสนอแนะใน
สรุปผลการวิจัย ท้ังน้ีสิ่งที่สมควรเร่งรัดแก้ไขปรับปรุงเพื่อให้การด าเนินงานโครงการของ
กองทัพบกในภาพรวม เป็ นไปอย่างมีประสิทธิภาพและเกิดประโยชน์สูงสุด ได้แก่ ผู้บังคับบัญชา
ที่เกี่ยวข้องทุกระดับสมควรให้ความสนใจต่อการแก้ไขปัญหาที่ประสบอยู่ในปัจจุบันอย่างจริงจัง
พร้อมท้งักา กบั ดูแลและประเมินผลการปฏิบัติงานอย่างเป็นรูปธรรม

ABSTRACT

The Royal Thai Army is very necessary to prepare and encourage for its combat
readiness the most perfectly and effectively including in various aspects as personnel and
weapons. This performance is to ensure and to maintain our sovereignty, unity, independence and
national security and stability as its duty has been mentioned and defined in the Constitution of
Thailand. The government has allocated the additional budget for Royal Thai Army, even we had
to encounter the very serious situation in recent economic crisis few years ago. Royal Thai Army
has received budget and this was spent for the providing projects of army weapon allocation to
use or replace for the obsolete ones. Besides, we had to maintain and improve the decline
weapons in each year. We found that this kind of budget was rather a big money.
The researcher has paid very high attention to study the factors affected the project
management of the Royal Thai Army in case of involving providing weapons and some spare
parts to replace for Logistic Field which paid very important part . This would help to investigate
the cause of obstacles among those problems which always happen in such projects. The normal obstacle is the delay of projects’ operation since some project couldn’t achieve its objective and
affected the budget management of Royal Thai Army in the whole view.
The objective of this research was to find out factors affected project management of
Royal Thai Army which involving army weapons and some specific spare parts allocation in the
logistic field including to find out the guideline for improving and encouraging the efficiency of
project proceeding. The main issue was whether personnel who have worked in this field were
talent, high skill and responsible enough and the most important thing, they must be industrious,
patient for their jobs and responsibility. Currently, are the steps of operation in this field suitable
enough ? Were there any other factors affected the project management of Royal Thai Army ?
This is the quality research using primary data including the interview of involving
personnel who directly worked in this field both formal and informal pattern through
questionnaires. Besides, secondary data was used to be the important source such as involving
information, orders and regulation of government, text, information from same document,
thought and theories related and involving researches . All gather information was collected and
calculated through the research process and arranging by descriptive research. This was done to
find out the answer responded the setting objectives .
The results of research found that factors affected project management of Royal Thai
Army which involving logistic field in supporting unit and weapons of the budget during 2007-
2008 according to the scope of research in project study which was the responsibility of
Directorate of Logistics.
We have concluded from this research that there were 4 issues must be solved :
1. Personnel (officers) ; the officers were still lack of complete knowledge, they
can operate only in standard level and still lack of additional promoting project development
including quite low morale and will power.
2. Currently, there are cooperation in working operation but some steps of
procedure are very complex since there were too many sub unit working in the same job, this way
create big confusion and overlapping .
3. Involving policy, regulation and order should be rearranged or improved to
agree with the changing present situation and
4. Lastly, the other factors which deserved to be the solving guideline for better
solution including the research summary (according to details of recommendation). Eventually, the most crisis was the operation of Royal Thai Army project had to be
done more rapidly to improve their operation effectively and the highest profitably. Then, the
commanders in every level should pay their most attention to solve such problems seriously and
thoroughly including all steps of solution must be investigated , followed up and evaluated
concretely as well.
