ปัจจุบนั สถานการณ์สาธารณภยัในประเทศไทย มีแนวโนม้ ที่จะเกิดข้ึนอย่างต่อเนื่องและ
ทวีความรุนแรงมากยิ่งข้ึน นอกจากจะสร้างความเสียหายให้แก่ชีวิตและทรัพยส์ินของประชาชน ยงั
อาจจะส่งผลกระทบต่อสภาวะเศรษฐกิจ สังคม สิ่งแวดลอ้ ม ตลอดจนระบบสาธารณูปโภคต่างๆ
ทหารนับว่าเป็ นหน่วยแรกที่เข้าไปช่วยเหลือ เนื่องจากมีความพร้อมท้ังก าลังพลและเครื่องมือ
ยุทโธปกรณ์ ในการด าเนินการช่วยเหลือผู้ประสบสาธารณภัยขนาดใหญ่ในพ้ืนที่ปฏิบตัิการ แต่
การปฏิบัติยังไม่มีแนวทางในการปฏิบัติการร่วมที่ชัดเจน ระหว่างกองบัญชาการกองทัพไทยและ
เหล่าทพั ต่างๆในพ้ืนที่ปฏิบตัิการ ทา ให้การปฏิบตัิในภาพรวมมีความซ้ าซ้อน และไม่ครอบคลุมทุก
พ้ืนที่ รวมท้งับางพ้ืนที่มีความล่าช้า
การวิจยัคร้ังน้ีมีวัตถุประสงค์๓ ประการ ประการแรกเพื่อศึกษารูปแบบในการช่วยเหลือ
ผู้ประสบสาธารณภัยขนาดใหญ่ของกองทัพไทยในปัจจุบัน ประการที่สองเพื่อศึกษาปัญหาในการ
ช่วยเหลือผู้ประสบสาธารณภัยขนาดใหญ่ของกองทัพไทยในปัจจุบัน และประการสุดท้ายเพื่อ
ก าหนดรูปแบบการปฏิบัติการร่วมในการช่วยเหลือผู้ประสบสาธารณภัยขนาดใหญ่ของกองทัพไทย
โดยมีสมมติฐานในการวิจัยมี ๓ ข้อ ได้แก่ ข้อแรกรูปแบบการช่วยเหลือผู้ประสบสาธารณภัยขนาด
ใหญ่ของกองทัพไทยในปัจจุบัน มีความซ้า ซ้อน และบางพ้ืนที่การดา เนินการเป็นไปดว้ยความล่าช้า
ท าให้การปฏิบัติไม่มีประสิทธิภาพ ข้อที่สองปัญหาการช่วยเหลือผู้ประสบสาธารณภัยขนาดใหญ่
ของกองทัพไทยในปัจจุบัน มีสาเหตุมาจาก สายการบังคับบัญชา ศูนย์ประสานงานหลักข้นั ตอนการปฏิบัติการติดต่อสื่อสาร และการแบ่งพ้ืนที่รับผิดชอบ ข้อสุดท้ายรูปแบบการช่วยเหลือผู้
ประสบสาธารณภัยขนาดใหญ่ในพ้ืนที่ปฏิบตัิการ เป็นการปฏิบตัิการร่วมของกองทพัไทย
การศึกษาวิจัยเรื่องรูปแบบการปฏิบัติการร่วมในการช่วยเหลือผู้ประสบสาธารณภัยขนาด
ใหญ่ของกองทัพไทย เป็ นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยใช้วิธีการวิจัยเชิง
พรรณนา (Descriptive Research) ซึ่ งผู้วิจัยได้รวบรวมข้อมูลต่างๆ จากเอกสารที่เกี่ยวข้อง และ
ข้อมูลจากการสัมภาษณ์แบบเจาะลึกผู้ที่เกี่ยวข้องกับการช่วยเหลือผู้ประสบภัยในพ้ืนที่ปฏิบัติการ
โดยลกั ษณะของขอ้ มูลที่จะน ามาใช้ในการวิเคราะห์มีท้งัขอ้ มูลจากเอกสารหลกัฐานต่างๆ (ขอ้ มูล
ทุติยภูมิ)และข้อมูลสนาม (ข้อมูลปฐมภูมิ) ซึ่งได้จากการการสังเกต และการสัมภาษณ์แบบเจาะลึก
ผลการวิจัยสรุปได้ว่า รูปแบบการช่วยเหลือผู้ประสบสาธารณภยัขนาดใหญ่ในพ้ืนที่
ปฏิบัติการของกองทัพไทยในปัจจุบัน มีความซ้ าซ้อนไม่ครอบคลุมทุกพ้ืนที่และบางพ้ืนที่การ
ช่วยเหลือผู้ประสบภัยเป็ นไปด้วยความล่าช้า ท าให้ไม่มีประสิทธิภาพ เนื่องจากการช่วยเหลือผู้
ประสบสาธารณภัยขนาดใหญ่ในพ้ืนที่ปฏิบัติการของกองทัพไทย แต่ละเหล่าทัพยงัคงแยกกัน
ปฏิบัติงานในลักษณะต่างหน่วยต่างท า ปัญหาการช่วยเหลือผู้ประสบสาธารณภัยขนาดใหญ่ใน
ปัจจุบันของกองไทย มีสาเหตุมาจากสายการบังคับบัญชาที่ไม่ชัดเจน และไม่มีการก าหนดศูนย์
ประสานงานหลักในการควบคุมและสั่งการ รวมท้ังข้นั ตอนการปฏิบตัิไม่มีการวางแผนร่วมกัน
ตลอดจนการติดต่อสื่อสารไม่ได้ก าหนดข่ายและความถี่ในการติดต่อสื่อสาร นอกจากน้ีการแบ่ง
พ้ืนที่รับผิดชอบไม่ชัดเจนและเหมาะสม ต้งัแต่เริ่มเกิดเหตุการณ์และรูปแบบการช่วยเหลือผู้ประสบ
สาธารณภัยขนาดใหญ่ในพ้ืนที่ปฏิบตัิการของกองทัพไทย เป็นการปฏิบัติการร่วม ซึ่งจะต้องมีสาย
การบงัคบั บญั ชาที่ชัดเจน รวมท้งัมีการกา หนดผูบ้ ญั ชาการเหตุการณ์และมีฝ่ายอา นวยการร่วมจาก
เหล่าทพั ต่างๆ และมีการกา หนดศูนยป์ ระสานงานหลกัในพ้ืนที่ รวมท้งัข้นั ตอนการปฏิบตัิจะตอ้งมี
รายละเอียดการปฏิบัติตลอดจนการติดต่อสื่อสารจะต้องก าหนดข่ายการสื่อสารและความถี่ที่ชัดเจน
อีกท้งัสามารถติดต่อสื่อสารระหว่างศูนยป์ ระสานงานหลกัในพ้ืนที่กับหน่วยต่างๆ นอกจากน้ีมีการ
แบ่งมอบพ้ืนที่รับผิดชอบ จะต้องชัดเจน ครอบคลุมทุกพ้ืนที่และเหมาะสมกับขีดความสามารถของ
แต่ละเหล่าทัพ ต้งัแต่เริ่มเกิดสาธารณภัย ก็จะท าให้การช่วยเหลือผู้ประสบสาธารณภัยขนาดใหญ่ใน
พ้ืนที่ปฏิบตัิการของกองทัพไทย เป็นไปอย่างรวดเร็ว มีประสิทธิภาพ และปลอดภัย ผลการวิจยัคร้ัง
น้ีสนับสนุนสมมติฐานที่ต้งัไวท้ ้งั ๓ ข้อ
ข้อเสนอแนะจากการวิจัยการช่วยเหลือผู้ประสบสาธารณภัยขนาดใหญ่ของศูนย์บรรเทา
สาธารณภัยกองทัพไทยและเหล่าทัพ จะต้องเป็นการปฏิบัติการร่วมในการช่วยเหลือผู้ประสบภัยและ
ควรมีการฝึ กซ้อมการช่วยเหลือผู้ประสบสาธารณภัยระหว่างกองบัญชาการกองทัพไทย และเหล่าทัพ
ต่างๆ ตามพ้ืนที่ที่คาดว่าจะเกิดสาธารณภัยขนาดใหญ่ในประเทศไทย

Title : The Joint Operations Pattern of People Assistance in a Huge
Natural Disaster of the Royal Thai Armed Forces

Currently, the natural disaster situation in Thailand has increased its damage
and it seems to be continuous happen and more extreme seriously. Besides, it has
created the violent damage and great sorrow for state, human lives and their properties.
This crisis situation could directly affect our social and economic situation,
environment including all infrastructure service systems of country. The military units
are the first organization group to be in a rush to assist and solve this problem since
they have their readiness to help for their military personnel, mechanical technique and
other instrument. But there were still lack of the clear guideline of joint operations
among the Royal Thai Armed Forces Headquarters and the other branches in the
specific mission to help people who were in serious troubles from such terrible
disaster. Consequently, there were both of overlapping and complicating working in
their operation for helping people in the whole view. Sometimes this operation can’t
cover every area of problems and caused some delay.There are three main objectives of the research including; First, To find out
the pattern of assistance for people who were harmful in a great natural danger in
present. Second, To study the problems and obstacles of helping such troubled people
in present. And lastly, for creating the pattern of the joint operations of helping such
troubled people of the Royal Thai Armed Forces .
There are three main assumptions of the research ; First, the pattern of the
joint operations of helping such troubled people of the Royal Thai Armed Forces in
present still have some overlapped working and the big delay operation happened in
some area. The mentioned problems made the assistance appeared less efficiency and
effectiveness. Second, the involving problems of helping people who were harmful in
a great natural disaster of the Royal Thai Armed Forces depended on the long
hierarchy chain of command, the main coordination Center, steps of working
operation, communication, responsible division among working areas and the last one ;
the assistance pattern of such troubled people was a type of joint operations of the
Royal Thai Armed Forces.
This is the qualitative research by means of descriptive research method. The
researcher has collected the involving information from various documents, the
information from the deep interview of the director of Natural Disaster Control
Division, Directorate of Civil Affairs of the Royal Thai Armed Forces including
involving officers who have been working in this field in the working area. The
information analysis was done through the relating information and evidences
(secondary sources) and the field information (primary sources) from the observation
and the deep interview.
The result of the research, we found that the joint operations pattern in
helping troubled people of the Royal Thai Armed Forces is still overlapping and
uncover in every area. The operation solved in some area inefficiently and quite slowly
since their joint operations is still unclear. Each branch work in different area and each one didn’t contact and cooperate with each other in people assistance mission. The
main factors of failure operation were including unclear chain of command, lack of
main coordination center, fixed frequency communication and unclear of responsible
division among working areas. The main solving solution should be urgently fixed
such as the joint operations assistance among the Royal Thai Armed Forces and other
branches in the working areas should compose of clear hierarchy chain of command,
commanders and main coordination Centers in each disaster scene must be obviously
fixed since the beginning of natural disaster. Every branch must attend the cooperate
planning together and communicate each other with the clear channel of the primary
and secondary frequency. Furthermore, the division of each working area should be
divided according to his specific competence of each branch and covered every
working areas. This all mentioned operations must be done to improve the joint
operations assistance to be more safety efficiently, rapidly and completely as well.
The results of research have supported the set up three assumptions. The
recommendation was Natural Disaster Relief Center of the Royal Thai Armed Forces
and other branches should cooperate and practice in working together for helping
people who were harmful in a great natural disaster in the expected target area in
Thailand.
