เอกสารฉบบั น้ีมีวตัถุประสงค์ เพื่อหามาตรการเสริมเพิ่มเติมการปฏิบตัิพัฒนาทางยุทธวิธี ให้มี
ความสมบูรณ์มากยิ่งข้ึน ในการช่วยแกป้ ัญหาการก่อความไม่สงบจังหวัดชายแดนภาคใต้ ให้ยุติสถานการณ์
ที่เกิดข้ึนโดยเร็ว ส าหรับพ้ืนที่รับผิดชอบของ หน่วยเฉพาะกิจนาวิกโยธิน กองทพั เรือ นอกจากน้ียังต้องการ
รวบรวมข้อมูล การปฏิบัติดังกล่าวส าหรับผู้บังคับหน่วยและฝ่ ายอ านวยการที่รับหน้าที่ใหม่ ใช้เป็นแนวทางการ
ปฏิบัติงานได้อย่างต่อเนื่อง รวดเร็ว และมีประสิทธิภาพ รวมท้งัเป็นการลดความสูญเสียของก าลังพลและ
ยุทโธปกรณ์ ตลอดจนชีวิตและทรัพย์สินของประชาชนในพ้ืนที่ การวจิยัคร้ังน้ีผู้วิจัยเน้นเพื่อหามาตรการ
เพิ่มเติมเสริมช่องว่างจุดอ่อน และพฒั นาการปฏิบตัิทางยุทธวิธีของหน่วยในหลายมิติ มีขอบเขตเฉพาะพ้ืนที่
รับผิดชอบ ของหน่วยเฉพาะกิจนาวิกโยธินกองทัพเรือซึ่งในปัจจุบัน ประกอบดว้ยพ้ืนที่๕ อ าเภอในเขต จว.
นราธิวาส และจว.ปัตตานี ส าหรับมาตรการ เสริมในการแก้ไขปัญหาจังหวัดชายแดนภาคใต้ในด้านอื่นๆเช่น
การศึกษา การเมือง เศรษฐกิจและสังคม ผู้วิจัยจะยังไม่เน้น เนื่องจากเน้ือหาจะกวา้งเกินไป โดยเป็นการวิจัย
เชิงพรรณนา แหล่งที่มาของข้อมูลปฐมภูมิได้จากการสัมภาษณ์ ผูท้ ี่ปฏิบตัิงานจริงในพ้ืนที่ปฏิบัติการ ข้อมูล
ทุติยภูมิ จากการรวบรวมขอ้มูลเอกสาร ระเบียบ คา สั่งต่างๆ นโยบายผูบ้ งัคบั บญั ชา แนวคิดทฤษฎีที่เกี่ยวข้อง
เอกสารวิจัย ต าราทางทหาร วารสาร บทความ ผลจากการประชุมและสัมมนา ตลอดจนประสบการณ์ของ
ผู้วิจัยที่เคยปฏิบตัิงานจริงในพ้ืนที่ รวบรวมจัดเป็นหมวด หมู่ โดยการวิเคราะห์เปรียบเทียบและหาความสัมพันธ์
กับข้อมูลที่มีอยู่เดิม เพื่อตรวจสอบความเป็นไปได้ ผลจากการวิจัย จึงท าให้ทราบมาตรการเสริมการปฏิบัติทางน้า ทางอากาศ และทางบก โดยทาง
น้า จะเป็น การปฏิบตัิการตามลา น้า กองทัพเรือสามารถพิจารณาด าเนินการได้ ประสานกับการลาดตระเวนใน
ทะเลที่ไม่ห่างจากชายฝั่งมากนัก เชื่อมกบัแม่น้า บางนรา จว. นราธิวาส และแม่น้า สายบุรีจว.ปัตตานี เป็น
การช่วยต้งัจุดตรวจ จุดสกัด เพื่อ ป้องกันการขนสิ่งผิดกฏหมายและการแทรกซึมจากทะเลข้ึนสู่บริเวณชายหาด
แม่น้า ลา คลองและการหลบหนีเมื่อเกิดเหตุการณ์ไม่สงบทางบกข้ึน รวมท้งัเพื่อป้องมิให้ฝ่ายตรงขา้มลอบวาง
ระเบิดสะพานขา้มแม่น้า ท้งั ๒ สายดงักล่าว ในการตัดเส้นทางคมนาคมระบบเศรษฐกิจและการส่งก าลังบ ารุง
ฝ่ ายเรา การปฏิบตัิการทางน้า ดงักล่าว จะต้องได้รับการสนับสนุนจากฐานส่งก าลังบ ารุงเรือหรือท่าเทียบเรือ
จึงควรที่จะมีการจดั สร้างเพิ่มเติม บริเวณพ้ืนที่อ.เมือง จ.นราธิวาส นอกน้ีจากยงัช่วยประหยดัน้า มนั เรือตรวจ
การณ์ของทรภ.๒ ที่เดินทางจากจ. สงขลา ทา ให้สามารถลาดตระเวนในพ้ืนที่ไดน้ านข้ึน ส าหรับมาตรการ
เสริมทางอากาศ ควรมีการพิจารณาใช้ เครื่องบินตรวจการณ์ขนาดเล็ก ควบคุมระยะไกลโดยไม่ใช้นักบิน
( UAV)อย่างต่อเนื่อง ลักษณะการปฏิบัติงานของระบบ UAV จะท างานโดยการบินลาดตระเวนตรวจการณ์
และถ่ายภาพบริเวณพ้ืนที่เป้าหมาย หรือพ้ืนที่ทตี่ อ้งการทราบขอ้มูล ส่งขอ้มูลที่ได้ เป็นขอ้มูลภาพ ณ เวลา
ปัจจุบัน รวมถึงในการบิน UAV ปฏิบัติภารกิจโดยไม่มีนักบินประจ าอยู่บนเครื่อง ท าให้ลดปัญหาในเรื่อง
ความเครียด และความอ่อนล้าจากการปฏิบัติงานลงได้ ท าให้สามารถใช้ประโยชน์ UAV ได้ในหลายด้าน
รวมท้งัใชใ้นงานดา้นการข่าวเกี่ยวกบัการรวบรวมขอ้มูลข่าวสาร สภาพภูมิประเทศบริเวณพ้ืนที่เป้าหมาย งาน
ด้านยุทธการกรณีที่เกิดการปะทะหรือมีการสู้รบเกิดข้ึนท าให้ทราบความเคลื่อนไหวกรณีเกิดการชุมนุม การ
รวมตัวกันเพื่อประท้วง การรักษาทรัพยากรธรรมชาติและสิ่งแวดลอ้ม เพื่อตรวจสอบการบุกรุกและตดัไม้
ท าลายป่ า
ส าหรับมาตรการเสริมทางบก ในการฝึกกา ลงัพลน้นั ควรฝึ กให้รู้จักคิด วิเคราะห์ การปฏิบัติและ
สถานการณ์เกี่ยวกบัฝ่ายตรงขา้ม การประยุกต์ใช้ยุทธวิธีที่ได้รับการฝึกศึกษามา ตามสถานการณ์ที่เกิดข้ึน
นอกจากน้ีฝ่ายทหารควรช่วยดูแลเรื่องการฝึกของตา รวจ หรือจัดให้มีการฝึกร่วมกนั เป็นบางคร้ัง ตลอดจน
ช่วยปรับปรุงและพฒั นาขีดความสามารถ จะทา ให้มีความเขา้ใจตรงกนั พร้อมท้งัการฝึกประชาชนในพ้ืนที่ซ่ึง
ได้ด าเนินการแล้ว เพื่อเชื่อมความสัมพันธ์และช่วยเสริมด้านการข่าว จากการที่กลุ่มผู้ก่อความไม่สงบได้มีการ
ก่อเหตุร้าย โดยเฉพาะการลอบยิงเผาและวางระเบิด ในเขตพ้ืนที่ชุมชน เขตเทศบาล ตัวเมืองสถานที่เกิดเหตุ
ดงัน้นัควรมีมาตรการเสริมเพิ่มเติม ควรมีการติดต้งัระบบกลอ้งวงจรปิด ในเขตดังกล่าว รวมท้งัสถานที่ราชการ
ต่างๆเพิ่มเติม ถึงแมว้่าในปัจจุบนัจะมีการติดต้งัแลว้ แต่ยงัมีจา นวนไม่เพียงพอ รวมท้งัในส่วนของเจา้หนา้ที่
ฝ่ ายทหาร ควรมีการฝึกอบรมให้ได้รับความรู้มากยิ่งข้ึนในส่วนของการปฏิบตัิชุดนิติวิทยาสตร์ เพื่อทราบ
หลกัการ พ้ืนฐานการปฏิบัติเบ้ืองต้น ณ ที่หมาย ในการรวบรวมขอ้ มูลหลกัฐาน พยาน วตัถุต่างๆ หรือ
อาจจะเป็นผู้รวบรวมหลักฐานเองเมื่อจ าเป็น การจัดก าลังเป็นชุดปฏิบัติการขนาดเล็ก ในชุดปฏิบัติการ ควรมีอาวุธปืนหลายอย่างใชใ้นการปฏิบตัิเช่น เอ็ม๑๖ เอ็ม๑๖ส้ัน ลูกซอง อากา้ เอ็ม๒๐๓ ในการลาดตระเวน
จรยุทธในพ้ืนที่เป้าหมาย รวมท้งัการใชห้ น่วยระดบั หมวดหรืออื่นๆตามความเหมาะสม โดยการเคลื่อนที่เร็ว
ด้วยยานยนต์ลาดตระเวนจรยุทธ ไม่มีฐานปฏิบตัิการที่ชัดเจน สามารถเคลื่อนที่ไดท้ ุกพ้ืนที่ในเขตรับผิดชอบ
ของ ฉก.นย.ทร. เน้นการวางก าลัง ณ. พ้ืนที่จุดล่อแหลม สูงข่มที่กลุ่มผู้ก่อความไม่สงบใช้ซุ่มโจมตีชุด
ลาดตระเวนเดินเท้าและยานยนต์ต่อฝ่ ายเราได้ ออกปฏิบัติการคร้ังละหลายวัน ส าหรับยานพาหนะโดยเฉพาะ
รถบรรทุกขนาดเล็ก ควรที่จะได้รับการดัดแปลงเสริมเกาะให้ป้องกันอาวุธปื นและวัตถุระเบิดบริเวณใต้ท้องรถ
ได้ ปัจจุบันโรงงานดัดแปลงรถยนต์ภายในประเทศสามารถท าได้ ซึ่งรถของเจ้าหน้าที่ต ารวจได้น ามาใช้บ้าง
แลว้ในพ้ืนที่ ๓ จชต. โดยเฉพาะการป้องกันวัตถุระเบิดใต้ท้องรถ ส่วนรถจักรยานยนต์ควรมีการดัดแปลง
ส าหรับผูท้ ี่นงั่ ซ้อนทา้ย ให้สามารถหมุนตวัทา การยิงจากท่านงั่ ซ้อนทา้ยไดท้ ุกทิศทาง
ข้อเสนอแนะ หน่วยเหนือควรมีการพิจารณาจดักา ลงัปฏิบตัิการทางน้า เพิ่มเติม ควรมีการพจิารณา
จดั สร้างท่าเทียบเรือบริเวณพ้ืนที่จงัหวดันราธิวาส ควรมีการพิจารณา UAV ส าหรับให้การสนับสนุน การ
ปฏิบตัิงานภายในพ้ืนที่ของ ฉก.นย.ทร.อย่างต่อเนื่อง การจัดหาระบบกล้องวงจรปิ ดเพื่อใช้งานบริเวณ ชุมชน
เทศบาล ตัวเมือง อย่างเพียงพอและมีคุณภาพ หน่วยเหนือควรมีการพิจารณา หาวิธีการสร้างแรงจูงใจก าลัง
พลอย่างเป็นระบบ เพื่อปฏิบตัิงานในพ้ืนที่จงัหวดั ชายแดนภาคใต้ ควรให้ความส าคัญต่อการส่งมอบหน้าที่ของ
หน่วยต่างๆ ท้งัผบ.หน่วย ฝ่ายอา นวยการและเจา้หนา้ที่การเอาชนะดว้ยสงครามขอ้มูลข่าวสารในพ้ืนที่รวมท้งั
การให้ความส าคัญต่อ อ านาจก าลังรบ ในส่วนของเครื่องมือที่ไม่มีตัวตน( ไม่สามารถสัมผัสได้ เป็นนามธรรม )
เช่น ขวัญ ระเบียบ วินัย จิตใจสู้รบ ความรักหมู่คณะ ความช านาญในการฝึ ก ความช านาญทางยุทธวิธี

The objective of this research is to findout the reinforced standard of Task Force ,Royal
Thai Marine Corps, Royal Thai Navy for solving problems of counter insurgency in Southern Border
Provinces of Thailand. This must be done to stop all serious crisis situation rapidly in the area was
responsible by Task Force , Royal Thai Marine Corps, Royal Thai Navy. Besides, all involving
information of such operation must be gathered for the new commanders and supervisions and to be
the guideline of continuous, rapid and effective further operation. The main reasons were to decrease
the loss of military officers, soldiers and weapons including lives and properties of people in the area .
In this research, the researcher has emphasized to find out the reinforced standard to solve the
weakness and improve strategic operation of units in various dimension. The scope of study is the
responsible area of Task Force ,Royal Thai Marine Corps in present. Its area covered 5 districts in
Narathiwat and Pattani Province. But the researcher hasn’t emphasized the other reinforced standard
such as education, politics, economics and social since its matters were too widely used . This is the
descriptive research and the primary source as the actual interview from the officers who have
worked in the specific operational area was collected . For the secondary source, we have collected
the involving information from various documents, regulations, orders, commander policies, related theories, research documents, military texts , articles, journals, minutes from seminars and meetings
and the experiences of the researcher have worked in the area . All mentioned information was
collected and classified into groups by the method of analyzing comparison and find out the relation
from the existed information to investigate the possibility.
The result of research found that we need to know the method of reinforced standard through
water, air and land transportation.The water operation must be done through rivers and waterways
and the Royal Thai Navy could reconnoiter not too far from the sea shore and patrol in the area of
Bang Nara River of Narathiwat Province and Sai Buri River in PattaniProvince. The investigating
points were set up to prevent some illegal objects and goods were transported andinfiltration from
the escape of sea into beach, rivers and canals when the insurgence was happened . Above all, the
serious prevention of bombing the bridge across the main two rivers must be done to cut down the
channel of our economic growth and logistic system . Then, we have to support the water operation
by building more logistic base or harbor in the area of Mueang District, Narathiwat Province. The
other purpose is to save the gasoline of patrol ships traveled from Songkla Province for they can
spend longer time.
For the Air Reinforced Standard, the Unmanned Aerial Vehicle (UAV) should be considered
to continuously patrol in the suspected area . Its operation was they fly around for general observation
and take photo in the target or suspected area. We can get the pictures in the current real time and
since there was no pilot in such planes. We can decrease the problems from the pilots’ stress and
fatigue and UAV has its benefits in various aspects including gathering information of terrains in
the target area. We need to know the serious situation such as operational fighting in case of war
battle, demonstration or strike movement. To investigate and solve the problems of forest invasion
and destruction in the conservation of natural surroundings.
For land reinforced standard, the military training should teach the military personnel the
way of thinking, analyzing the operation of the enemies or opposite situation. They should apply the
tactical training to use in the real situation as well. The military should help police in the field of
training or set the combine-joint training between military-police occasionally. Since this kind of
training should improve and support the same mutual understanding each other. The villagers’ training should be done to build good relationship and seek the intelligence from the
terrorists or insurgent groups especially firing, assassination, burn and bombing in the community and
municipality area.
Therefore, to take care the dangerous situation, we should install and place the Close Circuit
Television (CCTV) system in the risk area and additional government offices. Currently, CCTV are
already installed in many places but still not enough. The military officers should be trained for the
knowledge of forensic science operation team. Since such officers may collect all involving
document , evidence , object witnesses in the primary step if necessary. The operation team owned
various types of gun as M-16, M-16 short, short gun and AKA for patrolling in the target area .
For the small carriers , should install defensive covering to prevent gun and bomb weapons
and the police in the three provinces of Southern part have already applied.
The recommendation ; The subordinate units should support additional water operation and
the habor in Narathiwat Province should be constructed quickly . UAV supply should be provided to
continuous operate in the area of Task force, Royal Thai Marine Corps . CCTV system with high
quality should be installed enough in the area of community, municipality and city. Besides, we have
to find out the method of positive thinking and motivation for military officers and soldiers to
encourage them to work in the area of Southern provinces of Thailand . The most important, the
commanders and directors should pay high attention for the aspects of information war and battle
power. Eventually, we have to considered the abstract (untouchable) instrument such as morale,
regulation, discipline, fighter-mind, unity, harmony, training skill, tactical skill and leadership
character in every level as well.
