กองทัพเรือเป็ นหน่วยงานหลักในการดูแลรักษาผลประโยชน์ของชาติทางทะเล ซึ่งมี
เครื่องมือที่เป็ นทรัพยากรส าคัญในการปฏิบัติภารกิจคือ เรือหลวง ซึ่งเรือหลวงน้นั มีองคป์ ระกอบ
ในการปฏิบตัิงานในเรือเหมือนองคก์รโดยทวั่ ไป ซึ่งประกอบไปด้วยคน (man) เงิน (money) วัสดุ
อุปกรณ์ เครื่องมือ (material) และการจัดการ(management) คนคือข้าราชการประจ าเรือ เป็ นส่วน
ส าคญั ยิ่งส าหรับเรือหลวง เนื่องจากเป็นผูใ้ช้ปัจจยัพ้ืนฐานดา้นอื่น ๆ ให้เกิดประสิทธิภาพสูงสุด
ต่อการปฏิบัติภารกิจต่างๆ จึงมีความจา เป็นอย่างยิ่งที่ผูบ้ งัคบั บญั ชา จะต้องรับทราบถึงความพึงพอใจ
ต่อการปฏิบัติงานในเรือ เพื่อพิจารณาหาแนวทางในการบริหารข้าราชการประจ าเรือให้มีความผูกพัน
ขวัญและก าลังใจที่ดี เพื่อที่จะให้การปฏิบัติงานส าเร็จลุล่วงไปตามภารกิจที่ได้รับมอบหมายอย่างมี
ประสิทธิภาพ
การวิจยัคร้ังน้ีเป็นการวิจัยเชิงปริมาณ (Quantitative Research) โดยมีวัตถุประสงค์ เพื่อศึกษา
ระดับความพึงพอใจ และความสัมพันธ์ของระดับช้ันยศ อายุ อายุงานในเรื อ พรรคเหล่า
และสถานภาพการสมรส ที่มีผลต่อความพึงพอใจในการปฏิบัติงานในเรือของข้าราชการประจ าเรือ
สังกัด กองเรือฟริเกตที่ ๒ กองเรือยุทธการ โดยใช้วิธีการสุ่มตัวอย่างแบบง่าย (Simple Random
Sampling) โดยเลือกจากข้าราชการประจ าเรือสังกัดกองเรือฟริเกตที่ ๒ ที่บรรจุในเรือ ใช้กลุ่มตัวอย่าง
จ านวน ๓๐๐ คน เครื่องมือที่ใช้ เป็ นแบบสอบถามเกี่ยวกับระดับความพึงพอใจต่อการปฏิบัติงาน ๑๐ ด้าน โดยใช้ ทฤษฎีสองปัจจัยของ Frederic Herzberg ได้แก่ ความส าเร็จในงาน การได้รับ
การยอมรับนับถือ ลักษณะของงานที่ปฏิบัติ ความรับผิดชอบ ความก้าวหน้าในต าแหน่งการงาน
นโยบายการบริหารงาน ความสัมพันธ์กับผู้บังคับบัญชาและเพื่อนร่วมงาน สภาพการท างาน
ความมนั่ คงในงาน เงินเดือนและผลประโยชน์เก้ือกูลวิเคราะห์ขอ้ มูลโดยใช้วิเคราะห์ขอ้ มูลทวั่ ไป
ของกลุ่มตัวอย่าง จ าแนกตามตัวแปร จะใช้ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน
ผลการวิจัยสรุปได้ว่า ผู้ที่มีระดับช้ันยศและสังกดั พรรคเหล่าที่แตกต่างกัน มีระดับ
ความพึงพอใจการปฏิบัติงานในเรือต่างกัน โดยพบว่า ระดบั ช้นั สัญญาบตัรมีความพึงพอใจสูงกว่า
ระดับช้ันประทวนและผู้ที่สังกัดพรรคกลินมีความพึงพอใจสูงที่สุด รองลงมาคือ พรรคพิเศษ
และพรรคนาวิน ผู้ที่มีอายุตัวมากและมีอายุงานมาก มีระดับความพึงพอใจต่อการปฏิบัติงานในเรือ
สูงกว่าผู้ที่มีอายุตัวและอายุงานน้อย ผู้ที่มีสถานภาพสมรสต่างกัน มีความพึงพอใจต่อการ
ปฏิบัติงานในเรือแตกต่างกัน โดยข้าราชการที่สมรส/หม้าย/หย่าร้าง หรือผ่านประสบการณ์สมรสแล้ว
มีความพึงพอใจสูงกว่าข้าราชการโสด
การศึกษาคร้ังน้ีมุ่งศึกษาความพึงพอใจของข้าราชการก าลังพลประจา เรือในสังกัด
กองเรือฟริเกตที่ ๒ กองเรือยุทธการต่อการปฏิบัติงานในเรือ ซึ่ งก าลังพลส่วนใหญ่เป็ นระดับ
ช้นั ประทวน อาจยังไม่สะท้อนความพึงพอใจ ที่แทจ้ริงไดท้ ้งัหมด ต่อไปควรศึกษาความพึงพอใจ
ที่มีรายละเอียดแบ่งตามช้ันยศต่าง ๆ ศึกษาความผูกพัน ขวัญและก าลงัต่อการปฏิบัติงานในเรือ
จะเป็นประโยชน์ในการบริหารก าลังพลของเรือต่อไป

ABSTRACT

Navy is the main institute to defense our national interest at sea. The importance
resources for the naval operations are The Royal Thai Navy Ships. The components of The Royal
Thai Navy Ships are similar to the general organization which composed of man, money, materials,
and management. The regular navy personnel aboard the ship are the most important part of the ship
because the personnel are the main users of every basis factor on ship. It is importance for the
commanding officers to know the satisfaction of personnel in keeping ship in order to develop
guidelines for the administration of personnel to promote the relationship, the cherished possession
and good will to accomplish the assigned mission effectively.
This research project is a qualitative research. The objective of this research is to study
the satisfaction levels and the relationship of rank, age, the period of working on ship, the rating,
and the marital status which affect the satisfaction of the personnel in keeping ship aboard Frigate
Squadron Two, Royal Thai Fleet. The method used in this research is simple random sampling by
choosing 300 personnel aboard the Frigate Squadron Two. The tools used in this research are
questionnaires inquiring their duty satisfaction in 10 criteria based on Federic Herzberg’s two factors theory. The criteria are the success of work, respect from other people, types of work,
responsibility, position progress, administration work policy, relationship with commanding officers
and colleague, work environment, job security, salary and incentives. The data is analyzed by using
the general data of the sample group and organized them according to their variables using the
percentage, mean, and standard deviation.
The results of this research can be summarized that personnel with different rank and
rating have different satisfaction in keeping ship. The results also indicate that commissioned
officers have higher satisfaction than noncommissioned officers. Personnel in the black gang rating
have the highest satisfaction. Personnel in special rating and deck rating have lower satisfaction.
The mature personnel with longer time on ship have higher satisfaction than the young personnel
with shorter time on ship. Personnel with different marital status have different satisfaction. Married
and divorced personnel have higher satisfaction than single personnel.
This study emphasizes on the satisfaction of the personnel in keeping ship aboard
Frigate Squadron Two, Royal Thai Fleet. Most of the personnel are noncommissioned officers
which may not reflect the actual satisfaction. Further study should include details according to their
ranks, relationship, the cherished possession and strength in keeping ship which will result in
advantage of future administration.
