การศึกษา เป็นกระบวนการที่มุ่งพัฒนา คน ให้เป็นมนุษย์ ที่มีคุณภาพ มีความสามารถ
เต็มตามศกัยภาพ มพี ฒั นาการที่สมดุลท้งัปัญญา จิตใจ ร่างกายและสังคม เพื่อส่งเสริมการพฒั นา
และความเจริญเติบโตทางเศรษฐกิจและสังคมของประเทศ กระบวนการศึกษาจึงมีผู้เรียนเป็น
เป้าหมายสูงสุดของการพัฒนา ตามนโยบายของกองทัพบก ในการสนับสนุนให้ก าลังพลได้มี
โอกาสศึกษาหาความรู้และมีความรู้เพิ่มสูงข้ึน ๑ ระดบั หรือมากกว่าน้ัน หน่วยบัญชาการป้องกัน
ภัยทางอากาศกองทัพบกได้ตระหนักถึง การพัฒนาทรัพยากรมนุษย์ให้ก่อเกิดประสิทธิภาพมากที่สุด
โดยมีแนวทางในการให้โอกาสทางการศึกษาแก่ก าลังพล โดยส่งเสริมให้รับการศึกษาภาคบังคับ
(กศน.)และเพิ่มพูนระดบัการศึกษาสูงข้ึน ๑ระดบั หรือ มากกว่า หน่วยบัญชาการป้องกันภัยทาง
อากาศกองทัพบกจึงได้เปิ ดการศึกษาโครงการอาชีวศึกษาเพื่อพัฒนาก าลังพลหน่วยบัญชาการ
ป้องกันภัยทางอากาศกองทัพบก
วัตถุประสงคข์องเอกสารวิจยัฉบบั น้ีจดั ทา ข้ึนเพื่อค้นหาปัจจัยที่มีผลกระทบต่อการด าเนิน
โครงการอาชีวศึกษาเพื่อพัฒนาก าลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก
วัตถุประสงค์อีกประการหนึ่งคือเพื่อน าปัจจัยที่มีผลกระทบต่อการด าเนินการโครงการอาชีวศึกษาฯที่
พบมาเป็นข้อเสนอแนะให้กับหน่วยงานที่เกี่ยวข้องเพื่อเป็นแนวทางในการพัฒนาโครงการอาชีวศึกษา
เพื่อพัฒนาก าลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก ให้ดียิ่งข้ึน การวิจยัคร้ังน้ีเป็นการวิจยัเชิงปริมาณ ใชแ้บบสอบถามที่สร้างข้ึนโดยอาศยัแนวคิด
ทฤษฎีและผลงานวิจัยที่เกี่ยวข้อง ซึ่งประกอบด้วยค าถาม ๓ ส่วน คือส่วนแรกจะเป็นการ
สอบถามเกี่ยวกบัขอ้มูลทวั่ ไปของผูต้อบแบบสอบถาม ไดแ้ก่อายุ สถานภาพสมรส วุฒิการศึกษา
รายได้เฉลี่ยก่อนเข้าศึกษา ประสบการณ์ทางด้านวิชาชีพก่อนเข้ารับการศึกษา วิชาชีพหรืออาชีพ
ก่อนการศึกษา ส่วนที่สอง เป็นการสอบถามเกี่ยวกับปัจจัยที่มีผลกระทบต่อการด าเนินการ
โครงการอาชีวศึกษาเพื่อพัฒนาก าลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบกโดยการ
ประเมินผลด้านความจ าเป็นของโครงการ(Necessity) และประเมินผลด้านความเหมาะสมของ
โครงการ ๓ ด้าน ได้แก่ด้านสภาพแวดล้อม (Environment) ด้านปัจจัยน าเข้า (Input)และ ด้าน
กระบวนการปฏิบัติ (Process) ส่วนที่ ๓ เป็นค าถามปลายเปิ ด เพื่อให้ผู้ตอบแบบสอบถามได้
แสดงความคิดเห็นเพิ่มเติมและขอ้เสนอแนะ เพื่อใช้เป็นแนวทางในการพัฒนาและปรับปรุง
โครงการอาชีวศึกษาเพื่อพัฒนาก าลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบกให้ดียิ่งข้ึน
การวิเคราะห์ข้อมูล ใช้วิธีการวิเคราะห์ทางสถิติโดย ขอ้มูลทวั่ ไป (ส่วนที่๑) วิเคราะห์
โดยการหาความถี่และค่าร้อยละ (Percentage) ปัจจัยที่มีผลกระทบต่อการด าเนินการโครงการอาชีว
ศึกษาฯ ( ส่วนที่ ๒) วิเคราะห์โดยการหาค่าเฉลี่ยเลขคณิต (Mean) ค่าเบี่ยงเบนมาตรฐาน (Standard
Deviation) ใช้วิเคราะห์ และอธิบายระดับผลกระทบของปัจจัยด้านต่าง ๆ ที่มีผลต่อการด าเนิน
โครงการอาชีวศึกษาเพื่อพัฒนาก าลังพล หน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบก . ข้อมูล
เกี่ยวกับความคิดเห็นและข้อเสนอแนะ(ส่วนที่๓)วิเคราะห์โดยรวบรวมเน้ือหาและสรุปเป็นรายดา้น
ผลการวิจัยสรุปได้ว่า ระดับผลกระทบของปัจจัยด้านความจ าเป็ นของโครงการ
(Necessity) มีความเหมาะสมด้านความจ าเป็นของโครงการอยู่ในระดับมากเนื่องจากเพิ่มพูนความรู้
ข้ึนอีก ๑ ระดับสามารถน าความรู้ไปประกอบอาชีพเสริมและเพิ่มรายได้สูงข้ึนจึงควรด าเนินการ
โครงการอาชีวศึกษาฯต่อไป ส่วนการประเมินผลด้านความเหมาะสมของโครงการ ๓ ด้าน มีระดับ
ผลกระทบต่อการด าเนินการโครงการอาชีวศึกษาเพื่อพัฒนา ก าลังพล หน่วยบัญชาการป้องกันภัย
ทางอากาศกองทัพบก อยู่ในระดับมาก โดยภาพรวมโครงการน้ีมีความเหมาะสมในทุกๆด้าน
เมื่อแยกพิจารณาแต่ละด้านแล้วพบว่า ค่าเฉลี่ยมากที่สุดคือผลกระทบด้านกระบวนการปฏิบัติ
รองลงมาคือ ผลกระทบด้านปัจจัยน าเข้าและน้อยที่สุดคือผลกระทบด้านสภาพแวดล้อม
ส าหรับการวิจัยน้ีได้น าเสนอปัจจัยที่มีผลกระทบต่อการด าเนิ นการโครงการ
อาชีวศึกษา เพื่อพัฒนาก าลังพลหน่วยบัญชาการป้องกันภัยทางอากาศกองทัพบกในแต่ละด้าน ซึ่ง
สามารถน าปัจจัยที่มีผลกระทบต่อการด าเนินการโครงการฯที่พบและข้อเสนอแนะไปเป็ นแนวทาง
ในการพัฒนาโครงการอาชีวศึกษาเพื่อพัฒนาก าลังพลหน่วยบัญชาการป้องกันภัยทางอากาศ
กองทัพบกให้ดียิ่งข้ึนและเสริมสร้างให้บรรลุตามวัตถุประสงค์ของโครงการที่ต้งัไว้

ABSTRACT
Title : The Factors Affecting the Administration of the Vocational Education
Project for the Personnel Development of the Army Air Defense

Education is a process used to develop quality and fulfill capability persons and to
develop their intellect, mind, body, and social interaction. To encourage the economic and social
development of the country, the army has an educational policy in which learners are the topmost
aim of its development. The army has encouraged the personnel to advance their education to the
next level or higher. The Army Air Defense Command has encouraged its human resource
development by encouraging the personnel to complete the compulsory education and to advance
their education to the next level or higher. Therefore, the Army Air Defense Command has
established a vocational educational project to develop its personnel.
The objective of this research document is to discover the factors affecting the
administration of the vocational education for the personnel development of the Army Air Defense
Command. Another objective is to utilize the discovered factors as a suggestion to the involved
agencies to be used as guidelines for the better development of the vocational education project for
the personnel in the Army Air Defense Command. This research is a quantitative research which consists of questionnaires created by idea,
theory, and the involved researches. There are 3 parts in the questionnaires. The first part is related
to the general information of the responders such as age, marriage status, educational background,
income, the vocational experience, and the occupation before the education. The second part is
related to the factors affecting the administration of the vocational education project for the
personnel development of the Army Air Defense Command. The necessity and suitability
evaluations of the project in 3 areas are the environment, the input, and the process factors. The
third part is the questionnaires which responders can freely express their opinions as the
questionnaires are open-ended. The additional idea and suggestions can be used as guidelines for the
development and adjustment of the vocational education project for the personnel in the Army Air
Defense Command.
The data from the questionnaires is analyzed by using a statistic method. The first
part of the data, the general information, is analyzed to find the frequency and the percentage of
factors which affect the vocational education project for the personnel in the Army Air Defense
Command. The second part of the data is analyzed to obtain the mean and the standard deviation
which can be used to analyze and explain the level of the affecting factors of the administration of
the vocational education project for the personnel in the Army Air Defense Command. The third
part of the data, the additional idea and suggestions, is analyzed by grouping and summarizing in
each area.
The conclusion of the research indicates that the effectiveness to the necessity factor of the
project is in the high level because of the advancement of their education to the next level which
helps them earn additional occupation and enhance their income. Therefore, the project should be
continued. The suitability evaluation in the 3 areas has an effect on the administration of the
vocational education project for the personnel development of the Army Air Defense Command. In
overall, this project is suitable in every area. The consideration of each factor indicates that the most
effective factor is the process factor. The input and Environment factors are next.
This research proposes the factors affecting the administration of the vocational
education project for the personnel development of the Army Air Defense Command. The
discovered factors and suggestions can be used as the guidelines for the development of the
vocational education project for the personnel development of the Army Air Defense Command and
to strengthen it to meet the objectives of the project.
