จากสภาพแวดล้อมทางการยุทธที่เปลี่ยนแปลงไป ประกอบกับขอบเขตการปฏิบัติการทาง
ทหารที่ขยายวงกวา้งขวางข้ึนท้งัการปฏิบตัิการทางทหารที่เป็นสงครามและการปฏิบตัิการทางทหาร
ที่มิใช่สงคราม ตลอดจนความก้าวหน้าทางด้านเทคโนโลยีสารสนเทศและการสื่อสาร ได้ก่อให้เกิด
แรงผลักดันอันส าคัญต่อความต้องการของกองทัพไทยในการพัฒนาระบบควบคุมบังคับบัญชา
เพื่อให้สามารถสนองตอบต่อกระบวนการตกลงใจของผู้บังคับบัญชาในแต่ละระดับของการ
อ านวยการยุทธ
นอกเหนือจากพันธกิจในด้านการป้องกันประเทศจากภัยคุกคามภายนอกประเทศแล้ว
กองบัญชาการกองทัพไทยยังมีพันธกิจที่ส าคัญอื่นๆ อันได้แก่ การรักษาความสงบเรี ยบร้อย
ภายในประเทศ และการปฏิบัติการทางทหารนอกเหนือการสงคราม อาทิ การป้องกันและต่อต้าน
การก่อการร้าย การป้องกันและปราบปรามยาเสพติด การบรรเทาภัยพิบัติ การป้องกันและ
ปราบปรามแรงงานต่างด้าวและการหลบหนีเข้าเมือง ซึ่งจากพันธกิจดังกล่าวมีความต้องการระบบ
ควบคุมบังคับบัญชาที่มีความสอดคล้องและต้องสามารถตอบสนองต่อโครงสร้างการควบคุมบังคับ
บัญชาในแต่ละพันธกิจได้อย่างครบถ้วน
กองบัญชาการกองทัพไทยได้มีการพัฒนาระบบควบคุมบังคับบัญชามาโดยล าดับ
นับต้งัแต่การพัฒนาระบบควบคุมบังคบั บญั ชา (C3
I)กองบัญชาการทหารสูงสุด จนถึงการพัฒนา
ระบบควบคุมบังคับบัญชา (C4
I)กองทัพไทย แต่ด้วยสาเหตุประการส าคัญที่การพัฒนาระบบ
ควบคุมบังคับบัญชาของกองบัญชาการกองทัพไทย และการพัฒนาระบบควบคุมบังคับบัญชาของ
ลับมาก
ลับมากเหล่าทัพ มีลักษณะแยกการวางแผนและแยกการปฏิบัติ โดยเฉพาะอย่างยิ่งขาดการมีส่วนร่วมในการ
ด าเนินการร่วมกัน จึงท าให้เกิดผลกระทบในเรื่องการเชื่อมต่อและการแลกเปลี่ยนข้อมูลระหว่างกัน
อันเป็ นผลให้การพัฒนาระบบควบคุมบังคับบัญชายังไม่สามารถตอบสนองความต้องการในการ
สนับสนุนกระบวนการตกลงใจของผู้บังคับบัญชาในแต่ละระดับได้อย่างเต็มที่
การวิจัยในคร้ังน้ีได้กา หนดขอบเขตเฉพาะระบบควบคุมบังคับบัญชาของกองบัญชาการ
กองทัพไทยเท่าน้ัน ไม่ครอบคลุมถึงระบบควบคุมบังคับบัญชาของเหล่าทัพต่างๆ โดยมี
วัตถุประสงค์เพื่อศึกษาความหมายและขอบเขตของระบบควบคุมบังคับบัญชาของกองบัญชาการ
กองทัพไทยในการปฏิบัติการร่วม เพื่อสนับสนุนการแสวงข้อตกลงใจของผู้บังคับบัญชาและฝ่ าย
เสนาธิการในการปฏิบตัิการทางทหารท้งัที่เป็นสงครามและมิใช่สงคราม ท้งัในระดับยุทธการและ
ระดับยุทธศาสตร์กับท้ังคน้ หาแนวทางการพัฒนาระบบควบคุมบังคับบัญชาของกองบัญชาการ
กองทัพไทยที่มีความเหมาะสมและตอบสนองต่อการปฏิบัติการร่วมของกองทัพไทย
สรุปผลการวิจัย การพัฒนาระบบควบคุมบังคับบัญชาของกองบัญชาการกองทัพไทยจะ
บรรลุวัตถุประสงค์ตามที่ก าหนดไว้ ย่อมมีความจา เป็นอย่างยิ่งที่จะต้องแสวงหาความร่วมมือและ
การบูรณาการจากเหล่าทัพต่างๆ เพื่อเติมเต็มความมีส่วนร่วมจากหน่วยงานที่เกี่ยวข้องอันจะเป็ น
ปัจจัยที่ส าคัญยิ่งต่อความส าเร็จในการพัฒนาระบบควบคุมบังคับบัญชากองทัพไทยในภาพรวม
ข้อเสนอแนะ การพัฒนาระบบควบคุมบังคับบัญชาของกองทัพไทย ควรก าหนด
แนวความคิดในการปฏิบัติและแผนแม่บทการพฒั นาที่ชัดเจนและอยู่บนพ้ืนฐานของความเห็นชอบ
ร่วมกันท้ังจากกองบัญชาการกองทัพไทยและเหล่าทัพ เพื่อน าไปสู่การบูรณาการระบบควบคุม
บังคับบัญชาของกองทัพไทยเข้ากับระบบควบคุมบังคับบัญชาของเหล่าทัพ นอกจากน้นัควรก าหนด
แนวทางและข้นั ตอนในการแลกเปลี่ยนข้อมูลข่าวสารที่เกี่ยวข้องและจ าเป็ นระหว่างกองบัญชาการ
กองทพั ไทยและเหล่าทพั ท้งัในแต่ละระดับการอ านวยการยุทธและในแต่ละสายงานเสนาธิการ
ตลอดจนการพฒั นาบุคลากร และโครงข่ายการสื่อสารเพื่อรองรับต่อการพฒั นากบั ท้งัควรนา ระบบ
ควบคุมบงัคบั บญั ชามาใชง้านต้งัแต่ในยามปกติเพื่อสร้างความคุน้ เคยแก่ผูใ้ชง้านในทุกระดบั

From chance battlefield environment and broad boundary of military operations in war
and other than war concurrently with communication and information technology rapid progress,
the need of development in command and control system has been urging for responding decision
making process at all levels of warfighting.
Besides defending the country form outside threat, the Royal Thai Armed Forces
Headquarters also handles additional missions as the interior security and the military operations
other than war for instance anti-terrorist, anti-drugs, disaster relief, labor trafficking and illegal
migration preventions. As of various missions, the command and control system should be
completely designed for all of command and control structures in those missions.
The Royal Thai Armed Forces Headquarters has been developing the command and
control system since the Command Control Communications and Intelligence (C
3
I) System
Development Project on the way to the Command Control Communications Computer and
Intelligence (C
4
I) System Development Project. On the contrary the development of command
and control system between the Royal Thai Armed Forces Headquarters and other major
component branches which divided in planning execution and involvement, those significant

SECRETcauses affect in system connection and data exchange obstruction and eventually bring about
insufficient supporting in decision making process at all levels.
The scope of this research concentrates only on the command and control system of the
Royal Thai Armed Forces Headquarters which uncovers those component branches’. The purpose
of this research is to study the implication and the scope of the command and control system of
the Royal Thai Armed Forces Headquarters in joint operations in order to support decision
making process both in military operations and military operations other than war in concert with
operational and strategic level as well as to achieve the appropriate approach for command and
control system development for serving the joint operations.
This research concludes that in order to efficiently develop command and control
system of the Royal Thai Armed Forces Headquarters in all intents and purposes, it necessarily
needs to search for cooperation and collaboration from major component branches with the
intention of teamwork for accomplishment in command and control system totally.
This research recommends that the development of command and control system of the
Royal Thai Armed Forces Headquarters should be made up of the concept of operation and the
development master plan that derive from the mutual resolutions both the Royal Thai Armed
Forces Headquarter and major component branches. As of this approach, it will lead to system
connection and data exchange confidently. Furthermore it is essential to possess required data
exchange procedures, continual personnel improvement, proper communication network
enhancement and practically apply command and control system at all levels for familiarization.
