เอกสารวิจยัน้ีมีวตัถุประสงคเ์พื่อศึกษาหา “ แนวทางในการการเตรียมบุคลากรเพื่อรับ
อากาศยานและระบบสื่อสารอิเล็กทรอนิกส์รุ่นใหม่ที่มาใช้ในสงครามอิเล็กทรอนิกส์ของ
กองทัพอากาศ ” ซึ่งประกอบด้วยปัญหาทางด้านบุคคลากร ๓ ส่วน ดงัน้ี
๑. อ านาจหน้าที่บุคลากร
๒. สายการบังคับบัญชา
๓. ค่าตอบแทน
ระบบ Erieye/EmbraerRJ – 145 System ที่ติดต้งัมากับเครื่องบิน SAAB – 340
AEW&C ของกองทัพอากาศ หรือให้เป็นที่เขา้ใจง่ายๆนนั่ คือ การเตรียมบุคคลากรเพื่อรับ
เครื่องบินที่ใช้ในการปฏิบัติภารกิจสงครามอิเล็กทรอนิกส์ของกองทพัอากาศนนั่ เอง ซึ่งจะมา
ทดแทนเครื่องบินตรวจการณ์ลาดตระเวนทางอิเล็กทรอนิกส์ ARAVA ( บตล.๗) เนื่องจาก
กองทพัอากาศไดจ้ดั ซ้ือเครื่องบิน JAS – 39 Gripen จ านวน ๑๒ เครื่อง และจะได้รับ เครื่องบิน
SAAB – 340 AEW&C S – 100B Argus ( หรือแปลจากภาษากรีกว่า “ ยักษ์ร้อยตา ” เพิ่มเติมจา นวน
๒ เครื่องพร้อมระบบอุปกรณ์ปฏิบัติการสงครามอิเล็กทรอนิกส์ ซึ่งจะได้รับมอบในปี พ.ศ.
๒๕๕๔
ถือได้ว่าเป็นงานทางดา้นการข่าวที่มีความส าคญั เป็นอย่างยิ่งต่อฝ่ายยุทธการ ที่จะท า
ให้สามารถตอบสนองภารกิจการใช้ก าลังทางอากาศ และหน่วยป้องกันภัยทางอากาศของ
กองทัพอากาศ ได้อย่างมีประสิทธิภาพ โดยเฉพาะแฟ้มเป้าหมายทางอากาศ ซึ่งประกอบไปด้วย
แฟ้มเป้าหมายทางอากาศภาคพ้ืน แฟ้มเป้าหมายทางอากาศดา้นเครื่องบิน แฟ้มเป้าหมายทางอากาศด้านเรดาร์และแฟ้มแหมายทางอากาศด้านอาวุธน าวิถี ซ่ึงไดข้อ้มูลท้งัหมดมาจากการดกั –
รับ ของเครื่องบินตรวจการณ์ลาดตระเวนทางอิเล็กทรอนิกส์ โดยต้องเตรียมไวต้้งัแต่ยามปกติและ
ในยามสงคราม เพื่อให้หน่วยบินรบและหน่วยภาคพ้ืนทางยุทธการ ได้ท าการศึกษาและ
เตรียมพร้อมไว้ใช้งาน หากเกิดกรณีพิพาทระหว่างประเทศ เช่น กรณีพิพาทไทย – กัมพูชา ใน
เรื่องการขอจดทะเบียนข้ึนมรดกโลก ประสาทเขาพระวิหาร ของกมั พูชา โดยมีวัตถุประสงค์เพื่อ
เตรียมบุคคลากร หน้าที่ความรับผิดชอบ สายการบังคับบัญชาที่ถูกต้องชัดเจน และค่าตอบแทนที่
เหมาะสม เพื่อเตรียมรับระบบสงครามอิเล็กทรอนิกส์รุ่นใหม่ของกองทัพอากาศที่จะ ได้รับใน
อนาคตอนั ใกลน้้ี และวางแผนในการพฒั นาระบบสงครามอิเล็กทรอนิกส์ของกองทัพอากาศให้มี
ประสิทธิภาพดียิ่งข้ึน แตด่ ว้ยระบบเดิมที่มีอยู่น้นัยงัไม่มีความสมบูณร์นัก และต้องท าการปรับปรุง
ทรัพยากรและองคค์วามรู้ท้งัหมดที่มีอยู่ในปัจจุบนั เพื่อรองรับระบบ Erieye/EmbraerRJ – 145
System ที่ติดต้งัมากบั เครื่องบิน SAAB – 340 AEW&C เพื่อการปฏิบัติการสงคราม
อิเล็กทรอนิกส์ให้มีประสิทธิภาพ
การศึกษาวิจัยเรื่อง “การเตรียมบุคลากรเพื่อรับอากาศยานและระบบสื่อสาร
อิเล็กทรอนิกส์รุ่นใหม่ที่มาใช้ในสงครามอิเล็กทรอนิกส์ของกองทัพอากาศ ”
หรือให้เป็นที่เขา้ใจง่ายๆนนั่ คือการเตรียมรับเครื่องบินที่ใช้ในการปฏิบัติภารกิจสงคราม
อิเล็กทรอนิกส์ของกองทพัอากาศนนั่ เอง เป็นการวิจยัเชิงคุณภาพ (Qualitative Research) โดย
มุ่งเน้นการรวบรวมข้อมูลเกี่ยวกับเครื่องบิน SABB – 340 AEW&C พร้อมอุปกรณ์ที่ใช้ในการ
ปฏิบัติการสงครามอิเล็กทรอนิกส์ (ระบบ Erieye / Embraer RJ – 145 System ) และรวบรวมข้อมูล
เดิมเกี่ยวกับเครื่องบินตรวจการลาดตระเวนตรวจการณ์ทางอิเล็กทรอนิกส์ ARAVA ( บตล.๗ )
พร้อมอุปกรณ์ที่ใช้ในการปฏิบัติการสงครามอิเล็กทรอนิกส์ ( IAI ELTA EL/K – 7036/4
COMINT&ELINT System) จากฝูงบิน ๔๐๒ กองบิน ๔ ตาคลี จ.นครสวรรค์ รวมท้งัขอ้มูล
เกี่ยวกับเครื่องบิน EW ( Electronics Warfare / สงครามอิเล็กทรอนิกส์ ) เบ้ืองตน้ เพื่อใชใ้นการ
เปรียบเทียบด้วยวิธีการวิเคราะห์เชิงพรรณนา ( Descriptive Analysis ) โดยใช้ข้อมูลปฐมภูมิ
(Primary Data) จากการสัมภาษณ์บุคคลที่มีความรู้ ความสามารถ และมีส่วนเกี่ยวข้องกับการ
ด าเนินการด้านข่าวกรองอิเล็กทรอนิกส์และใช้ข้อมูลทุติยภูมิ (Secondary Data) จากเอกสาร รายงาน
ของกองทัพอากาศแนวคิด ทฤษฎี ผลงานวิจัยและข้อมูลจากอินเตอร์เน็ตที่เกี่ยวข้อง โดยน าข้อมูล
ท้งัสองส่วน มาวิเคราะห์หาแนวทางปฏิบตัิที่มีความเหมะสม
ผลที่ไดจ้ากการวิจยัคร้ังน้ีทา ให้ผูว้ิจยัทราบว่า “การเตรียมบุคลากรเพื่อรับ
อากาศยานและระบบสื่อสารอิเล็กทรอนิกส์รุ่นใหม่ที่มาใช้ในสงครามอิเล็กทรอนิกส์ของ
กองทัพอากาศ” ในการเตรียมการ การวางแผน ตลอดจนการปฏิบัติหน้าที่ ควรจะต้องพิจารณา
ค านึงถึงสภาพสิ่งแวดลอ้มที่เกี่ยวขอ้งดว้ยว่ามีผลกระทบ มีอปุ สรรคหรือมีปัญหาขอ้ขดัขอ้ง
อะไรบ้าง ที่ส่งผลกระทบอย่างไรระหว่างการปฏิบัติหน้าที่กับเครื่องบินตรวจการลาดตระเวนทางอิเล็กทรอนิกส์ ARAVA ( บตล.๗ ) พร้อมอุปกรณ์สงครามอิเล็กทรอนิกส์ ( Electronic Early
Warning ) ที่ใช้อยู่ในปัจจุบัน ท าให้ไม่บรรลุตามวัตถุประสงค์หรือเป็นไปตามแผนที่เตรียมการไว้
ในเบ้ืองตน้
ส่วนระบบ Erieye/Embraer RJ – 145 System ที่ติดต้งับนเครื่องบิน SAAB -340
AEW & C SAAB ที่จะไดม้ าในอนาคตอนั ใกลน้้ี จะท าให้กองทัพอากาศมีขีดความสามารถพร้อม
รบและแสดงพลังอ านาจของกองทัพได้อย่างมีประสิทธิภาพสูงสุด หรือที่เรียกง่ายๆคือ “ สุดยอด
ของการรบคือ รบแบบไม่ต้องรบ ” จึงสรุปไดว้่ามีความเหมาะสมเป็นอย่างยิ่งในการทา งานวิจยัเพื่อ
การเตรียมรับระบบ Erieye/Embraer RJ – 145 Systemและเครื่องบิน SAAB - 340 AEW & C
พร้อมขยายผลเพื่อการศึกษาค้นคว้าและวิจัยพัฒนาต่อไป

ABSTRACT
Title : Personnel Preparation for the Procurement of the New Planes
And the New ElectronicSystem used in the Royal Thai Air
Force Electronic Warfare

The objective of this research is to study and find the guideline for the personnel
preparation for the procurement of the new planes with new electronic system used in the
Royal Thai Air Force electronics warfare. The preparation is composed of 3 sections
which are personnel’s authority, chain of command, and benefits.
The Erieye/Embraer RJ-45 System installed on the SAAB -340 AEW&C planes
of the Royal Thai Air Force is the preparation for the planes to be used in the electronics
warfare missions of the Royal Thai Air Force. The new planes are the replacements of
the electronic reconnaissance ARAVA planes. Since the Royal Thai Air Force has
purchased 12 JAS – 39 Gripen airplanes and will be given two SAAB -340 AEW&C S -
100B Argus airplanes (which means giant with 100 eyes in Greek) with electronic
warfare equipment which will be received in B.E. 2554. Intelligence plays an important role for the operation agencies to effectively
meet their air power missions and the air defense agencies of the Royal Thai Air Force,
especially the air target file which composed of air target file for ground, the air target
file for airplanes, the air target file for radar, the air target file for guided weapons. The
data can be obtained from the reconnaissance and electronic patrol airplanes which must
be prepare during the peace time and war time. The combat aviation units and the ground
operation units should study the data and prepare to use if there is a dispute between
countries for example the case of Thai –Cambodia dispute over the registration on the
world heritage of the Khao Pra Vi Han Temple. The objectives of the preparation are
personnel preparation, duties and responsibilities, correct chain of commands, and
suitable benefits. Another objective is to prepare for the procurement of the new
electronic warfare system of the air force which will be received in the near future and to
effectively plan for the development of the new electronic warfare system of the air force.
Because the existing system that are not fully functional and the need of modification of
resources and the existing knowledge are essential to prepare for the procurement of the
Erieye/Embraer RJ-45 System installed on the SAAB -340 AEW&C planes for the
electronic warfare.
The research on“the personnel preparation for the procurement of the new
airplanes and electronic communication used in the air force electronic warfare is a
qualitative research which emphasizes on the data collection of the SAAB -340 AEW&C
planes for the electronic warfare (the Erieye/Embraer RJ-145 System) and the data
collection of the existing electronic reconnaissance ARAVA planes with the equipment
used in the operation of electronic warfare ( IAI ELTA EL/K – 7036/4 COMINT&ELINT
System) from Squadron 402 of the Wing 4 in Takli, Nakonsawon province including the
electronic warfare airplanes. This study is a qualitative research with the descriptive
methodology in which the primary data is obtained from interviewing the electronic
intelligent experts. The secondary data is obtained from the air force’s documents, ideas, theory, related research and the data from the internet. The primary and secondary data
are then analyzed to find the suitable guideline.
The results from this research indicate that the personnel preparation for the
procurement of the airplanes with the new electronic communication system to be used in
the air force electronic warfare or the preparation for the procurement of the airplanes to
be used in the electronic warfare must consider the environment which effect the
operation of the existing electronic reconnaissance ARAVA planes with electronic early
warning which cause incomplete objective or the preliminary plan. The Erieye/Embraer
RJ-45 System installed on the SAAB -340 AEW&C SAAB planes including the
installation of various systems as mentioned earlier will make the Royal Thai Air Force
and Thailand prepare for the combat ready with capacity airplanes to effectively show
armed forces power which can be called “the top of fighting is to fight without fighting”.
In conclusion, the personnel preparation is suitable for the procurement of the
Erieye/Embraer RJ-45 System installed on the SAAB -340 AEW&C SAAB planes and
the research in this area should be continued.
